شناسایی روندهای حاکم بر صنعت ویدئو به درخواست در ایران (مقاله علمی وزارت علوم)

چکیده
رشد تمایل مصرف کنندگان به استفاده از خدمات ویدئوبه درخواست در کشور قابل ملاحظه است. کشور ما درحال توسعه سریع زیرساخت ها ارتباطی است و این، یک اصل مهم در رشد اقبال عمومی به ویدئو به درخواست خواهد بود. تولیدکنندگان محتوای تصویری خود را در برابر یک بازار جدید می بینند و نهادهای تقنینی در پی تنظیم گری هستند. دانستن آینده پیش روی صنعت ویدئوبه درخواست می تواند در سیاستگذاری های خرد و کلان فرهنگی مؤثر باشد. اولین گام در ترسیم آینده، شناسایی روندهای موجود است. در این پژوهش اکتشافی، برای شناسایی روندهای موجود از روش دلفی استفاده شده است. اعضای مشارکت کننده در پنل دلفی نیز از بین سه گروه سیاستگذاران دولتی، مدیران ویدئو به درخواست و کارشناسان این حوزه انتخاب شده اند. پس از یک دور مصاحبه عمیق و دو دور دلفی، خبرگان شرکت کننده درباره تأثیر «خیلی زیاد» یا «زیاد» هفده روند در چهار پیشران حقوقی سیاسی، فرهنگی اجتماعی، اقتصادی و فناوری اجماع نظر پیدا کردند. با استفاده از روندهای شناسایی شده می توان با در نظر گرفتن میزان اولویت و اثرگذاری، آینده ویدئوبه درخواست ها را ترسیم کرد. این امر به برنامه ریزان، سیاستگذاران و تصمیم سازان مؤثر در صنعت ویدئو به درخواست کمک خواهد کرد. از سوی دیگر، پژوهش صورت گرفته می تواند به فعالان اکوسیستم ویدئوبه درخواست، در خصوص چگونگی نگاه سایر فعالان، به این حوزه شناخت نسبی ارائه دهد.Identifying the Video-On-Demand Trends in Iran
Increasing consumers› desire to use video-on-demand (VOD) services in the country is significant. The communication infrastructure in Iran is developing which is important to increase public interest in video on demand. Producers find their video content in a new market, and regulators try to regulate. Being aware of the future of the video-on-demand industry can be effective in micro and macro cultural policies. The first step in drawing the future is to identify current trends. In this exploratory research, the Delphi method was used to identify the current trends. The participants in the Delphi panel were selected from three groups of government policymakers, video-on-demand managers and experts in this field. After one in-depth interview and two analyses with Delphi software, the participating experts reached consensus about the “high” or “very high” impact of seventeen trends in four legal-political, cultural-social, economic and technological drivers. By using the identified trends, the future of video-on-demand can be drawn considering the level of priority and effectiveness. This will help the planners, policy makers and decision makers effective in the video industry. On the other hand, the conducted research can provide video-on-demand ecosystem activists with a relative understanding of how other activists look at this field.
