چکیده
شیوع ویروس کووید-19 و انتشار سریع آن در عرصه جهانی، همه معادلات سیاسی، اقتصادی و امنیتی جهان را در مدت زمان کوتاهی به هم ریخت. سرعت همه گیری و کشندگی این ویروس جهانی به حدی بوده است که حتی کشوهای توسعه یافته نیز نتوانستند خود را از گزند آسیب های انسانی، اقتصادی و سیاسی دور نگه دارند. امروزه بعد از دو سال از زمان شیوع این ویروس، هنوز چگونگی کنترل و مواجه با آن در صدر اولویت های تصمیم گیری کشورهای دنیا قرار دارد. شیوع سریع این ویروس که با افزایش تعداد مرگ و میرها همراه بود، دولت ها را وادار به اتخاذ اقدامات فوری و اضطراری جهت کنترل آن کرد و مجدداً مقوله امنیت انسانی، به طور جدی در کانون توجه سیاستمداران و تحلیلگران سیاسی قرار گرفت. امنیت بهداشت زیربنای مفهوم امنیت انسانی به طور خاص و امنیت مشترک به طور عام است، چرا که ثبات و امنیت بین المللی بدون تضمین امنیت بهداشت و سلامت قابل تصور نیست. بدون شک شیوع ویروس کرونا با برجسته کردن مفهوم امنیت انسانی، نقش غیرقابل انکاری در تعدیل نگاه سنتی دولت - محور و سخت افزاری به مفهوم امنیت داشته است. این ویروس، خوانش جدید از مفهوم امنیت مشترک را در مطالعات امنیتی اجتناب ناپذیر کرد و همکاری و هم اندیشی بین المللی را برای کنترل این ویروس در چارچوب دیپلماسی جهانی بهداشت گسترش داد. این مقاله با استفاده از روش توصیفی - تحلیلی و در چارچوب مفهوم امنیت انسانی در پی پاسخ به این سؤال اصلی است که شیوع ویروس کووید-19 چگونه بر گسترش دیپلماسی جهانی بهداشت تأثیرگذار بوده است؟ فرضیه مقاله این است «ویروس کرونا نگاه خودیارانه به مفهوم امنیت را به چالش کشیده و لزوم حرکت به سوی امنیت مشترک بر پایه همکاری های بین المللی را اجتناب ناپذیر کرده است. بر این اساس توسعه دیپلماسی جهانی بهداشت یک ضرورت استراتژیک برای کنترل همه گیری های جهانی است». جمع آوری داده ها برای تحقیق حاضر به صورت کتابخانه ای، مجلات تخصصی و سایت های معتبر اینترنتی بوده است.Covid-19, Health Security and Global Health Diplomacy
The outbreak of Covid-19 and its rapid spread on the world stage shattered all the political, economic, and global security equations quickly. The epidemy and death rate of this global virus has been so rapid that even the developed countries could not escape the damage of its human, economic, and political damage. At the moment, almost two years after the outbreak, controlling and dealing with it, is still at the top of the decision-making priorities of countries throughout the world. The rapid spread of the virus, accompanied by an unprecedented increase in death tolls, forced governments to take immediate and urgent action to control it, another time issue of human security came to the attention of politicians and political analysts.Health security is the foundation of human security in particular and common security in general because international stability and security are inconceivable without guaranteeing health security.Undoubtedly, the coronavirus outbreak has played an irrefutable role in modifying the traditional state-centric and hardware-based view of security. The virus made a new look at the concept of common security inevitable security studies and expanded international cooperation and collaboration to control the virus within the framework of global health diplomacy. Deploying a descriptive-analytical method in the framework of the human security concept, this article seeks to answer the main question: How has the outbreak of Covid-19 affected the development of global health diplomacy? The hypothesis is that "The coronavirus has challenged the self-aiding view of the concept of security and has made a requirement of moving towards common security based on international cooperation inevitable. Consequently, developing global health diplomacy is a strategic requirement for controlling global epidemics. Data was collected through library studies, specialized journals, and reputable Internet sites.
