آئین نامه اخلاق حرفه ای مهندسی در ایران

چکیده
اخلاق حرفه ای، مجموعه ای از آیین نامه ها و مقرراتی است که عمل اخلاقی را برای آن حرفه مشخص و خاص تعریف می کند و اخلاق مهندسی به طور عام، کاربرد اصول اخلاقی و استانداردهای حرفه ای است. آیین نامه های اخلاقی باتوجه به شرایط فرهنگی، اجتماعی و سیاسی هر کشوری متفاوت است و اثرگذاری متفاوتی نیز دارد. از آنجا که در ایران آیین نامه های اخلاق مهندسی مدوّنی مطابق با نیازهای قشر مهندسان تدوین نشده و سوگندنامه مهندسی و آیین اخلاق حرفه ای مهندسان مشاور، تنها اسناد اخلاقی موجود شناخته شده در بین قشر مهندسان است، لذا تدوین آیین نامه اخلاقی در حرفه مهندسی به شرط لحاظ کردن شرایط بومی متناسب با ویژگیهای فرهنگی، اجتماعی و سیاسی کشور امری ضروری به نظر می رسد. به همین سبب در این تحقیق برای تدوین آیین نامه، پس از مطالعه منابع علمی، به مطالعه و بررسی آیین نامه های اخلاق حرفه ای مهندسان کشورهای مختلفی که در این حوزه فعالیت کرده اند، پرداختیم و سپس با مصاحبه و مشاوره با افراد باتجربه متن اولیه پیش نویس آیین نامه اخلاق را دسته بندی کردیم و پیشنهاد دادیم و برای اعتبارسنجی آن، پیش نویس را به صورت پرسش نامه طراحی کردیم و پس از توزیع و جمع آوری پرسش نامه به تحلیل و بررسی نتایج حاصل از پرسش نامه به وسیله نرم افزار SPSS پرداختیم و سرانجام باتوجه به نتایج پرسش نامه موفق به ارائه آیین نامه اخلاق حرفه ای مهندسان در ایران متناسب با شرایط بومی کشور شدیم.Code of professional ethics of engineering in Iran
Professional ethics set of regulations and rules which define ethical practice for that profession specifically. Engineering ethics in general is the application of code of ethics and professional standards. Ethical regulations differ only with respect to cultural, social and political conditions and they have different effects. Since, the standardized ethical regulations of engineering are not codified according to the needs of engineers group and secondly, SMSM and IRSCE are the only ethical documents which are recognized among engineers group. So, the codification of professional ethics of engineering is necessary to provide the local condition which should be proportional with cultural, social and political characteristics. In this study, in order to codify regulation, after studying scientific sources, the code of professional ethics of engineering in different countries are considered in the surrounding area. Then, classification and primary form of draft of ethical regulation are suggested by interviewing and consulting with experienced engineers. The draft was designed in the form of questionnaire for validation. The data was analyzed by SPSS after distributing and collecting data among the experienced people. Finally, for presenting the code of professional ethics of engineering in IRAN, the draft is proportionate with local condition of our country according to the results of questionnaire.
