واکاوی سیاستگذاری فناوری اطلاعات و فضای مجازی در ایران در عصر جهانی شدن

چکیده
هدف اصلی این مقاله، بررسی تأثیر قوانین و مقررات سیاستگذاری فناوری اطلاعات در ایران بر تعامل و مبارزه با مطالب مخرب، منافع ملی، و امنیت کشور است. در این راستا، این مقاله به تحلیل چالش ها و مزایای سیاستگذاری فناوری اطلاعات در فضای مجازی در ایران می پردازد. روش پژوهش در این مقاله، تحلیل متون مرتبط به روش کتابخانه ای و جمع آوری داده های معتبر است. باتوجه به تحلیل انجام شده، نتایج به دست آمده نشان می دهد که سیاستگذاری فناوری اطلاعات و فضای مجازی در ایران به منظور حفظ امنیت و دسترسی متعادل به اطلاعات انجام می شود. اما در عین حال، با چالش هایی نیز همراه است، که شامل کنترل اطلاعات ناهنجار و تأمین نظم و امنیت در فضای مجازی می شود. نتیجه کلی این مقاله نشان می دهد که در عصر جهانی شدن، سیاستگذاری فناوری اطلاعات در فضای مجازی در ایران نیازمند تدوین قوانین و مقررات مناسب است. همچنین، آموزش و اطلاع رسانی مناسب به کاربران نقش مهمی در ارتقاء استفاده امن و مسئولانه از فضای مجازی دارد. و هماهنگی بین نهادها و سازمان ها، و نظارت بر عملکرد و رخدادهای مشابه در داخل و خارج ایران، و تعیین راهبرد ملی در این حوزه نیز ضروری است. استفاده از زیرساخت های فناوری اطلاعات، شفافیت بیشتر و هماهنگی با جوامع بین المللی نیز عوامل مهمی در سیاستگذاری فناوری اطلاعات در فضای مجازی در ایران هستند. با پیگیری همزمان این موارد و همکاری با دیگر کشورها، سیاستگذاران می توانند بهبود عملکرد در این حوزه را تحقق دهند و به توسعه پایدار و رشد هوشمندانه در فضای مجازی ایران دست یابندAnalyzing Information Technology and Virtual Space Policies in Iran in the Age of Globalization
The main purpose of this article is to investigate the impact of information technology policy rules and regulations in Iran on the interaction and fight against malicious content, national interests, and the country's security. In this regard, this article analyzes the challenges and benefits of information technology policy in virtual space in Iran. The research method in this article is the analysis of related texts using the library method and the collection of valid data. According to the analysis, the obtained results show that the policy of information technology and virtual space in Iran is carried out in order to maintain security and balanced access to information. But at the same time, it also comes with challenges, which include controlling abnormal information and ensuring order and security in cyberspace. The general result of this article shows that in the era of globalization, information technology policy making in virtual space in Iran requires the formulation of appropriate laws and regulations. Also, proper training and information to users and community members plays an important role in promoting the safe and responsible use of cyber space. And coordination between institutions and organizations, and monitoring the performance and similar events inside and outside of Iran, and determining the national strategy in this area is also necessary. The use of information technology infrastructure, greater transparency and coordination with international communities are also important factors in information technology policy in cyberspace in Iran. By simultaneously pursuing these issues and cooperating with other countries, policymakers can improve performance in this area and achieve sustainable development and smart growth in cyberspace in Iran
