چکیده
مقدمه و هدف پژوهش: پژوهش حاضر با هدف رابطه حکمرانی خوب با توسعه شهر خلاق فرهنگی انجام شد. روش پژوهش: روش پژوهش، توصیفی - پیمایشی با رویکرد معادلات ساختاری می باشد. جامعه آماری پژوهش، مدیران میانی و پایه ادارات کل دستگاه های اجرایی شهر کرمانشاه با تعداد جامعه ی آماری 145 بود، که براساس فرمول کوکران، نمونه برابر با 108 نفر با روش نمونه گیری تصادفی ساده انتخاب گردید. ابزار جمع آوری اطلاعات، پرسشنامه استاندارد حکمرانی حکمرانی خوب OPM و CIPFA (2004) و شهر خلاق فرهنگی محقق ساخته می باشد، که روایی آن ها با روایی سازه؛ و پایایی آن ها با آلفای کرونباخ و پایایی ترکیبی تأیید شد. داده ها با استفاده از نرم افزار SPSS 23 وSMART PLS 2 تحلیل شدند. کیفیت مدل اندازه گیری با آزمون cv.com و مدل ساختاری با آزمون cv.red تأیید شد و هم چنین کیفیت مدل نهایی پژوهش با توجه به شاخص GOF که 524/0 شده است، نشان داد که مدل از برازش قوی برخوردار است. هم چنین مقدار R 2 برابر 383/0 شد که قوی ارزیابی می شود. یافته ها: نتایج فرضیه های پژوهش نشان داد که متغیر حکمرانی خوب بر متغیر شهر خلاق فرهنگی تأثیر مثبت و مستقیم دارد. مؤلفه های حکمرانی خوب شامل: نتیجه گرایی، اثربخشی نقش ها و وظایف و پاسخ گویی بر شهر خلاق فرهنگی تأثیر مثبت و مستقیم و مؤلفه های ارتقا ارزش ها، شفاف سازی و ظرفیت سازی بر متغیر شهر خلاق فرهنگی تأثیر نداشتند و هم چنین متغیر حکمرانی خوب بر مؤلفه های شهر خلاق فرهنگی (به جز تقویت تکثرگرایی فرهنگی) تأثیر مثبت و مستقیم داشت. نتیجه گیری: می توان گفت که توجه به حکمرانی خوب در ادارات و دستگاه های اجرایی، می تواند در بروز شهر خلاق فرهنگی نقش سازنده ای داشته باشد.The relationship between good governance and the development of a creative cultural city
The aim of this study was to investigate the relationship between good governance and the development of culturally creative city. The research method is descriptive-survey with a structural equation approach. The statistical population of the study was the middle and basic managers of the general administrations of Kermanshah with the number of statistical population of 145, which according to Cochran's formula, a sample of 108 people was selected by simple random sampling method. The data collection tools are the standard OPM and CIPFA (2004) Good Governance Standard Questionnaire and the Creative Cultural City of the Researcher, whose validity is constructed by validity; And their reliability was confirmed by Cronbach's alpha and hybrid reliability. The quality of the measurement model was confirmed by the cv.com test and the structural model was confirmed by the cv.red test. The results of the research hypotheses showed that the variable of good governance has a positive and direct effect on the variable of the culturally creative city. The components of good governance, including: consequentialism, effectiveness of maps and tasks, and accountability to the culturally creative city did not have a positive and direct effect, and the components of value promotion, transparency and capacity building did not affect the variable of the culturally creative city. Also, the good governance variable had a positive and direct effect on the components of the culturally creative city . Therefore, it can be said that paying attention to good governance in administrative departments and agencies can play a constructive.
