چکیده
هدف از این پژوهش توصیفی و کاربردی ارائه مدلی برای توسعه دیپلماسی فرهنگی ایران و ایتالیا است. جهت دستیابی به مولفه های موثر بر آن، در دو مرحله ، نظر کارشناسی 29 نفر از خبره گان امور فرهنگی در حوزه ایران و ایتالیا – شامل دیپلمات ، سفیر، استاد دانشگاه و فعال فرهنگی- استخراج شد و سپس از ایشان خواسته شد به سوال های پرسشنامه ای براساس سه حوزه قابلیت ها و ظرفیت ها و اشتراکات فرهنگی در شرایط موجود و مطلوب پاسخ دهند. در حوزه قابلیت ها مولفه ها و شاخص هایی چون ارزش های معنوی، مبانی قانونی، همکاری سازمان های مردم نهاد، سیاست گذاری و برنامه ریزی فرهنگی، نقش سفارت خانه ها و عضویت در سازمان های بین المللی مد نظر قرار گرفت. در حوزه ظرفیت ها محصولات فرهنگی، هنری و رسانه ای، آموزش فرهنگ و زبان، میراث فرهنگی، هنری، گردشگری و کتابخانه ای، نمایشگاه ها و جشنواره ها، شبکه سازی اجتماعی و تالارهای گفتگوی مجازی، مراکز علمی و پژوهشی و ورزش؛ و در اشتراکات: جغرافیای فرهنگی، قرابت های تمدنی و تاریخی، گفتمان های صلح طلب و منافع مشترک. پس از دستیابی به اتفاق نظر مطلوب و تجزیه و تحلیل اطلاعات، نتایج ذیل به دست آمد: در شرایط موجود تنها حوزه ای که بر توسعه دیپلماسی فرهنگی دو کشور موثر بوده، حوزه اشتراکات فرهنگی است. این در حالی ست که در شرایط مطلوب، دو حوزه دیگر یعنی قابلیت ها و ظرفیت های فرهنگی، نیز حائز اهمیت هستند و از همین رو در تدوین مدل توسعه دیپلماسی ایران در رابطه با ایتالیا باید مدنظر قرار بگیرند.The Development of Iran and Italy’s Cultural Diplomacy: a Model
This descriptive and applied research was conducted with the aim of designig a model for the development of cultural diplomacy between Iran and Italy. In order to achieve the effective components, the opinion of 29 cultural affairs experts in Iran and Italy - including diplomats, ambassadors, university professors and cultural activists - was extracted in two rounds and then they were asked to answer the questionnaire’s questions based on the three areas of capabilities and capacities and common cultural areas in the existing and desirable conditions. In the area of capabilities, indicators such as spiritual values, legal foundations, cooperation of NGOs, formal policy-making and cultural planning, considering the role of embassies and membership in international organizations. In the field of capacities were considered items as cultural, artistic and media products, culture and language education, cultural heritage, art, tourism and library, exhibitions and festivals, social networking and virtual forums, scientific and research centers and sports; And in common areas: cultural geography, civilizational and historical affinities, pacifist discourses and common values. After reaching the desired consensus and analyzing the information, the following results were obtained: In the current situation, the only area that has been effective in the development of cultural diplomacy between the two countries is cultural commonalities. But in favorable conditions, the two other areas, cultural capabilities and capacities, are also important, and therefore should be considered in formulating a model for the development of Iranian diplomacy in relation to Italy.
