چکیده
متهمان بیگانه برای کسانی استفاده می شود که نه تنها قانون شکنی نکرده اند ، ولی براساس برچسبی که می خورند طوری رفتار می کنند که انگار چنین کاری کرده اند،هدف این مقاله شناسایی علل زیرآب زنی در اردبیل هست برای مطالعه 29 نفر از متخصصان و خبرگان استان اردبیل به صورت روش نمونه گیری گلوله برفی انتخاب شده و پرسشنامه محقق ساخته براساس معیار مصاحبه نیمه ساختاریافته ،تنظیم و در اختیار متخصصان قرار گرفت و بعد از تحلیل درصد ها که بالاتر از 60 درصد بود و سطح معناداری پایین تر از 05/ ضریب هماهنگی کندال نشان داد که توافق و اجماع در بین متخصصان وجود دارد و همچنین میانگین وزنی عوامل نشان داد که عامل اجتماعی،روانی و فردی ،حقوقی و مذهبی به ترتیب اولویت 1 تا 4 را به خود اختصاص می دهند .بنابراین باید مسئولان تلاش کنند تا درراستای این شاخص های این عوامل سیاستگذاری کرد. رفتار زیرآب زنی در جوامعی زیاد به چشم می خورد که علیرغم نقص در جربان جامعه پذیری افراد و ویژگی های تقویت کننده فردی و روانی، محدودیت منابع و امکانات یا نحوه توزیع نابرابرانه منابع وحود دارد ینابر نظر مارکس در جامعه ای امور طبقاتی هستند توزیع امکانات و منابع کمیاب هم که در اختیار اقلیت افراد قرار دارد محدود و نابرابرانه هستForeign Defendants: A Delphi study on the causes of underwater flooding in Ardabil province
