چکیده
زمینه و هدف: وقوع جرم ارتشاء توسط کارکنان فراجا موجب نا امنی و کاهش اعتماد مردم به فراجا و در نهایت بدبینی به نظام می شود، آسیب شناسی و آسیب زدایی ارتکاب جرم ارتشاء جزو خط مشی ها و راهبردهای فراجا درحوزه صیانت از کارکنان و سازمان پیش بینی شده است و اقدامات صیانتی گسترده و تلاش های فراوانی در جهت کاهش و مهار جرم ارتشاء صورت گرفته است. در نتیجه عواملی نظیر ناکافی بودن اقدامات صیانتی و یا تأثیر کم این اقدامات و ... انجام نگردیده، که پژوهش حاضر در صدد بررسی اثربخشی اقدامات صیانتی در پیشگیری از وقوع جرم ارتشا کارکنان میباشد. روش: این پژوهش از نظر هدف کاربردی و از حیث ماهیت داده ها توصیفی -پیمایشی بوده، جامعه آماری این پژوهش در بازه زمانی دو ساله در فاتب بدلیل تفاوت تهران با سایر استان ها از لحاظ حساسیت موقعیت مکانی و پایتخت جهان اسلام و لزوم توجه بیشتر پلیس در رعایت قوانین و رفتار و شرایط ویژه حضور سفرای کشورهای دیگر و بازتاب بین المللی پدیده اخذ رشوه اجراء شده که اقدامات صیانتی برای آن ها اجرا گردیده می باشد. روش گردآوری داده ها پیمایشی و کتابخانه ای است و بر این اساس ابزار گردآوری داده ها در پژوهش، پرسشنامه محقق ساخته و فیش برداری خواهد بود. مضاف بر اینکه به منظور اتق ان نظ ری روایی و پایایی از نظریات نخبگان حوزه پیشگیری از جرم نیز بهره گیری شده است. یافته ها: نتایج این پژوهش نشان میدهد که اقدامات صیانتی انجام شده شامل: ارشاد، کلاس های آگاهسازی، هشدارها و ابلاغیه ها، جلسات پرسش و پاسخ با بهره گیری از سه عامل فردی، اجتماعی و سازمانی از قبیل: ایمان، عمل صالح، خودشناسی، اخلاص، صبر، ارشاد و راهنمایی، عدالت اجتماعی، اجرای قوانین الهی، خانواده سالم، عدالت سازمانی، فرهنگ سازمانی دینی و نظم و انضباط، هر کدام از حیث خود اثر بخش بوده و مانع پیشرفت آسیب ها و تهدیدها شده و خود نقش مهمی در پیشگیری از ارتکاب جرم ارتشا دارند. نتیجه گیری: از آنجایی که راهبرد صیانت حفظ، نگهداشت و سلامت کارکنان فراجا می باشد، روش های لازم در امور مربوط به صیانت و پیشگیری کارکنان و سازمان، در جهت سالم سازی محیط خدمتی در فرآیندهای صیانتی تاثیرگذار است، نتایج به دست آمده حاکی از اثربخشی مثبت اقدامات صیانتی در پیشگیری از وقوع جرم ارتشا توسط کارکنان دارد. بنابراین نهاد صیانتی به عنوان شاخص اصلی پیشگیری نقش مثبتی را در این زمینه ایفا داشته و در رتبه بندی اثربخشی اقدامات صیانتی نیز برگزاری جلسات پرسش و پاسخ رتبه اول را دارا می باشد.The effectiveness of security measures in preventing the occurrence of extortion by employees of Faraja(the study case of Fateb)
Background and purpose: The occurrence of the crime of bribery by Faraja employees causes insecurity and a decrease in people's trust in Faraja and finally, pessimism towards the system. Wide security measures and many efforts have been made to reduce and curb the crime of bribery, as a result of factors such as the inadequacy of security measures or the low impact of these measures and they have not been carried out. Method: This research is quantitative in nature (descriptive-survey) and practical in terms of purpose, the method of gathering information is survey, and based on this, the tool for gathering information in the research is a researcher-made questionnaire and a survey. The research is done on the whole number and includes 76 people from the target population in Fatab. The analysis of the collected data was done using appropriate quantitative statistical methods of regression using "SPSS1" software, and for the purpose of theoretical analysis, The opinions of elites in the field of crime prevention have also been used . Findings: The results of this research show that the protection measures taken include: guidance, awareness classes, warnings and notices, question and answer sessions using three factors, individual and social. and organization such as: faith, righteous action, self-knowledge, sincerity, patience, guidance and guidance, social justice, implementation of divine laws, healthy family, organizational justice, religious organizational culture and discipline, each of them is effective in its own way and It hinders the progress of damages and threats and they play an important role in preventing bribery crimes. Conclusion: According to the research results, the positive effect of security measures in preventing the occurrence of bribery crimes by employees as the main indicator of prevention has played a positive role in this field. Based on the ranking of the effectiveness of security measures, question and answer sessions have won the first place, which has a significant role in protection and prevention of harm and threats, so it is necessary to hold question and answer sessions in a planned manner on the agenda of respected commanders and officials.
