چکیده
سؤال اساسی این مقاله این است: مسئولیت پذیری کارگزاران به چه معناست و عنصر اصلی مسئولیت پذیری کارگزاران حکومتی چیست؟ خلاصه پژوهش اینکه مسئولیت پذیری کارگزاران حکومت به معنای پاسخگویی است که در آن فرمانبرداری، اطاعت امر و اجابت درخواست دیگران نسبت به وظایفی که بر عهده دارند، مطرح می گردد و عنصر اصلی مسئولیت پذیری، که همان پاسخگویی است یعنی اصالت دادن به حقوق دیگران به این معنا که «شما حق دارید و من تکلیف». پاسخگویی به این معنا را می توان همان مسئولیت پذیری حکومتی دانست که به عنوان مسئولیت حرفهای و سازمانی زمامداران و کارگزاران حکومت به شمار آمده و ناظر بر مسئولیت افراد به عنوان اشخاص حقوقی است. حضرت علی (ع) در نهج البلاغه در موارد متعددی به این نوع از مسئولیت اشاره کرده است. در این مقاله درباره اصل مسئولیت پذیری کارگزاران و مفهوم و موارد آن از دیدگاه امام علی (ع) بحث و بررسی به عمل میآید.Accountability of Executors and Managers as One of the Elements of Meritocracy in Imam Ali's View
The basic inquiry of this paper is what accountability of executors means and what is the main element of accountability of government executors? The summary of the research indicates that governmental executors' responsibility means accountability in which subservience, obedience and acceptance of other's requests related to the duties assigned to them is presented and the main element of accountability which is the very responsibility means giving authenticity which means "you are right and I have duty". Responsibility in this meaning can be deemed as governmental accountability which is considered as professional and organizational responsibility of executors and observes the responsibility of individuals as legal persons. Imam Ali (PBUH) in Nahjolbalaghe has referred to this type of responsibility in several cases. In this article, the principle of accountability of executors and its concept and cases in the view of imam Ali (PBUH) has been discussed.
