چکیده
هدف این تحقیق بررسی و شناسایی علل اعمال خشونت علیه مأموران پلیس در هنگام اجرای وظیفه است. برای بررسی موضوع با تحقیق کاربردی و استفاده از روش توصیفی- پیمایشی از بین کارکنان نیروی انتظامی ج.ا.ا و شهروندان تهرانی، جامعه آماری با استفاده از فرمول کوکران نمونه ای به تعداد 305 نفر انتخاب، و پرسشنامه بین آنان توزیع شد. سپس نتایج با استفاده از مقیاس معتبر مورد سنجش قرار گرفت. داده ها با استفاده از آمار توصیفی و استنباطی(با آزمون فریدمن) مورد تجزیه و تحلیل قرار گرفت. در این تحقیق ابتدا بیش از 100 علت اعمال خشونت از تحقیقات و مقالات علمی معتبر استخراج گردید و با نظر تنی چند از استادان حقوق دانشگاه تهران و تعدادی از خبرگان و مسئولان نیروی انتظامی تعداد 26 مورد از آنان که مبتلابه کار مأموران نیروی انتظامی نیز بودند انتخاب شدند و پس از طراحی پرسشنامه و توزیع آن بین 150 نفر از طیفهای گوناگون مأموران پلیس راهور و پلیس پیشگیری قرار گرفت که به زعم نویسنده بیشتر در معرض قربانی خشونت، قرار داشتند و هم چنین تعداد 155 نفر از اقشار گوناگون شهروندان تهرانی نیز گروه دوم پاسخ دهندگان را تشکیل دادند. نتایج نشان داد مهمترین علّت اعمال خشونت علیه مأموران نیروی انتظامی هنگام اجرای وظیفه از نظر هر دو گروه پاسخ دهنده "بی اطلاعی از مقررات و قوانین ناظر بر مشکل پیش آمده" است.Examination and Identification of the Causes of the Use of Violence against Police Officers
The purpose of this study is to examine and identify the causes of the use of violence against police officers while -doing their job. In order to investigate the subject matter with an applied research and using descriptive-comparative method, a statistical sample of 305 people was chosen from among NAJA employees and Tehran citizens by using Cochran formula and the questionnaires were distributed among them. Then, the results were analyzed using a valid scale. The data was analyzed using descriptive-deductive statistics (using Freedman test). In this research, first more than 100 causes of the uses of violence were derived from the reliable bodies of research and papers and with the comments of some of professors of university of Tehran and some experts and officials of NAJA, 26 cases of those research and papers, which were related to NAJA officers, were selected. And after designing the questionnaires, I distributed them among 150 people from different classes of traffic police officers and prevention police which, in the researchers' opinion, were more exposed to violence and also 155 people from different strata of Tehran Citizens composed the second group which answered the questionnaires. The results showed that the most important cause of using violence against police officers of NAJA while doing their job, from the standpoint of both groups, is "unawareness of the rules and regulations of the occurred problems".
