بررسی رویکرد پلیس ایران به پیشگیری کیفری از جرائم (مقاله علمی وزارت علوم)

چکیده
هدف این پژوهش شناسایی رویکرد پلیس ایران به پیشگیری کیفری از جرائم کارکنان ناجا است. ماهیت تحقیق کاربردی، و از نظر روش توصیفی- پیمایشی است. نمونه آماری شامل 292 نفر از کلیه فرماندهان و مدیران در سطح تهران و استانها می باشد که براساس روش نمونه گیری تصادفی ساده انتخاب شدند. در میان عوامل پیشگیری کیفری، عامل "سرعت" با میانگین 08/4 و میانگین 36 درصد فراوانی پاسخ بسیار زیاد در پرسشنامه، بیشترین مقبولیت را در میان فرماندهان ناجا داشته است و پس از آن، عامل حتمیت با میانگین 9/3 و میانگین 33 درصد فراوانی پاسخ بسیار زیاد در پرسشنامه در رتبه دوم و در نهایت عامل شدت با میانگین 5/3 و میانگین 19 درصد فراوانی پاسخ بسیار زیاد در پرسشنامه در رتبه سوم اهمیت و اولویت قرار می گیرد. با توجه به نتایج آماری و قرار گرفتن "استفاده از مشاوران خبره (حتی مشاوران بیرون از سازمان)" و "سرعت عمل در تعقیب و اقامه جرم علیه متهم (فرستادن سریع پرونده به مرجع قضایی)" در صدر اهمیت و تمرکز فرماندهان قرار داشت. مهمترین پیشنهاد عملیاتی برای بهبود برنامه ها و راهکارهای پیشگیرانه ناجا در پیشگیری کیفری از جرائم کارکنان، تمرکز تلاشها برای تکمیل بدون وقفه و با سرعت پرونده های تحقیقاتی برای فرستادن به مراجع قضایی و تثبیت وجود این رویکرد در سازمان است.Iranian police approach to criminal prevention of crimes
The purpose of this study is to identify the approach of the Iranian police to the criminal prevention of the crimes of the NAJA staff. The nature of the research is applied and descriptive-survey method was used. The sample consisted of 292 commanders and managers in Tehran and provinces selected by simple random sampling. Among the penal prevention factors, the "speed" factor with the average of 4.08 in Friedman test and the average of 36% frequency of very high response to the questionnaire had the highest acceptance among the commanders of NAJA And then, The factor of certainty with average of 3.9 in Friedman test and average of 33% frequency of very high response in the questionnaire in second rank and finally the factor of intensity with mean of 3.5 in Friedman test and mean of 19% of frequency of very high response in the questionnaire in third rank of Importance and priority. According to statistical results and location "Using expert consultants (even outside consultants)" and "Speed of action to prosecute the defendant (fast forwarding the case to the judicial authority)" at the top of the importance and focus of commanders. the most important operational suggestion for improving programs and NAJA’s preventive solutions in criminal prevention of Staff crime, focusing efforts to complete without interruption and the speed of investigative cases to send to judicial authorities and to establish the existence of this approach in the organization.
