چکیده
در شرایطی که ضرورت تغییر در نظام اداری ایران بر کسی پوشیده نیست، قانون مدیریت خدمات کشوری فرصت مغتنمی را ایجاد کرده تا فرآیند نظارت بر ارائه خدمات عمومی از سوی دولت در یک مسیر تازه قرار بگیرد. این قانون به دلیل نواندیشی ها و جامعیتی که دارد بیانگر رویکردی بنیادین است که برای نخستین بار در ساختار بوروکراسی ایران به کار گرفته می شود تا بنیاد روابط و هنجارهای نظام اداری کشور را دگرگون سازد و چارچوب راهبردهای تحول در مدیریت بخش دولتی را تعیین کند. یکی از موضوعاتی که در فصول مختلف این قانون مورد توجه قرار گرفته، ساز وکارهای نظارت بر نظام اداری کشور می باشد. در این مقاله، ضمن بررسی الگوهای نظارت در ساختارهای نوین سازمانی، وضعیت موجود ساز وکارهای نظارتی در نظام اداری ایران مورد توجه قرار گرفته است و پس از ارائه برخی از محورهای عمده در آسیب شناسی وضعیت موجود، به رویکرد قانون مدیریت خدمات کشوری درباره نظارت و ارزیابی در دستگاه های اجرایی اشاره شده و ضمن تحلیل کارایی و اثربخشی ساز وکارهای پیشنهادی ، شاخصهای وضعیت مطلوب نظارت در چارچوب احکام این قانون بررسی شده است.Inspection and supervision mechanisms of administrative system in civil service administration law
In such situation that everyone with no doubt feels that the administrative system in Iran needs a change, civil service administration law has made a great opportunity for supervision process of government public service to be put on a new path. Because of initiative and comprehensiveness of this law that demonstrates a basic approach, for the first time it was practiced in the administrative structure of Iran in order to restructure the basic of relations and norms of system of our country and to determine the framework of development strategies in public sector management. The inspection mechanism on administrative system is one of the issues that have been noticed in different chapters of this law. In this research, in addition to reviewing the inspection model in modern organizational structures, the circumstances of inspection mechanism in Iran administrative system has been on the focus and after introducing some main subjects in diagnosing of current situation, it has pointed the approach of civil service administration law about the inspection and assessment of administrative agencies and beside the analysis of effectiveness and efficiency of proposed mechanisms, the suitable inspection situation standards in the framework of this law has been reviewed.
