چکیده
هدف - هدف این مقاله بررسی نقش مدیریت در ایجاد فرهنگ سازمانی مبارزه با فساد در سازمانهای اعمال قانون است. تأکید مقاله بر جنبه های سازمانی فساد و نگرش مدیران در مورد شیوه های مبارزه با فساد است. طرح پژوهش - در این پژوهش از داده های کیفی سازمانهای اعمال قانون در کشور استونی استفاده شده است. مصاحبه هایی مفصل از مدیران ارشد سازمانهای اعمال قانون در استونی به عمل آمد. یافته - یافته ها نشان می دهد که نگرش مدیران می تواند باعث کم اهمیت انگاشتن مبارزه با فساد در فرهنگ سازمانی شود. در این مطالعه موانع مبارزه با ضد فساد بررسی می شود. نتایج نشان می دهد میزان مقاومت افراد به فساد تا حدودی بستگی دارد به اطلاع آنها از روندها و جریمه های قانونی. روشهای کنترلی و نظارتی بهترین روش مبارزه با فساد است. کاربردهای عملی - این مطالعه به فهم عواملی کمک می کند که باعث شکست سیاستهای ضد فساد می شود. با شناسایی این موارد می توان برای فعالیتهای درمانی و خود- ارزشیابی اقدام کرد. مدیران برای مبارزه با فساد می توانند از روشهای ارزش محور استفاده کنند. اصالت / ارزش - این مطالعه به درک کلی از نگرش مدیریتی و رابطه آن با فساد در سازمان میافزاید و این برای بهبود درک نظری ما از فساد در سازمانها و کمک به رویکرد مبتنی بر ارزش به فساد مهم است.The Significance of Management in Fighting Corruption
objectives: This research aims to study the role of management in creating organizational culture that fights corruption in executive organizations. The study’s emphasis is on aspects of organizational corruption and manager’s attitude on ways of fighting it.
The study’s outline: The study’s focus is on qualitative data of executive organizations in Estonia. Long interviews were conducted with senior managers of Estonia.
Findings: the findings show that manager’s attitude can result in undermining the importance of fighting corruption in organizational culture. In this study the obstacles of such an objective are studied. The results indicate individual’s resistance, to a large extent, depends on their information on legal process and penalties. Supervision and inspection are the best methods for fighting corruption.
Practical application: this study helps us to understand concepts that results in political failures in fighting corruption. Pointing out these failures might be helpful in curing it and also self assessment.
Origin/ value: this study enriches our understanding of managerial attitude and its relation to corruption in organizations that can also help us have a more value based approach to corruption.
