The United States’ relations with Cuba are rooted in the US intervention in the process of Cuba’s independence from Spain in the 1890s. The US preserved its interest-based approach towards Cuba during the first half of the 20th century, which culminated in the Cuba’s counter-hegemonic revolution in 1959. This revolution led to more than fifty years of hostility between two countries, which took a new form under President Obama’s administration. Indeed, Barack Obama and Raul Castro surprised the world in 2014, announcing that they would reinstate full diplomatic relations and pacify bilateral tensions. Since World War II, United States has been the hegemon of the world relying on three pillars of its liberal bloc, i.e. liberal values and culture, economic and military capabilities, and international organizations. However, during Obama’s administration, the occurrence of events such as the rise of new economic powers, Global Financial Crisis and the rise of left-turn in Latin America caused some speculations about the declining US hegemony and its transition to leadership. However, qualitative content analysis of the US Inter-American policies indicates that US hegemony in Latin America including Cuba is deeply rooted in the early decades of US formation. Moreover, the continuation of US economic embargo on Cuba and its long-lasting military presence in the island indicate that Obama’s policy did not provide a leveled playing field to resolve Cuba’s problems. Hence, US leadership in Cuba and true and equal partnership between both countries still seem unattainable.
A Comparative Study of English and Math Teachers’ Perfectionism: Leadership and Empowerment

The present study aimed at investigating the relationship between three main characteristics of teachers; namely, perfectionism, leadership and empowerment, amongst Iranian English and math teachers. To do so, two groups of teachers were selected to participate in this study. One consisted of 177 math teachers and the other comprised 200 English teachers. All were teaching in Khorasan Razavi province, both in high schools and institutes. In order to collect the necessary data, three instruments (i.e. the Almost Perfect Scale–revised Questionnaire, School Participant Empowerment Questionnaire, and Leadership Practice Inventory) were employed. Having analyzed the data, the researchers found that the correlation among all the three variables were statistically significant for both math and English teachers. However, there was a statistically significant difference between math and English teachers regarding their leadership and empowerment, while no statistically significant difference was found between math and English teachers concerning their perfectionism.
بررسی رابطه رهبری خدمتگزار و توانمندسازی کارکنان

زمینه و هدف: تغییرات محیط کار سازمان ها را مجبور نموده که به منظور بقای خود در دنیای متلاطم امروزی، در سیستم های مدیریت خود بازبینی و بازنگری کنند و در اینجا است که توانمندسازی کارکنان به موضوع اصلی در ارتباط با عملکردهای رهبری و مدیریت تبدیل می گردد. رهبران خدمتگزار همواره تمایل زیادی به پرورش کارکنان و تأثیر بر رشد و پیشرفت سازمان نشان می دهند. ازاین رو، هدف این تحقیق بررسی رابطه رهبری خدمتگزار و توانمندسازی کارکنان می باشد. روش: این مطالعه از نوع کاربردی با روش توصیفی- پیمایشی در سال 94 بر روی کارکنان ستاد فرماندهی انتظامی استان همدان انجام گرفت. جامعه آماری تحقیق، 407 نفر بود که از این میان 197 نفر به عنوان نمونه انتخاب شدند، 220 پرسشنامه توزیع و 200 پرسشنامه جمع آوری شد و آزمودنی ها با استفاده از شماره پرسنلی و روش نمونه گیری تصادفی نظام مند انتخاب شدند. و با تکمیل پرسشنامه محقق ساخته در این پژوهش شرکت کردند. داده های جمع آوری شده با استفاده از نرم افزار SPSS و با کمک آزمون های آماری توصیفی و تحلیلی تجزیه وتحلیل گردید. یافته ها: نتایج نشان داد بین رهبری خدمتگزار و توانمندسازی کارکنان ارتباط آماری معنی دار وجود دارد. همچنین نتایج وجود رابطه ی مثبت و معنی داری بین تمامی ابعاد رهبری خدمتگزار شامل خدمت رسانی، تواضع و فروتنی، قابلیت اعتماد و مهرورزی با توانمندسازی کارکنان را تأیید می کند. بحث و نتیجه گیری: با توجه به نتایج این مطالعه و تأیید وجود ارتباط مثبت و معنی دار بین رهبری خدمتگزار و توانمندسازی کارکنان، توجه به این سبک رهبری و ابعاد آن بسیار حائز اهمیت می باشد، و پیشنهاد می شود آموزش های لازم در خصوص سبک رهبری برای مدیران سازمان در نظر گرفته شود.

Purpose: Among leadership styles, evolution leadership is the source of changes in the organization. If the organization is in a disadvantaged way in the management of employee performance, it identifies the consequences and thus, in a competitive environment, it strengthens the capabilities and competencies of the employees to compensate for the loss. will pay. One can refer to education as one of the organizations that needs to adopt transformational leadership today. Schools, as sub-systems of society, cannot survive unless they can adapt and adapt themselves to environmental changes. Methodology: Since school principals play a major role in education, their accurate and well-chosen selection is the goal of the country's educational system. Therefore, the purpose of this study is to design and validate a transformational leadership model for primary school principals. Findings: The analysis of qualitative interviews showed that the four main components of mental persuasion with the following components of encouraging problem solving, knowledge creation, creativity, creation of new ideas, questioning, inspirational motivation component with motivational motives, creating morale, creating a happy environment , Attention to goals, Inspiration, Artificial Influence component with ethics subclasses, Knowledge, Respect, Justice, Commitment, Inspirational thoughts, Participation and component of individual considerations with the following components of attention to individual differences, achievement of organizational goals, the effectiveness of the organization , Assigning the responsibility and individual goals of the interviewees to the managers. In a small section Data were also collected through a transformational leadership questionnaire collected from 500 sample managers and teachers. Finally, the findings on validation showed that the proposed model is valid .Conclusion: School executives in the style of the implementation of leadership style change more dependent on the requirements of the school and the high-level, and somewhat applicable, organization, and believe that such a style, although necessary and necessary, requires its own particular circumstances.
Designing a Model and the Accreditation of Organizational Health(مقاله علمی وزارت علوم)

Purpose: The purpose of this research is to design a model and accreditation of the organizational health. Methodology: The research method was applied in terms of purpose and qualitative in terms of data type. The statistical population of the study consisted of the university experts and senior managers of Tehran municipality. Ten people were selected using purposeful sampling method and saturation principle as the sample. The interview with the experts indicated that the interview was valid, Reliability method between two encoders was used to calculate the reliability. Findings: The results indicated that the interview was valid and reliable. Content analysis was used to analyze the research data. The results of the research showed that the organizational health pattern in the municipality included the bonus components, flexibility, job commitment, successor planning, trust, effective relationships, comprehensive leadership, work-life balance, environment perspective, teamwork, specific system, developing the skills and competencies, clear vision and job success. Conclusion: With the regard to the mechanisms, facilitators and barriers ahead, a general model was presented for the organizational health.
Identifying the Components of the Learning Organization In Elementary Schools In Tehran(مقاله علمی وزارت علوم)

Purpose: The present study was conducted to identify the components of the learning organization in primary schools in Tehran. Methodology: The research method was exploratory in terms of practical and qualitative purpose. The statistical population of the study included academic experts and education experts. Samples in this section were selected by targeted sampling and theoretical saturation. The research tools were semi-constructed interviews. In order to ensure the validity of the research tools and to ensure the accuracy of the findings from the researcher's point of view, the valuable views of professor’s familiar with the field and academic experts who were experts in this field were used. To calculate the reliability of the interview, the method of agreement within the subject matter of the two coders was used. The data analysis method in this study was theoretical coding derived from the fundamental data processing theory method. Findings: The results of the study showed that the components of the learning organization, including the components of individual mastery, mental patterns, systemic thinking, common aspiration, team learning and information technology. Also, the components influencing the learning organization in elementary school included the components of organizational culture, leadership, and human resources. Conclusion: Having individual mastery among teachers and having positive mindset patterns is very important for learning that results in the use of modern learning methods, such as team learning.
Imam Khomeini’s Leadership, a Rejection of the Theory of Charismatic Leadership(مقاله علمی وزارت علوم)

Many local and foreign theorists and authorities have tried to present a theoretical elaboration of the nature of Imam Khomeini’s leadership and its profound impact. Therefore, the basic question of this research foresees this fact ‘What kind of interactions has existed between Imam Khomeini’s personality and leadership method and the observation of human dignity?’ Was this method of leadership and its immense influence on the basis of the rejected model of charismatic leadership and can it be interpreted on this basis? The findings of this research, based on the analytical-documental method indicate the complete interaction of Imam Khomeini’s character and leadership method, with the theme of human dignity and specifies that the Imam-as the highest symbol of human dignity and particularly a perfect human being and in the position of an educated, pure and dynamic religious authority in the lap of the high Islamic and Shiite teachings during his life and periods of leadership-had a special and inexpressible attention to the subject of human dignities and basically one of the reasons for the immense influence of his leadership are attributed precisely to this fact. Attempts have also been made concerning the incompatible aspects of the charismatic leadership with human dignities and demonstrating the lack of conjunction of this model with the Imam’s leadership style, as another document to be presented in support of quest for dignity and dignity-centered attitudes of his character and leadership. Indeed, the Imam was the symbol of dignity and the perfect divine human being and for this reason, he left his profound impact on the peoples’ opinion and the majority of Muslims, the impact that has not become routine and afflicted with any defect.
Leadership Change in Nigeria: Promises,Expectations and Realities under the Buhari Administration

This paper attempts to extract some of the variables that can explain the leadership style under Muhamadu Buhari administration from May 29, 2015 to October, 2021. The Buhari’s government has frequently stated that political, social and economy recovery and growth are main concern on its policy agenda. This raise a question of how beneficial is the policies out of Buhari’s administration to the Nigerian people? The study used the secondary sources of information for the purpose of analyzing the leadership style of Buhari administration. The study revealed that the promises made in 2015 and 2019 gave Nigerians hope for change in all sectors but the reality is that some of those promises have not been achieved in the following areas- poverty, insecurity and food prices. The study recommends that Nigerian leaders should have a clear understanding of the Nigerian state peculiarity for the purpose of administering the state properly.
Providing a Model for Shared Leadership in Governmental Organizations(مقاله علمی وزارت علوم)

Purpose : Shared leadership is a form of leadership in which all organizational employees have an important role. As a result, the purpose of this research was providing a model for shared leadership in governmental organizations. Methodology : This study was cross-sectional from type of descriptive-analytical. The research population was managers and deputies of governmental organizations of Isfahan city in 2020 year, which according to the Cochran's formula the sample size estimated 214 people who were selected by cluster random sampling method. The research instrument was a 98-item researcher-made questionnaire whose content validity was confirmed by 10 experts after removing 6 items and its reliability was obtained by Cronbach's alpha method 0.97. After data collected by researcher-made questionnaire were analyzed with using exploratory factor analysis and structural equation modeling in SPSS and Smart PLS software. Findings : Findings showed that shared leadership in governmental organizations had eight factors of individual, group, environmental, administrative health, administrative corruption, work ethic, political behavior and Islamic management; So that the factor load of all items and the eight mentioned factors was higher than 0.40, the average variance extracted of the eight factors was higher than 0.50 and the Cronbach's alpha reliability and the combined reliability of the eight factors was higher than 0.80. Also, the model of shared leadership in governmental organizations had a good fit and shared leadership had a direct and significant effect on all eight factors (P<0.05). Conclusion : The results indicated the existence and effective role of eight factors of individual, group, environmental, administrative health, administrative corruption, work ethic, political behavior and Islamic management on shared leadership. Therefore, in order to improve and promote shared leadership in governmental organizations can provide the ground for improving the eight mentioned factors.
A Meta-analysis, analyzes of the Islamic Revolution (Case Study: Max Weber's Theory of Charisma)(مقاله علمی وزارت علوم)

The present study, for scientific use, aimed to combine and integrate the presented analyzes of the Islamic Revolution of Iran, which is based on Weber's charisma theory with different approaches and in the form of individual and scattered studies in the form of books, articles, interviews, dissertations and thesis. To this aim, with the qualitative method and meta-analyzed technique, and the scientific method of the volume of research, time, place, the format of works, research methods have been used, and the findings of Weber's analyzes of the Islamic Revolution, similar species have been identified. The statistical population is 56 of the existing works of 37 domestic and foreign authors and analysts. The findings indicated that a group of works acknowledge the power of Weber's theory in analyzing the Islamic Revolution. Another group is trying to empower Weber's thesis in analyzing the Islamic Revolution using adaptation and correction. The third type of works indicates a critical approach confronting the arrival of Weberian analysis and the inconsistency and inability of this theory to analyze the Islamic Revolution of Iran. Thus, meta-analysis shows different and even conflicting types of analysis of Weber's charismatic leadership theory and its usage in studying the Iranian revolution in the contemporary century
Providing a Model of Promoting Theorizing Chairs in Universities and Higher Education Centers(مقاله علمی وزارت علوم)

Purpose: Theorizing chairs play an important role in improving theories and the position of the university in compared to other universities. Therefore, the present study was conducted with the aim of providing a model of promoting theorizing chairs in universities and higher education centers. Methodology: This research in terms of purpose was applied and in terms of implementation method was mixed (qualitative and quantitative). The research population in the qualitative part was the university experts of the theorizing chairs in Tehran province and in the quantitative part were the faculty members of Tehran province. The research sample in the qualitative part were 17 people who according to the theoretical saturation principle were selected by purposive sampling method and in the quantitative part were 343 people who according to Cochran's formula were selected by multi-stage cluster sampling method. The research instrument in the qualitative part was a semi-structured interview and in the quantitative part was a researcher-made questionnaire (32 items), whose psychometric indices were confirmed. Data were analyzed with using methods of coding in MAXQDA software and exploratory factor analysis and structural equation modeling in SPSS and AMOS software. Findings: The results showed that for the promoting theorizing chairs 32 indicators, 9 components and 3 categories were identified. The leadership factors category were included six components of open-mindedness, rationality, driving force, religious debates, specialized debates and moderation, administrative category were included one component of administrative and university category were included two components of innovation and productivity. Also, the factor load of all components on the relevant categories and categories on the model of promoting theorizing chairs was significant. In addition, the fit indices of the mentioned model indicate the appropriate fit of the model and the component on the relevant categories and the categories on the model of the present study had a significant effect (P <0.05). Conclusion: Considering the approval of the model of promoting theorizing chairs in both qualitative and quantitative parts, planning seems necessary for the implementation of theorizing chairs in universities and higher education centers.

The purpose of this study is to develop proposals and recommendations for the implementation of a process model for the development of leadership qualities of public servants and justification of the conditions for ensuring its effectiveness in terms of digital transformation. The relevance of this study is due to the need to ensure development of the process of professionalization of the senior civil service personnel on the basis of development of leadership qualities that will contribute to the effective operation of the civil service of Ukraine, change management and successful implementation of reforms in Ukraine, taking into account the best world practices. The methodology for assessing the level of managerial competencies of public servants according to the degree of implementation of strategic (key) competencies has been developed. The assessment of managerial competencies according to the degree of their significance for civil servants, the expert group identified the most important management competencies. An approach to understanding has proposed interaction of leadership competencies with managerial competencies, a diagnostic model for assessing the leadership of public servants has been developed. To implement the model, a system of indicators has been developed - single, complex and integrated indicators of civil servants' leadership, using tools: a tree of civil servants' leadership indicators, matrices for the calculated civil servants' leadership indicator, measurement scales for the corresponding level of indicators.

SUBJECT AND OBJECTIVES : The purpose of this study was to determine the effect of public service and leadership on giving meaning to life and community participation in village development in Jambi Province, for this purpose, the villages of Jambi province in Indonesia were examined as a case study. METHOD AND FINDING : FINDING: This research was conducted using quantitative and descriptive methods. Based on this, data obtained by using a questionnaire to the respondents as many as 277 people. Determination of the research sample using area sampling technique, from the district, sub-district and village levels. Also, data were analyzed using multiple regression statistical techniques. CONCLUSION : The results showed that the public service variable had a significant effect on community participation in village development. The leadership variable also has a significant effect on giving meaning to life and community participation in villages development. Therefore and Simultaneously, the variables of public service and leadership have a significant effect on giving meaning to life and community participation in villages development. Accordingly, it is recommended to the government to improve public services both in quantity and quality and show democratic leadership in order to further increase community participation in giving meaning to life and villages development.

This study was conducted based on dual purposes; the first purpose was validation of the leadership creativity assessment scale from the perspective of teachers; the second purpose was to establish a qualification profile of the principals` leadership creativity using a standard tool. The current research applied a positivist epistemological orientation with a quantitative approach and evaluation method. The study population involved 1256 Sanandaj high school teachers of which 296 teachers (both meals and female) were selected by stratified random sampling using selected using Krejci - Morgan Table. In evaluating the validity of managerial creativity questionnaire factor analysis was used and in assessing its reliability of it, Cronbach’s alpha coefficient was applied to assess principles` of managerial creativity by teachers and the influence of demographic variables on teachers` assessment. Based on the findings of the study teachers evaluated their principals` level of Leadership creativity at a high level in their workplace. Moreover, it was revealed that teachers` demographic variables had no significant correlation to the scores of the Leadership creativity assessment.
Design and Development of a Model for Friendship-Based Leadership(مقاله علمی وزارت علوم)

Purpose: Friendship-oriented leadership is one of the relatively new methods of leadership to gain a competitive advantage. Therefore, the purpose of this study was to design and formulate a friendship-oriented leadership model. Methodology: This study was applied in terms of purpose and qualitative in terms of execution method. The research community was experts and experts in the field of broadcasting leadership in 1400. The sample size was determined based on the principle of theoretical saturation of 20 people, and this number was selected by purposive sampling. The data was collected with a semi-structured interview, the validity of which was confirmed by the triangulation method and the reliability was calculated with the Cohen's kappa coefficient of 0.66. The data were analyzed by open, central and selective coding method based on database theory in MAXQDA software. Findings: The findings showed that 108 indicators were identified in 11 sub-categories and 6 main categories for the friendship-oriented leadership model; So that the friendship-oriented leadership model in the category of causal conditions includes individual abilities and capabilities and follower conditions, in the category of contextual conditions including organizational characteristics, demographic factors and human resources mechanism, in the category of intervening conditions including the organizational environment and extra-organizational factors, in the category of central phenomenon including leadership Friendship-oriented, in the category of strategies included leadership strategies, and in the category of consequences, it included positive consequences and negative consequences. Finally, the paradigm model of friendship-oriented leadership was designed. Conclusion: Specialists and organizational planners can use the categories and indicators identified for the friendship-oriented leadership model to improve their organization and create a competitive advantage and improve them in their organization.

performance management has become one of the most effective incentive tools. The performance of school principals in the field of leadership has been less investigated. This research was conducted with the aim of Predicting the performance of school principals in leadership based on spiritual intelligence and spirituality at workplace with the mediation of organizational intelligence. The correlation research method was based on the structural equation model. The statistical population of the research was all the public and girls’ senior high schools’ principals of Tabriz (N=270). The sample size is 160 people based on the table of Krejcie and Morgan with stratified random sampling. Albrecht's organizational intelligence questionnaires, King's spiritual intelligence questionnaires, Milliman's spirituality at work, as well as the researcher-made questionnaire of school principals' performance in leadership were used to collect data. The psychometric properties of the questionnaires are valid and reliable. PLS software was used for data analysis. The results of the structural equation model showed (P<0.05): the ability to predict the leadership performance of principals based on spirituality at work and spiritual intelligence with the mediation of organizational intelligence at a high level (R2 = 0.85) and the ability to predict organizational intelligence based on spiritual intelligence was significant (Total effect = 0.86). There is a significant positive relationship between spiritual intelligence, spirituality at work and organizational intelligence with performance (P<0.05). Based on research results, promoting spiritual and organizational intelligence in principals, as well as promoting spirituality at work in schools can improve the leadership performance of principals
Leadership Cultural Competencies: Team Psychological Safety in Iraqi Apparel Market(مقاله علمی وزارت علوم)

Improving the team's psychological safety in multicultural situations requires attention to the cultural competence of leaders. This is despite the fact that prosperous industries and businesses related to the clothing field that experience multicultural and diverse environments in terms of diversity of human resources in Iraq have paid less attention to this issue. Based on this, the aim of this study is to recognize the cultural competence of leaders for psychological safety.The research method is exploratory and qualitative content analysis. The research community was experts and owners of clothing industries at the high and middle levels of companies and factories of clothing production, from which the purposeful sampling method dependent on the criterion with 22 people reached the data saturation. The data collection tool was a semi-structured interview. After implementing open and axial coding, the data were analyzed through MAXQDA software. Validation of data was done through external auditors and member checking. Finding showed that the cultural competencies of leaders for the development of psychological safety in work teams include team safety competencies, safe leadership competencies, and safety cultural competencies.

Despite the complexity and ambiguity in the concept of entrepreneurship, the expectations of governments, policymakers and education stakeholders have led to increased pressure on schools to develop entrepreneurship and financial independence. Very little research has been done on entrepreneurial leadership in schools. Therefore, this general question was raised, what is the relationship between entrepreneurship and school leadership? Focusing on the transcendental phenomenology approach of Moustakas, the present research tried to count the lived experiences of 19 school principals who were selected purposefully and using the criterion sampling technique. A three-step sequential phenomenological interview protocol was used. The analysis and coding of the interviews were done using the three-stage thematic analysis method (basic, organizing and global) and drawing the theme networks, and Maxqda2020 software was used for data management. At the end of the thematic analysis, a total of 90 basic themes, 34 organizing themes and finally 8 global themes were counted, which were: acquisition entrepreneurship, financial efficiency, financial literacy, educational entrepreneurship, social activism, school cultural ambassador, organizational entrepreneurship, and independent entrepreneurship. The experiences of the participants indicated that the leaders adopted two main strategies to implement entrepreneurial leadership in the school: first, policies to advance school affairs, communicate with parents and teachers, provide diverse and extracurricular courses for students, prioritize assignments and promoting flexibility in the teaching-learning process, these were intra-school solutions. On the other hand, school entrepreneurial leaders used external strategies such as public visits to the school, taking risks, promoting collaborative work, and gaining power for the school
