Policies and Planning Approach: Challenges and Opportunities for Local Stakeholders' Empowerment and Sustainable Development (Case Study: South and South-East Villages of Tehran)(مقاله علمی وزارت علوم)

Purpose - The present study aims to examine the challenges and opportunities for local stakeholders' empowerment related to rural planning in Iran. In general, the current approach of planning process from making decision to implementation and monitoring is based on instrumental rationalism approach, irrespective of the villagers’ viewpoints. Urban – Rural divided planning has created some challenges for sustainable rural development and opportunities for improving environmental-ecological and socio-economic indicators, which have been ignored . Design/Methodology/Approach- Less attention has been paid to local stakeholders' empowerment in planning methods and procedures, which is regarded as an obstacle for the promotion of the indicators related to sustainable rural development. The present study was based on a descriptive – analytical method. Correlation test and multivariate regression were used to provide a meaningful framework. Library and field studies were used for data collection. Library method was used to understand the impact of policy implementation and planning approach on the socio-economic empowerment of local stakeholders for their socio-economic participation in sustainable rural development and the study of previous research experiences and other countries on appropriate planning. The statistical population of the study is 124 villages in south and southeast of Tehran. Random sample size for completing the questionnaire of local authorities at village level, using Cochran formula and its adjustment formula for small statistical population, with 95% confidence level and probability of 0.05 and prediction of variance S2 0.25 = sample size of 54 villages was achieved. In these 54 villages, 450 questionnaires were completed according to size by specifying sample size in each village .The validity of the research questionnaire was conducted by experts in organizations. The reliability of the questionnaire through Cronbach's alpha was 0.801. Findings- The results indicated that local stakeholder's generative empowerment is important although unproductive empowerment is increasingly overcoming. In addition, the possible effects of this process have been identified. Thus, problem-oriented planning is necessary for formulating a community-based approach optimally and strengthening social capital, which is not based on current instrumental rationalism approach. Thus, for the best planning with a community-based approach and the reinforcement of social capital, the group to convene is needed in the process and problem-oriented planning is important. This is inconsistent with the techno centrism rationalism approach.

The relationship between Psychological Empowerment and Intrinsic Motivation with Environmental Behavior of Tehran Students (District 2)(مقاله علمی وزارت علوم)

Today the importance of the environment is a global issue. Therefore, this research was conducted with the aim of identifying the relationship between psychological empowerment and intrinsic motivation with environmental behavior through descriptive-survey. The statistical population consisted of first-grade high school students in district 2 of Tehran, among which 380 were randomly selected. Three questionnaires were used to collect data: Spreitzer psychological empowerment (1995), Patrick & Leone intrinsic motivation (2009) and Erzengin & Teke environmental behavior (2013). The results of Pearson correlation coefficient and linear regression showed that among the components of psychological empowerment there was a significant relationship between the components of sense of meaning, sense of competence and sense of efficacy with environmental behavior but the component of the sense of choice was not significant. The overall relation between two variables (psychological empowerment and environmental behavior) was also significant. Among components of intrinsic motivation, interest and pleasures components, sense of effort, sense of powerfulness and utilization also had a significant relationship with environmental behavior, but there was no significant relationship between the sensitization components. A Comparative Study of English and Math Teachers’ Perfectionism: Leadership and Empowerment

The present study aimed at investigating the relationship between three main characteristics of teachers; namely, perfectionism, leadership and empowerment, amongst Iranian English and math teachers. To do so, two groups of teachers were selected to participate in this study. One consisted of 177 math teachers and the other comprised 200 English teachers. All were teaching in Khorasan Razavi province, both in high schools and institutes. In order to collect the necessary data, three instruments (i.e. the Almost Perfect Scale–revised Questionnaire, School Participant Empowerment Questionnaire, and Leadership Practice Inventory) were employed. Having analyzed the data, the researchers found that the correlation among all the three variables were statistically significant for both math and English teachers. However, there was a statistically significant difference between math and English teachers regarding their leadership and empowerment, while no statistically significant difference was found between math and English teachers concerning their perfectionism.

بررسی رابطه رهبری خدمتگزار و توانمندسازی کارکنان

زمینه و هدف: تغییرات محیط کار سازمان ها را مجبور نموده که به منظور بقای خود در دنیای متلاطم امروزی، در سیستم های مدیریت خود بازبینی و بازنگری کنند و در اینجا است که توانمندسازی کارکنان به موضوع اصلی در ارتباط با عملکردهای رهبری و مدیریت تبدیل می گردد. رهبران خدمتگزار همواره تمایل زیادی به پرورش کارکنان و تأثیر بر رشد و پیشرفت سازمان نشان می دهند. ازاین رو، هدف این تحقیق بررسی رابطه رهبری خدمتگزار و توانمندسازی کارکنان می باشد. روش: این مطالعه از نوع کاربردی با روش توصیفی- پیمایشی در سال 94 بر روی کارکنان ستاد فرماندهی انتظامی استان همدان انجام گرفت. جامعه آماری تحقیق، 407 نفر بود که از این میان 197 نفر به عنوان نمونه انتخاب شدند، 220 پرسشنامه توزیع و 200 پرسشنامه جمع آوری شد و آزمودنی ها با استفاده از شماره پرسنلی و روش نمونه گیری تصادفی نظام مند انتخاب شدند. و با تکمیل پرسشنامه محقق ساخته در این پژوهش شرکت کردند. داده های جمع آوری شده با استفاده از نرم افزار SPSS و با کمک آزمون های آماری توصیفی و تحلیلی تجزیه وتحلیل گردید. یافته ها: نتایج نشان داد بین رهبری خدمتگزار و توانمندسازی کارکنان ارتباط آماری معنی دار وجود دارد. همچنین نتایج وجود رابطه ی مثبت و معنی داری بین تمامی ابعاد رهبری خدمتگزار شامل خدمت رسانی، تواضع و فروتنی، قابلیت اعتماد و مهرورزی با توانمندسازی کارکنان را تأیید می کند. بحث و نتیجه گیری: با توجه به نتایج این مطالعه و تأیید وجود ارتباط مثبت و معنی دار بین رهبری خدمتگزار و توانمندسازی کارکنان، توجه به این سبک رهبری و ابعاد آن بسیار حائز اهمیت می باشد، و پیشنهاد می شود آموزش های لازم در خصوص سبک رهبری برای مدیران سازمان در نظر گرفته شود.

Purpose: The aim of this research was to Empowerment predisposing variables in Islamic Azad University. This study defines and discusses the concept of empowerment in Islamic Azad university. Method: In this study, books and documents and treatises and theses and dissertations and scientific journals related to the topic, 20Faculty of Islamic Azad University, which was associated with empowerment study were selected based on snowball sampling method. Grounded theory was based on research looking. In order to approve the efficiency, we have used this method in a case study and explained its implementation step by step. Finding: The methodology of Grounded theory has been chosen for this purpose. Grounded Theory is a powerful research method for collecting and analyzing research data. It was ‘discovered’ by Glaser & Strauss (1967) in the 1960s but is still not widely used or understood by researchers in some industries or PhD students in some science disciplines. Conclusion: The results showed, Charm goals, planning, Compliance, Accountability, Environmental conditions, The nature of the job The predisposing factors of empowerment were identified by experts in Islamic Azad University.

Identification and Explanation of Dimensions, Components and Indices of Human Resource Development in Sama Organization(مقاله علمی وزارت علوم)

Purpose: The aim of the present study was to identify and explain dimensions, components and indices of human resource development in Sama organization. Methodology: The study method was applied in terms of purpose, mixed (quantitative-qualitative) exploratory in terms of data type, and descriptive-correlational survey in terms of data collection time. The statistical population in the qualitative part included the academic experts and officials from the Sama organization (chairmen and assistants, human resources department, human resources experts, assistants in the units, human resource officials in the units), among them, 15 people was selected as the sample size using judgmental sampling method based on the theoretical saturation principle. The statistical population in the quantitative part included all staff of Sama organization, whose number was 2898 (2223 permanent employees and 675 temporary employees). Out of this number, 391 persons were selected as the sample size using multistage random cluster sampling method. Findings: In this research, the data obtained from the qualitative part were analyzed through content analysis, and the collected data in the quantitative part, according to the research questions, were analyzed through descriptive (mean, standard deviation, tables, etc.) and inferential statistics (structural equation modeling, exploratory factor analysis and one-sample T test) using Spss and Lisrel software. Conclusion: The results showed that empowerment, job performance and improvement are the elements of human resource development in Sama organization. Also, given to the proposed mechanisms, facilitators and barriers, a model with appropriate fit was designed

Purpose: The purpose of this study was to determine the effect of organizational maturity on the heads' empowerment (Tehran Municipality). The nature of this research is practical type and the method is quantitative. The population of the study consisted of 872 head s of Tehran municipality in 2018. 400 individuals were selected as the statistical sample using Cochran's formula and relative stratified random sampling. Methodology: In this research, library method and researcher-made questionnaire were used to collect data. Formal validity, content and structure were used In order to assess the validity of the questionnaire. Cronbach's alpha coefficient and combined reliability were used to calculate the research reliability. Findings: Results indicated that the validity and reliability of the researcher-made questionnaire. The descriptive statistics (mean, standard deviation, frequency distribution tables and charts) and inferential statistics (structural equation modeling), were used to analyze the data using SPSS and LISREL software. Conclusion: The results showed that the organizational maturity factors of municipality head s have a significant effect on the head s' empowerment of Tehran municipality.

The Effect of Empowerment Components on Human Resource Performance in the Department of Sport and Youth of West Azerbaijan Province(مقاله علمی وزارت علوم)

Purpose: The aim of this study was to predict the effective variables of empowerment on human resource efficiency of the Sports and Youth Organization of West Azerbaijan Province using the TOPSIS technique. Methodology: The method of the present study was descriptive-analytical, applied. The statistical population of the study, in the first part included the experts of the sports and youth departments of West Azerbaijan province in the winter and spring of 1397-1397 and in the second part all the employees of the sports and youth departments of West Azerbaijan province. In the first part of the research, the researcher ranked the research options with a survey of 15 experts and in the second part, using Morgan table, 150 people were estimated as a research sample, which was done by random sampling among the staff of the Sports and Youth Department of Azerbaijan province. It was western. In the first part, with the exploratory approach and extraction of components, 8 indicators and 39 items were extracted, which were used for design in the model design stage, and in this part, according to the sample size, which was less than 200. In this study, in order to describe the data from descriptive and inferential statistics and from TOPSIS statistical software for the best and worst desired situation in evaluating the options, SPS24 and the partial least squares technique with the help of Smart Cup software. S2 was used. Findings: The results showed that 8 extracted indicators (organizational culture, 0.79, organizational support 0.76, technical factors 0.74, individual factors 0.653, job-related factors 0.646, educational factors 0.60, Systemic factors (0.495 and environmental factors (0.367, respectively) indicated empowerment and productivity of human resources from the perspective of respondents. Conclusion: Empowering employees on organizational performance of employees significantly increases organizational performance.

Presenting Model of Empowerment Elementary Period Managers based on Components of Futurology(مقاله علمی وزارت علوم)

Purpose: The present study was conducted aimed to presenting model of empowerment elementary period managers based on components of futurology. Methodology: This study was applied in terms of purpose and combined (qualitative and quantitative) in terms of implementation method. The research population in the qualitative section was the specialists and experts of Tehran city and in the quantitative section were the primary school managers of Tehran city in the academic years of 2019-20. The research sample in the qualitative section was 12 people who were selected according to the principle of theoretical saturation by purposive and snowball sampling methods and in the quantitative section was 270 people who were selected according to the Krejcie and Morgan table by multi-stage cluster sampling method. Data were collected by methods of take noting, semi-structured interviews and researcher-made questionnaire whose face and structure validity of questionnaire were confirmed and its reliability was obtained by Cronbach's alpha method 0.88. Qualitative data were analyzed by open, axial and selective coding methods and quantitative data were analyzed by structural equation modeling in SPSS-25 and LISREL-8.8 software. Findings: The findings of the qualitative section showed that the model of empowerment elementary period managers based on components of futurology had 6 main categories, 20 sub-categories and 85 indicators. The main categories and sub-categories were included transformation management (sufficient cognition of environment, responsibility and organizational health), empowerment (strengthening teachers' careers, applying participatory management and improving relationship between managers and teachers), sense of competence (having the enough motivation, support for managers, flexibility and creative thinking), organizational structure (organizational changes, lack of resources and inadequate distribution and lack of foresight), standardization (applying knowledge management, use of feedback system and modeling) and growth and improvement (foresight, self-efficacy, risk-taking and delegation of authority).The findings of the quantitative section showed that all six main categories had a significant effect on the model of empowerment elementary period managers based on components of futurology and the model had appropriate fitness indicators. Conclusion: Based on the results, the model of empowerment elementary period managers based on components of futurology can have practical implications for education specialists and planners and can be used to improve the structure of education.

Predicting the Psychological Empowerment of Faculty Members Based on the Spiritual Leadership Model(مقاله علمی وزارت علوم)

Background: Academic faculty members of universities are the main element of science transfer and development of societies whose empowerment is an inevitable necessity. Therefore, the main purpose of this study was to predict the psychological empowerment of employees based on the model of spiritual leadership. Method: The method of the present study was descriptive-correlational in terms of implementation method and applied in terms of purpose. The statistical population of the study was 162 professors and lecturers of Farhangian University of Isfahan in 2009-2010. Based on Morgan and Krejcie (1970) table, 110 of them were selected by simple random sampling method. The research instruments were the standard questionnaires of Fry Spiritual Leadership (2005) and Spreitzer Job Empowerment (1995), the reliability of which was obtained by Cronbach's alpha test of 0.89. Pearson correlation test with SPSS23 software and structural equation approach with Amos20 software were used to analyze the data. Results: Data analysis showed that spiritual leadership has a significant relationship with psychological empowerment of employees (r = 0.44 and P <0.01). Spiritual leadership also predicts 0.45 variance of variable psychological empowerment of Farhangian University faculty members. Among the dimensions of spiritual leadership, perspective (0.83), altruism (0.81) and faith and hope (0.80) had the highest path coefficient on empowerment, respectively. Conclusion: Considering the effect of spiritual leadership on the psychological empowerment of faculty members, it is necessary to review the patterns of leadership in cultural universities and the appointment of individuals as the president of universities should be done more with the style of spiritual leadership.

Designing and Validating a Model for Empowering Primary Teachers based on Lesson Study Approach Using Experts' Opinion(مقاله علمی وزارت علوم)

Purpose: The aim of the present study was to design and validate a model for empowering primary teachers based on the study lesson approach using experts' opinion. Methodology: This was an applied qualitative study based on the aim and the nature of the data, respectively. The study population in the qualitative part of the research included education experts and top teachers in education areas. The sample size in the qualitative part was selected using the theoretical saturation principle and purposive sampling method. Data collection was carried out using interview. The validity and reliability of the instruments were evaluated and confirmed. In the qualitative part, data analysis was performed using theoretical coding in MAXQDA software and grounded theory method. Findings: The results of factor analysis showed that out of 120 available indicators (items), 18 main components were identified. Accordingly, the components of knowledge, skills, attitudes as constituent factors and individual factors, organizational factors and group factors were identified as effective factors. Conclusion: The results also showed a significant difference between the scores of teachers who participated and not participate in the lesson study process in terms of the standards of educational design and planning, creating and maintaining a learning atmosphere, implementing and conducting teaching, measuring and communicating with learning outcomes, evaluation and reflection on learning and teaching, more cooperation from teachers, activities to strengthen content knowledge and educational technology. Therefore, it can be stated that lesson study approach can lead to the development of teachers' abilities.

The Impact of Traditional vs. E-learning In-service Programs on EFL Teachers’ Educational Empowerment(مقاله علمی وزارت علوم)

Language teaching and language training are integral parts of the educational curriculum in every language centers around the world. Offices, companies, and educational centers should update themselves to keep the current progression and try to help their employees to refresh their minds based on educational development. Hence, this study explored the effectiveness of different in-service training programs on EFL teachers' empowerment concerning two factors: self-efficacy and innovation and creativity held in Khuzestan- Iran. To this end, 30 EFL teachers were selected through convenient sampling related to their experiences in each of the programs- E-learning, Class-based, and Blended ones. The participants were divided into three groups of 10 – Class-based, group A., E-learning, group B., and the experiences of the two classes (A & B), group C.  An interview with 8 open-ended questions was conducted. First, all interviews were transcribed, summarized, categorized, and analyzed. Then, the derived themes were coded and analyzed through content analysis. The findings uncovered that about 80% of the participants leaned to participate in Traditional in-service class (class-based) since it had a great impact on teachers to develop and fortify their educational empowerment. Therefore, policymakers and educational centers should raise their awareness on the notion of teachers' empowerment while emphasizing on, at least, Traditional programs instead of the current E-learning and the blended ones.

Studying the Effects of Women empowerment on the Evolution of Human Settlements (Case study: RFLDL Project Settlements in Sarayan County)(مقاله علمی وزارت علوم)

Purpose- How to move toward community empowerment is one of the most crucial challenges in local and regional development programs. This is essential for the role of women in measures and programs for sustainable development that is founded on environmental activities. One of the South Khorasan province's local development measures is the RFLDL project in Sarayan county, and one of its selected techniques for achieving the project's main objectives is the local women empowerment. This study aims to evaluate the geographical and spatial aspects of the effects of women empowerment in the implementation area of the RFLDL project in Sarayan county.Design/methodology/approach- The current research is practical in terms of purpose and descriptive-analytical in terms of nature and method. Among the households whose women participated in the RFLDL project, 273 women was determined using Cochran's formula.Findings- The findings demonstrated that local women empowerment has increased greatly over the past ten years as a result of implementing the RFLDL project in the studied area. Women empowerment has resulted in improving the economic environment of human settlements and increasing the income of residents through the creation of small and home-based employment. In addition, self-confidence has improved, self-esteem has developed, and group participation has been promoted. The settlements are changing more and more in terms of ecology. Additionally, the development of human settlement ties and the strengthening of spatial links have benefited greatly from women empowerment.Research limitations/implications- The spread of the Coronavirus complicated efforts to collect data in the studied villages and significantly decelerated the article's production. Accordingly, surveys and interviews were conducted online to lessen the negative effects of this constraint.Practical implications- The development of human settlements and their transformations are significantly accelerated by women empowerment through spatial dynamism.Originality / value- The findings of the research are mentioned in this article, and according to the guidelines, the sources used, such as theses, articles and books all are cited. The use of traditional statistical indicators and the investigated villages within the RFLDL project's purview in Sarayan county provide the value and originality of this research.

Purpose: education plays a key role in empowerment of human resources. Thus, the present research was done to present and validate the human resources empowerment model with emphasis on education in the ornamental and building stone industry. Methodology: this descriptive-analytical study was of correlation type. The statistical population consisted of the staff at Iran's stone statistics and information center as many as 425 persons in 50 companies. The sample size was determined 200 according to Cochran formula; this number was chosen through stratified random sampling method based on the occupational unit. The research instruments included demographic information form capturing gender, age, level of education, years of working background, and a researcher-made questionnaire ( 50 items), whose face validity was confirmed based on expert opinion, while its reliability was calculated using Cronbach alpha method on 30 staff as 0.95. The data were analyzed by exploratory factor analysis and structural equations modeling methods in SPSS-25 and Smart PLS-3 software. Findings: the findings indicated that empowerment of human resources has 10 factors of change and innovation, managerial functions, learning, development of human resources, behavioral factors, organizational factors, the strategic factors of organization, environmental factors, cultural and leadership factors as well as knowledge beyond the technical knowledge. The factor load of all of its items was above 0.40; the convergent validity of the factors was found above 0.60 using the average variance extracted method. The reliability of all of the factors using Cronbach alpha and mixed method was above 0.70. Furthermore, the human resources empowerment model with emphasis on education in the ornamental and building stone industry had suitable and acceptable fitting, and the empowerment of human resources with emphasis on education had a direct and significant effect on all of the 10 factors (P<0.001). Conclusion: given the suitable model of human resources empowerment with emphasis on education in the ornamental and building stone industry, experts and planners can take effective steps for empowerment of human resources through the 10 identified factors.

Does Ecotourism Development Promote Rural Women’s Empowerment?

Today, the tourism industry is of great interest in the world in a sustainable development strategy. In developing countries with an extremely high rural population, such as Iran, ecotourism is considered as a potential for economic growth. Rural women, as a group with multi-functional roles in the rural household economy, can be considered the leading players in the development of ecotourism. This; the article is prepared as a review. To; find related documents, 12,400 articles were found using Google Scholar and the keywords "Ecotourism" and "entrepreneurship." Then, by adding the word "rural women," the number of articles decreased to 384. Then the title and abstract of the articles were examined and those related to this research were selected. Moreover, finally, the studies and investigations conducted to answer the following three questions: What is Ecotourism? Is there a connection between ecotourism and empowerment? Can Ecotourism play a role in empowering rural women? Finally, some recommendations have been presented based on the findings.

Providing a Communication Model for Quantum Leadership, Productivity, and Empowerment of Personnel in the Ministry of Sport and Youth Using Interpretive-Structural Modeling(مقاله علمی وزارت علوم)

The current study aims to explain a communication model for quantum leadership, productivity and empowerment of personnel in the Ministry of Sport and Youth using Interpretive-Structural Modeling approach. The research population included all of the personnel in the Ministry of Sport and Youth, and 269 persons were selected randomly as the research sample. The research tool was questionnaires adopted from the literature for collecting the research data. Twelve sport management experts and Cronbach’s alpha method, respectively confirmed the validity and reliability of the questionnaires. SPSS software and interpretive-structural modeling (ISM) approach were applied to analyze the research data. The results indicated the optimal level in the quantum leadership, as well as personnel productivity, and empowerment. Based on the results, an increase in the level of quantum leadership in the Ministry of Sport and Youth raises the level of personnel productivity, and empowerment. In addition, an increase in the personnel empowerment level in the Ministry of Sport and Youth increases the level of personnel productivity.

Explaining the Background Factors of Competitive Advantage based on the Empowerment of University Professors(مقاله علمی وزارت علوم)

Purpose: A competitive advantage based on the empowerment of professors can create a competitive advantage for the university. As a result, this study was conducted with the aim of explaining the background factors of competitive advantage based on the empowerment of university professors. Methodology: In an applied research from type of qualitative, the educational elites of universities and non-governmental-non-profit higher education institutions of Mashhad city were investigated. For this purpose and according to the principle of theoretical saturation, 21 people were selected as a sample with the purposive sampling method and were individually subjected to semi-structured interviews. Data were analyzed with open, axial and selective coding methods in MAXQDA software. Findings: The findings indicated that for the background factors of competitive advantage based on the empowerment of university professors were identified 34 indicators, 9 sub categories and 4 main categories. The main categories were included the categories of organizational (with 2 sub categories of organizational dependence and governance view), cognitive (with 3 sub categories of organizational learning, knowledge management and educability), psychological (with 2 sub categories of limited control and passive thinking) and cultural (with 2 sub categories of organizational culture and organizational ethics). Also, according to the main and sub categories, the pattern of background factors of competitive advantage based on the empowerment of university professors was drawn. Conclusion: According to the pattern of background factors of competitive advantage based on the empowerment of university professors in the present study, to create a competitive advantage based on the empowerment of university professors, can be provided the context for the realization of background factors through the identified main and sub categories.

Identifying Factors Affecting School Principals’ Organizational Intelligence Based on Grounded Theory(مقاله علمی وزارت علوم)

One of the new concepts in the field of human resources management is organizational intelligence, which is increasing in importance day by day. The main goal of the present study was to identify the factors affecting the organizational intelligence of secondary school principals. The current research method was qualitative-based theory and applied research in terms of its purpose. The participants in the research were principals and vice-principals of schools in Lorestan province. Totally 20 interviews were conducted with them using the purposeful sampling method until reaching theoretical saturation. The research tool was semi-structured interviews. Open, axial and selective coding was used to analyze the data. Also, for the validity of the findings, in addition to reviewing the interview process by researchers, internal participants and external auditors were used, and for reliability, evaluators outside the research were used, and the agreement coefficient was 0.80. The data analysis led to the formation of 9 core categories, based on the paradigm model of Straves and Corbin, "empowerment" and "elements of a smart organization (including justice-oriented components, organizational transparency and research-oriented components)" as causal conditions, "organizational culture" and "leadership" "cultural" as background conditions, "organizational global horizon" as intervening conditions, "financial, psychological and environmental horizon" and "talent management" as strategies/strategies and "productivity" and "career longevity" were also consequences of organizational intelligence. Based on the current findings, the education system should pay attention to the empowerment of managers, the elements of intelligent organization and the organizational culture of managers as factors that shape and accelerate organizational intelligence.
