تکنولوژی حمل و نقل هوشمند؛ راهبرد مواجهه با چالش های اساسی این بخش (مقاله علمی وزارت علوم)

چکیده
در دنیای امروز حمل و نقل، زیرساختی موثر در توسعه اقتصادی و اجتماعی کشورهاست. در این فرایند، نقش سیستم های حمل ونقل در بهینه سازی هزینه ها و زمان سفر، سرعت جابجایی، ایمنی و سطح خدمات ارائه شده، غیرقابل انکار است و هر کشوری برای اعتلای توان اقتصادی، فرهنگی، امنیتی و سیاسی خود نیازمند شبکه گسترده و قابل اعتماد حمل ونقل است. در علم اقتصاد، مجموعه خدماتی که سبب انتقال و جابجایی منابع تولید می شود، دارای ارزش اقتصادی بوده و بخشی از جریان تولید محسوب می شود. همچنین حمل و نقل در فرایند توزیع کلاها و خدمات هم، ارزش افزوده ایجاد می نماید. نظام حمل و نقل دارای جایگاه ویژه ای در سیاستگذاری و سرمایه گذاری در کشورهاست. دستیابی به سیستم حمل ونقل ایمن، سریع، کارآمد، پاک و قابل اطمینان در کلاس جهانی و بهترین در سطح منطقه خاورمیانه که در سند چشم انداز کشور به آن تصریح شده، بیانگر اهمیت توجه به این موضوع استراتژیک در کشور است که نقش قابل اعتنایی نیز در اقتدار و امنیت ملی دارد. در این پژوهش تلاش شده تا نخست با انجام مطالعات کتابخانه ای و بررسی اسناد بالادستی به این پرسش اکتشافی پاسخ داده شود که چالش های سیستم حمل و نقل در کشور چیست و سپس با بررسی نظرات خبرگان با ایجاد پنل تخصصی مشخص گردد که هوشمندسازی در این صنعت، کدام موارد از چالش ها را می تواند مرتفع سازد. نتایج پژوهش نشان می دهد که 15 مورد از چالش های 27گانه این صنعت با هوشمندسازی مرتفع می گردد که از آن جمله هماهنگی ارگان های تصمیم گیر، نگهداری کارآمد شبکه و بسترسازی حمل و نقل چندوجهی است.Intelligent transportation technology; strategy of facing the basic challenges in this section
In today’s world, transportation is an effective infrastructure in economic and social development of the countries. In this process, the role of transportation systems in optimizing costs and travel time, displacement speed, safety and level of presented services is undeniable; and any country needs widespread and reliable transportation network for promoting its economic, cultural, security, and political power.
In economics, the set of services which causes the transfer and displacement of production resources has economic value, and is a part of production flow. Also, transportation creates added value in the process of goods and services distribution. Transportation system has a special stand in countries policy making and investment.
To achieve a safe, fast, efficient, clean, and reliable transportation system in worldwide level, and the best in Middle East region which is emphasized in country perspective document, indicates the importance of paying attention to this strategic subject of the country that has a considerable role in national authority and security too.
In this research, first, by doing library studies and inspecting the upstream documents, it is tried to answer an inquiry question about the transportation system challenges in the country; then, by studying the experts opinions through creating a professional panel, the challenges which can be removed by intellectualizing this industry be specified. Findings show that, out of 27 challenges in this respect, 15 ones would be removed among them the coordination of decision maker, efficient network maintenance, and platforming multimodal transportation organizations.
