چکیده
مطالعه تجربیات موفق توسعه صنعتی در چندین کشور جهان از این حکایت دارد که یکی از مهم ترین ابزارها در زمینه زیرساخت های توسعه صنعتی در دسترس دولت ها، شهرک های صنعتی بوده اند. این شهرک ها به عنوان محلی برای تجمیع صنایع مختلف کوچک، متوسط و بزرگ، دسترسی آنها را به خدمات و نیازمندی های ضروری به شکل مناسبی فراهم آورده است. دسترسی به صنایع وابسته برای تأمین مواد اولیه یا تکمیل زنجیره ارزش و هم چنین بازارهای مصرف را سهولت می بخشند و با دور کردن این صنایع از مناطق شهری و روستایی، به رعایت اصول زیست محیطی در کشور نیز کمک شایانی می کنند. این پژوهش بر آن است تا با بررسی منابع موجود ضمن ارزیابی وضعیت شهرک های صنعتی در کشور، عوامل تأثیرگذار بر موفقیت شهرک های صنعتی را ارائه نماید. بنابراین سؤال اصلی پژوهش تعیین عوامل کلیدی تأثیرگذار بر موفقیت شهرک های صنعتی است. این شهرک ها در طول سالیان گذشته در رشد و توسعه ی صنعتی، اقتصادی و اشتغال زایی نقش مهمی ایفا کرده اند. با این حال تجربه شهرک های صنعتی در ایران را نمی توان تجربه ای کاملا موفق دانست. تاکنون در هیچ مطالعه مستقلی به بررسی عوامل موفقیت (یا شکست) شهرک های صنعتی در ایران پرداخته نشده است. در این بررسی چارچوب مفهومی برای ارزیابی عوامل موفقیت طراحی و به مدیران و سیاست گذاران و پژوهشگران سیاست گذاری توسعه صنعتی کشور عرضه می شود.Conceptual framework for assessment of industrial estates development in Iran
According to successful experience of industrial development in several countries, the most important instruments of industrial development infrastructure are the industrial estates. They promote industrialization in order to provide common facilities to a number of small and medium-sized industries. In this survey, the present resources in the libraries and internet are studied; meanwhile, the conditions of industrial estates in Iran for the impact of key factors on their success are evaluated. So, the goal of the research is to determine the influential key factors on the success in this respect. Industrial estates have almost a long history in Iran, they have played an important role to facilitate and promote industrial, economic development, and also employment. The related experience in Iran is not completely successful. There are several inactive and semi active industrial estates that have not done any industrial activities, therefore many industrial projects have been stopped in different phases (such as allocation of land as well as installation of equipment and machinery).These are regretful indications of difficulties in the research and development process of industrial estates in Iran. No independent research has been done on the effects of success and failure in this regard. For this reason, we have designed a conceptual framework to assess the success factors for managers, policy makers and researchers of industrial development in Iran.
