چکیده
با پیشرفت فنّاوری مفهوم لجستیک تغییرات گسترده ای را تجربه کرد. لجستیک سنتی به دلایلی همچون اندازه گیری عملکرد ضعیف و سنتی، عدم به کارگیری مطلوب از فناوری اطلاعات و...دیگر جوابگوی نیازمندی مشتریان نبود بنابراین به سمت یکپارچگی کارکردها و فرآیندها پیش رفت. با افزایش حوزه مأموریت نیروی دریایی، مدت زمان مأموریت دریانوردی نیز افزایش یافت، لیکن تغییری در نحوه پشتیبانی از یگان های شناور سطحی حاصل نشد. از مشکلات عمده تدارکات فعلی، زمان بر بودن آماده سازی یگان های شناور جهت اعزام به مأموریت برون مرزی می باشد. پژوهش حاضر به روش توصیفی و با رویکرد آمیخته تدوین گردیده و به منظور تبیین الزامات پیاده سازی سامانه تدارکات یکپارچه در مأموریت های برون مرزی ندا جا انجام شده است. جامعه آماری شامل 145 نفر از کلیه صاحب نظران حوزه تدارکات که سابقه خدمت در یگان شناور را داشته و حداقل مدرک کارشناسی و 20 سال سابقه خدمت دارند. از مصاحبه، پرسشنامه و مطالعات کتابخانه ای به عنوان ابزار جمع آوری داده ها استفاده شد. نتایج حاصل نشان داد که به منظور یکپارچه سازی تدارکات یگان های شناور، بایستی موانع یکپارچه سازی حذف و اصل لجستیک یکپارچه در تمام یا بخش های اصلی آن رعایت گردد که عبارت اند از؛ اصلاح ساختار سازمانی تدارکات از وظیفه ای به فرآیند گرایی، تعریف دقیق کلیه اجزاء تدارکات، حذف اجزاء و فعالیت های تکراری، همگرایی در اهداف توسط سطوح مدیریت راهبردی، ایجاد تعامل مؤثر بین کلیه اجزاء، دسترسی کلیه اجزاء به آنچه از مواد و اطلاعات نیاز دارند، ایجاد بانک اطلاعاتی جامع، درک محدودیت های سایر اجزاء، هماهنگی کامل بین جریان اطلاعات و مواد در طول زنجیره تدارکات و کلیه اطلاعات موجود در بخش های مختلف سازمان دارای یک قالب مشخص باشند.متن
Requirements for Implementing Integrated Procurement of Floating Units for Nedaja Overseas Mission
With the advancement of technology, the concept of logistics underwent extensive changes. Traditional logistics, no longer met the needs of customers, so it moved towards the integration of functions and processes. As the Navy's area of responsibility expanded, the duration of the naval mission also increased, but there was no change in the way floating units were supported. One of the major problems of traditional logistics is the time it takes to prepare floating units for deployment abroad. . The present study, which has been compiled in a descriptive method and with a mixed approach, has been conducted in order to explain the requirements for the implementation of an integrated procurement system in navy overseas missions. The statistical population includes ۱۴۵ all logistics experts who have served in the floating unit and have at least a bachelor's degree and ۲۰ years of service. . Interviews, questionnaires and library studies were used as data collection tools. . The results showed that in order to integrate the procurement of floating units, must be removed and principles of integrated logistics must be observed in all its components, which are: Reforming the organizational structure of logistics from a task to process orientation, elimination of duplicate components and activities, convergence of goals by strategic management levels, effective interaction between all components, comprehensive database, understanding the limitations of other components, perfect coordination between the flow of information and materials along the logistics chain, all information available in different parts of the organization have a specific format.
