بنیادهای ژئوپلیتیکی رژیم حقوقی خزر و امنیت ملی جمهوری اسلامی ایران: تأثیرات و پیامدها (مقاله علمی وزارت علوم)

چکیده
منطقه خزر با توجه به موقعیت ویژه خود تحت تأثیر کنش سیاسی بازیگران ساحلی و فرامنطقه ای بوده است. ژئوپلیتیکِ این منطقه و بنیادهای اثربخش آن متقابلاً رفتارِ بازیگران را جهت و معنا می دهد. درهمتنیدگی سه مقوله جغرافیا، سیاست و قدرت و اَشکالِ رفتاری برآمده از آن موجب خلق این پُرسمان شده است که بنیادهای ژئوپلیتیکی رژیم حقوقی خزر چه تأثیری بر امنیت ملی جمهوری اسلامی ایران دارد؟ افزون بر این، بایستگی تاثیرگذاری فاکتورهای ژئوپلیتیک، می تواند پیامدهایی برای ج.ا. ایران به همراه داشته باشد که این پژوهش در جستجوی این حقیقت است. نویسه پیش رو ماهیتی توصیفی/تحلیلی و شالوده ای اسنادی/کتابخانه ای با کاربستِ نظری بنیادها و عوامل ژئوپلیتیکی پی ریخته شده است. بروندادِ پژوهش نشان داد که ژئوپلیتیک و بنیادهای آن ضمن خلقِ الگوی رفتاری «فرصت» برای جمهوری اسلامی ایران، الگوی رفتاری «ناامنی» را برای این کشور فراهم کرده است. به سخن دقیق تر، ژئوپلیتیک رژیم حقوقی خزر و بنیاد های آن علی رغم خلق برخی فرصت ها برای جمهوری اسلامی ایران، امنیت ملی این بازیگر ساحلی را در زمینه موقعیت جغرافیایی و فضای سرزمینی خزر در بستر تحولات تاریخی و تمدنی، خصوصیات و ماهیت طبیعی منطقه ساحلی، قلمروها و دسترسی دریایی و گستره سرزمینی کشور دریایی، تحت الشعاع قرار داده و با چالش مواجه ساخته است.GEOPOLITICAL FOUNDATIONS OF THE CASPIAN LEGAL REGIME AND THE NATIONAL SECURITY OF THE ISLAMIC REPUBLIC OF IRAN: EFFECTS AND CONSEQUENCES
Due to its special situation, the Caspian region has been influenced by the political action of coastal and extra-regional actors. The geopolitics of this region and its effective foundations mutually give direction and meaning to the behaviour of the actors. The entanglement of three categories - geography, politics and power and the resulting forms of behaviour have created the question of what effect do the geopolitical foundations of the Caspian legal regime have on the national security of the Islamic Republic of Iran. In addition, the impact of geopolitical factors has consequences for the Islamic Republic of Iran which has brought about this research and which is also the search for truth. The following text is of a descriptive/analytical nature and a documentary/library foundation with the theoretical application of foundations and geo-political factors. The output of the research shows that geopolitics and its foundations, while creating the behavioural pattern of "opportunity" for the Islamic Republic of Iran, has provided the behavioural pattern of "insecurity" for this country. To be more precise, the geopolitics of the Caspian legal regime and its foundations, despite creating some opportunities for the Islamic Republic of Iran, the national security of this coastal player in the context of the geographical location and territorial space in the context of historical and civilizational developments, characteristics and the natural nature of the coastal area, territories and access to the sea and the territorial extent of the maritime country have been overshadowed and challenged.
