چالش های اجرایی مأموریت های دریابانی ماهشهر با تأکید بر ژئوپلیتیک منطقه خلیج فارس (مقاله علمی وزارت علوم)

چکیده
زمینه و هدف: دریابانی فراجا و بالأخص دریابانی شهرستان ماهشهر در حال حاضر در خصوص انجام مأموریت خود در منطقه خلیج فارس با چالش های ژئوپلیتیکی متعددی در حوزه اجرا مواجه هستند که این پژوهش درصدد است تا آن ها را شناسایی کند.روش: تحقیق حاضر ازنظر هدف، کاربردی و ازنظر روش و ماهیت به صورت آمیخته (کیفی - کمّی) است. جامعه آماری در این پژوهش هم در بخش کیفی و هم در بخش کمی تعداد 30 نفر از فرماندهان و خبرگان دریابانان و معاونت های شهرستان ماهشهر بودند که اطلاعات آنها در مرحله کیفی با استفاده از مصاحبه نیمه ساختاریافته و در مرحله کمی با پرسشنامه گردآوری شد. داده های حاصل از بخش کیفی با تحلیل محتوای تلخیصی و در مرحله کمی با آزمون های ضریب آلفای کرونباخ، کولموگروف– اسمیرنف، تی تک نمونه ای و پیرسون تحلیل شد.یافته ها: در مجموع هفت چالش ژئوپلیتیکی در اجرای مأموریت های دریابانی ماهشهر شناسایی شد که در این بین عوامل درون و برون سازمانی با وزن 115/0 بیشترین تأثیر را در اجرایی مأموریت های دریابانی ماهشهر در حوزه ژئوپلیتیک داشته اند.نتیجه گیری: مهم ترین چالش های اجرایی مأموریت های دریابانی، از نوع درون سازمانی از قبیل مستهلک و قدیمی بودن شناورها، کمبود نیروی آموزش دیده، تأمین و تخصیص نامناسب بودجه، موازی کاری سازمان های دولتی بوده است. نتایج نشان می دهد عوامل کلان مدیریتی در چالش های اجرایی مأموریت های دریابانی ماهشهر در حوزه ژئوپلیتیک بسیار تأثیرگذار است؛ بنابراین مسئولین مربوطه برای تسهیل در اجرای ماموریت ها باید بر روی این مقوله ها تمرکز بیشتری داشته باشند.Executive Challenges of Maritime Missions in Mahshahr with Emphasis on Geopolitics in the Persian Gulf Region
Background and aim: Maritime activities, particularly in the Mahshahr county, are currently facing various geopolitical challenges in the execution domain within the Persian Gulf region. This research aims to identify these challenges.Method: This research is applied in terms of objectives and mixed-method (qualitative and quantitative) in terms of method and nature. The statistical population in this research, both in the qualitative and quantitative sections, consisted of 30 commanders and experts in maritime affairs and deputy offices in Mahshahr county. Their information was gathered qualitatively using semi-structured interviews and quantitatively through a questionnaire. The data obtained from the qualitative section were analyzed using summarization content analysis, and in the quantitative section, Cronbach's alpha, Kolmogorov-Smirnov, one-sample t-test, and Pearson tests were employed for analysis.Results: Seven geopolitical challenges in the execution of maritime missions in Mahshahr were identified. Among them, internal and external organizational factors had the most significant impact, with a weight of 0.115 on the execution of maritime missions in Mahshahr in the geopolitical domain.Conclusion: The most important executive challenges of maritime missions, of an internal nature, include the obsolescence of vessels, the shortage of trained forces, inappropriate budget allocation and provision, and parallel work of government organizations. The results show that macro-management factors have a significant impact on the executive challenges of maritime missions in Mahshahr in the geopolitical domain. Therefore, relevant officials should focus more on these issues to facilitate mission execution.
