بحران کرونا و نقش یابی مرزها در عصر پساوستفالیایی دولت (مقاله علمی وزارت علوم)

چکیده
مرزها به دلیل پویایی درونی از یک سو، و از دیگر سو اتکای به یک کلیت فلسفی در تفکیک هویت ها و منطق عقلایی مستحکم در دفاع از حاکمیت و امنیت ملی، از بین نمی روند، بلکه دچار باز تعریف در کارکردها می شوند. معتقدین به فروپاشی نظام وستفالیایی به تأسی از بنیان های نظری فرااثبات گرایانه و متعاقباً تحولات ناشی از فرایند جهانی شدن، عقیده دارند که جهان کنونی وارد دوره ای موسوم به نظام پساوستفالیایی شده، که همانند گذشته پدیده های مدرنِ حاصل از میراث عصر وستفالیایی، نظیر دولت، سرزمین و مرز و غیر، دیگر آن کارایی سُنَتی خود را ندارند. این نوشتار با مقایسه ماهیت، هویت و کارکرد مرز در دو عصر دولت وستفالیایی و عصر پساوستفالیایی دولت، عقیده دارد جهان کنونی به وسعت همه پیشرفت هایش در فناوری و تکنولوژی، درگیر بحران ها و تهدیدهای روزافزون است؛ نطیر بحران ویروس کرونا. اغراق نیست اگر بگوییم این بحران، عامل خیزش مجدد مرزهای جغرافیای سیاسی در همه مقیاس ها، از محلی/ مکانی تا بین المللی بود. بحران نام برده، ضمن یادآوری مفاهیم پایه در جغرافیای سیاسی (سرزمین، ملت، زیستگاه، حاکمیت، حکومت، امنیت، دولت، قلمرو، مرز و...)، با یادآوری نقش مرزها در دفاع از اصل امنیت ملی، حاکمیت ملی، تمامیت ارضی، استقلال ملی، قلمرو آرایی و...، هشدار مجددی بود در جهت فلسفی اندیشی و نگرش عقلایی و واقع بینانه به هستی و کارکرد مرزها. در حقیقت بحران ناشی از ویروس کرونا مثال قابل دفاعی از ماندگاری مرزها در عصر پساوستفالیایی دولت است.The Corona Crisis and the Role of Borders in the Post-Westphalia Era of State
