تحلیل چالش های طرح توانمندسازی زنان سرپرست خانوار در برنامه های توسعه (مقاله علمی وزارت علوم)

چکیده
در قوانین برنامه های چهارم، پنجم و ششم توسعه تدوین طرحی برای توانمندسازی زنان سرپرست خانوار مطرح شده، اما تاکنون و با پایان یافتن دوره ی اجرای قانون برنامه ی ششم توسعه، این طرح به تصویب مجلس شورای اسلامی نرسیده است. هدف پژوهش حاضر، مطالعه ی موانع و چالش های تدوین طرح با رویکرد توانمندسازی زنان سرپرست خانوار از نگاه صاحب نظران است؛ برای نیل به این هدف با اتخاذ رویکرد کیفی و روش تحلیل محتوا، با 10 نفر از کارشناسان و صاحب نظران حوزه مربوطه شامل نمایندگان مجلس، مسئولان، پژوهشگران و کارشناسان دستگاه های حمایتی مصاحبه های عمیق نیمه ساختاریافته انجام شد. یافته های مطالعه نشان می دهد چالش های رویکردی و سازمانی عمده ترین موانع در فرآیند تدوین این طرح بوده است. ازاین رو، مهم ترین راهبردهای سیاستی با توجه به نقش عاملیت و کنشگری زنان سرپرست خانوار، مصداق یابی و تعریف جامع از توانمندسازی زنان سرپرست خانوار است. بدین لحاظ رفع موانع و کاستی های ساختاری و تبیین شاخص های توانمندسازی زنان سرپرست خانوار و تعیین معیارهایی برای تحقق این هدف ضروری است.Analysis of policy barriers in the empowerment plan for women heads of households
In the laws of the 4th, 5th and 6th development plans, a plan for empowering women heads of the household has been proposed, but until now and with the end of the implementation period of the law of the 6th development plan, this plan has not been approved by the Islamic Council. The aim of the current research is to study the obstacles and challenges of drafting a plan with the approach of empowering women heads of households from the perspective of experts; In order to achieve this goal, by adopting a qualitative approach and content analysis method, in-depth semi-structured interviews were conducted with 10 experts and experts in the relevant field, including members of parliament, officials, researchers and experts of support institutions. The findings of the study show that approach and organizational challenges were the main obstacles in the process of compiling this plan. Therefore, the most important political strategies with regard to the role of agency and activism of women heads of households, is to exemplify and comprehensively define the empowerment of women heads of households. Therefore, it is necessary to remove the obstacles and structural deficiencies and explain the indicators of empowerment of women heads of the household and determine the criteria to achieve this goal.
