تحلیل و اولویت بندی آسیب های اجرای برنامه های حوزه خدمات شهری (مطالعه موردی: شهرداری تهران)

چکیده
تردیدی نیست که مدیریت صحیح یک شهر بطور پیوسته نیازمند ردیابی و شناخت عوامل منحرف کننده فعالیت ها از مسیر اجرای بهینه آنها بوده تا به تبعِ آن کنترل و برطرف کردن تنگناها و عوامل منحرف کننده امکان پذیر باشد. تحقیق پیش رو با هدف شناساییِ مسائل اجرایی برنامه ها و فعالیت های روزمره حوزه خدمات شهریِ شهرداری تهران انجام شده و سوال اصلی این تحقیق عبارت است از "چه عواملی و با چه اولویتی اثربخشی اجرای برنامه های شهرداری تهران در حوزه خدمات شهری را کاهش می دهند؟". بنابراین تحقیق پیش رو به لحاظ ماهیت توصیفی- تحلیلی و به لحاظ هدف کاربردی است. ترکیب نتایج 221 پرسش نامه و 46 مصاحبه عمیق و نیمه ساختارمند در قالب مدل فرایند سلسله مراتبی(AHP) بدین ترتیب بوده است که: نارسایی های قانونی مهم ترین نارسایی در اجرای برنامه های حوزه خدمات شهری محسوب می شوند، و پس از آن سیاست های منابع انسانی، مدیریت بنگاهها، مسائل مالی، نارسایی های حاصل از مشارکت همگانی و عدم توجه کافی به واقعیت ها در تدوین برنامه ها و اخذ تصمیمات، به ترتیب اهمیت در جایگاه دوم تا ششم مختل کننده های ارائه خدمات شهری جای می گیرند و نقش ساختار سازمانی شهرداری تهران در کاهش اثربخشی ارائه خدمات شهری رد می شود.Analyzing and prioritizing the malfunction of urban services performances (A Case of Tehran municipality)
There is no doubt that proper managing of a city and overcoming administrative obstacles needs review the factors and variables of execution for strengthening the capabilities and reforming shortcomings. Present study aims to identify performance issues in the field of Urban Services of Tehran municipality. Identifying the activity prepares an organization moving toward excellence, the organizational diagnostician views the organization as a total system. In the field of medicine, this is considered to be holistic medicine. The main question was "what factors and with what priorities reduce the effectiveness of programs execution of Urban Services of Tehran municipality”. Statistical population was Urban Services department, the study time was 5 years ending to September of 2013 and combining the results of 221questionnaires and 46 planned interviews in Analytical Hierarchical Process (AHP) was:The most important shortcoming in this field was legal insufficiency, once it human resource policy, Managing agencies providing services, Fiscal issues, public participation, lack of sufficient attention to the reality in decisions and plans were in the second place to the sixth disturbance in the provision of urban services.Role of the organizational structure in reducing the effectiveness of provision of urban services in Tehran rejected.
