Georgia has experienced many developments since independence because of the presence of Russia and the West in this country, which has played an important role in making a balance of power between Russia and the West. Therefore, examining the factors that have made Georgia's role important will help to identify the issue. So, the main question in this article is what is the role of Georgia in the balance of power between Russia and the West and its impact on Iran's national security? Our hypothesis is, the role of Georgia is important in the balance of power between Russia and the West due to its unique geopolitical position and its pro-western policies, and this orientation has an important impact on Iran's national security. The hypothesis has been investigated according to the assumptions of Kenneth Waltz's balance of power theory and Mackinder’s geopolitical theory. Findings show that Georgia, as a small country, has felt threatened by Russia and has tried to join the Western structure, which has highlighted Georgia's role in the balance of power between the two sides. The West has used the energy resources of the Caspian Sea to supply its energy and Georgia is playing a key role in this process, which jeopardizes Russia's policy of monopolizing Europe's energy supply. Thus, the Western military presence in Georgia and Russia's monopoly policy to supply energy to the European Union has a negative impact on Iran's national security. The research method is descriptive-explanatory.

By the advent of various political currents on the realm of power, Iran has witnessed the emergence of sub-discourses that preserve the principles and propositions of the Islamic Revolution's discourse but differ in the subordinate propositions and inter-discourse developments. The latest is a “Moderationist sub-discourse” that has overcome other sub-discourses as the eleventh state started working in Iran. An important aspect of these sub-discourses is the impacts on foreign policy, especially toward the neighboring countries. In this way, Georgia gets significant importance due to its geopolitical features and the great deal of historical, cultural, and civilizational commonalities to Iran. However, due to regional and international changing conditions along with coming up various foreign policy sub-discourses, the relations between the two countries have had lots of ups and downs. On the other hand, after the Russo-Georgian 2008 war, the Russian Federation has exerted great influence on the Georgian foreign policy; including the relations with Iran. Therefore, this paper seeks to answer the question, regarding Russo-Georgian 2008 war, how the Moderationist foreign policy discourse has affected the Iranian-Georgian relations? Findings of the study show that the presence of Moderationist sub discourse of Hassan Rouhani affected Iranian foreign policy and the pessimistic subjective impressions of the Georgian leaders towards the previous Iranian government regarding Russia`s 2008 invasion of Georgia. As a result, we have witnessed relative improvement in the relations between two countries in 2013-2017 compared to the relationships of the 2008-2013 period. This research uses the descriptive-analytical method.

The success of Developmental State in East Asia once again has proved the role of the state in the process of development and shed light on the weakness of Neoclassic theories in their emphasis on the role of the market as a balancing force. One of the necessary variables for the formation of a developmental state is the international context. Like many states in East Asia, the path toward development in post-revolution Iran seems to be through the formation of a developmental state in the context of the existing international system. But the reality is something different. Therefore, the objectives of the present paper are 1 - to study the relationship between the international context and formation of the developmental state in Iran; 2 – to study the role of the United States in the process of formation of the developmental state in Iran; 3 – to study the means the US has employed to block the formation of a developmental state in Iran; and, 4 – to study the role of Iran’s foreign policy behavior in the formation of the developmental state. The main question of the present paper is what are the international obstacles to the formation of a developmental government in the Islamic Republic of Iran? The main hypothesis of this paper is: International context, US hegemonic status in the international system, and various political and economic obstacles and sanctions imposed by the US have prevented the formation of a developmental government in the Islamic Republic of Iran. The findings of the research sustained the hypothesis of this study.

The importance of coherent foreign policy is due to the foreign policy's impact on countries' survival, development, stability, and security. Different individuals, institutions, organizations have different roles in foreign policy under any conditions in different political systems. This article presumes that foreign policy is the continuation of internal and domestic policy. The present study aims to explain foreign policy by highlighting different and diverse decisions and policies. This article includes a conceptual framework, a section that will explain realistic and idealistic policy, mental foundations of utopian and real policy-making in the Islamic Republic of Iran, an explanation of the foreign policy, and finally the conclusions. The main question is: what effect had a plurality of ideas and multiple structures on Iran's foreign policy in the period (2013-2021)? The hypothesis of the research using analytical and explanatory methodology is: During the period (2013-2021), the plurality of ideas and multiple structures as a roadmap has played an important role in the coherence and orientation of Iran's foreign policy. Moreover, Iran’s foreign policy decision Making is the result of semantic plurality, structural multiplicity, and different expectations from foreign policy.

The main goal of this article is to examine the evolutionary process of organizing and advancing China's military relations and arms diplomacy towards Iran. China is now recognized as the most prominent rising power of Asia-Pacific in the international balance of power. In this regard, the authors of the present study, using the formal statements of china`s officials and analyzing documents, have sought to answer this question “what factors affect the formulation and furtherance of China's arms cooperation with Iran”? The hypothesis put forward to answer this question by the present study suggests that “Analyzing China's approach towards military diplomacy and arms cooperation with Iran can be divided into three separate time frames; Since 1979 to 1990, through military cooperation with Iran and besides earning profits and overcoming technological underdevelopment, Beijing sought to contribute to a more balanced distribution of power in West Asia. Until 2012, China adjusted its military engagement with Iran due to the mounting importance of the US parameter in its foreign policy, but since Xi Jinping took office in 2013, China-which now sees itself as a major power-has pursued a more strategic approach towards military ties with Iran.
Sexual and Gender Oppression Situations at Iranian Universities(مقاله علمی وزارت علوم)

Purpose: The present article aims to study the gender oppression of female students in the context of the existing relations at Iranian universities. Methodology: To this end, based on the qualitative method, ten universities in different fields were selected and in-depth interviews were conducted with 146 female students who experienced sexual harassment by male professors. Thus, we analysed interviews by thematic analysis. Findings: University community is the only mixed community, gender-wise, in Iranian administrative-governmental settings, with a very different cultural diversity and circulation. Therefore, scores of situations, in which gender and sexual encounters are possible, arise amid everyday university relationships. Although the issue of male professors’ sexual and gender encounters with female students has been publicized in Iran, it has been mostly ignored in research studies. Conclusion: The findings of the study show that when the Islamic cultural principle of gender relationship boundaries is regarded firmly or violated by male professors, the triad of ‘violence’, ‘discrimination’ and ‘exploitation’ will emerge, resulting in gender oppression toward female students.

این پژوهش با هدف بررسی الگوی نقش ورزش در تبیین دیپلماسی عمومی ایران انجام شده است. پژوهش حاضر در چارچوب رویکرد کیفی انجام شد و داده ها از طریق مصاحبه های نیمه ساختاریافته جمع آوری شدند. جامعه آماری پژوهش، افراد متخصص و خبره در زمینه دیپلماسی عمومی و ورزش شامل اساتید مدیریت ورزشی (هشت نفر)، اساتید روابط بین الملل و علوم سیاسی (سه نفر)، مقامات عالی ورزش کشور (سه نفر) و ورزشکاران نخبه (سه نفر) بودند. روش انتخاب نمونه به شیوه هدفمند بود. روش جمع آوری داده ها به صورت مطالعه پژوهش های پیشین و مصاحبه عمیق و باز بود. برای سنجش اعتبار، انتقال و تأییدپذیری، یافته های پژوهش به مشارکت کنندگان ارائه شد. آن ها متن نظریه را مطالعه کردند و نظرهای آن ها اعمال شد. روش استفاده شده برای قابلیت اعتماد، روش توافق درون موضوعی بود. میانگین میزان توافق درون موضوعی برابر با 0.73 گزارش شد. براساس یافته های حاصل از مصاحبه نیمه ساختاریافته، مهم ترین عوامل علّی مؤثر بر نقش ورزش در تبیین دیپلماسی عمومی ایران شامل قدرت نرم، اطلاعات و ارتباطات، درک و بصیرت هستند. عوامل زمینه ای شامل بازیگردانی و یادگیری و عوامل مداخله گر مؤثر عوامل محیطی هستند. همچنین راهبردهای مؤثر بر نقش ورزش در تبیین دیپلماسی عمومی ایران عبارت اند از: توانمندسازی، شبکه های ارتباطی و پیشران های عمومی. همچنین پیامدهای نقش ورزش در تبیین دیپلماسی عمومی ایران شامل کارکرد اقتصادی، کارکرد فرهنگی، کارکرد سیاسی و توسعه اجتماعی هستند.
Determinants of the intention of Iranian people to accept the changes of social welfare under the imposed sanctions(مقاله علمی وزارت علوم)

This research seeks to answer the question “what factors affect Iranian people’s adaptation to the changes in their social welfare under the imposed sanctions?” To this end, a survey methodology based on two theories of Sanctions Acceptance Model (SAM) and Ulrich Beck’s theory of risk society is employed to analyze the opinions of 135 respondents who are experts in the fields of economic sciences, economic resistance, economic development, and sociology of development. The results reveal that government organizations and institutions play a major role in assisting people in their adaptation to the conditions resultant from the sanctions. In the next step, the context of the sanctions was addressed in relation to the characteristics of the imposed sanctions. These characteristics, namely the target of the sanctions, the duration of the sanctions, the depth of the impact of the sanctions, threat or imposition of sanctions, and the unilateral or multilateral nature of sanctions play a major role in Iranian people’s level of acceptance regarding the changes in their social welfare. Individuals are another important group whose mentalities and perceptions are affected by the imposed sanctions.
The Remote Higher Education over COVID-19 Pandemic: the Case Study of Provisions and Priorities of the University of Tehran's Official Website(مقاله علمی وزارت علوم)

The COVID-19 pandemic brought instructional and administrative possibilities and problematics in higher education internationally. In such conditions, the developing countries suffered challenging times for less personnel preparedness, deficiencies in technological infrastructure, and restricted sources of finance for investing. This study argues that Iran's higher education was already pressured under the UCMs before the emergency transition to online education. It therefore focuses on the University of Tehran (UT), one of the most affluent Iranian universities, which stands as a role model in quality and excellence at the national and regional scales. It employs the reflexive thematic analysis method to cover a comprehensive body of COVID-driven content at UT’s website, including news, administrative notes, and announcements on new official regulations, teaching guidelines, and consultative commentaries for mental well-being. It provides an analytical model based on three major themes, A) students: technical and emotional support vs. onerous regulations, B) prosociality and social responsibility, C) instructors at University of Tehran: highly expected simultaneously ignored. These major themes entail different subthemes and motifs that unveil UT’s developing solutions and obstacles to foster fruitful exchange within the UT community.
Stone Scale/Weights of Bronze Age from Sistan, Iran(مقاله علمی وزارت علوم)

In Sistan, with an area of 8117 square meters, some 1660 archaeological sites have been explored during two phases of field surveys. The National Geographical Organization of the Armed Forces of Iran has divided Sistan into 22 geographical districts. The south of Qale Rustam Domain with an area of 295 square meters was the aim of second phase of investigation that could discover 280 archaeological sites. Most of them belong to Bronze Age. The site number 152 in the South of Qale Rustam Domain, which is located near the Iran-Afghanistan border with an area of 27000 square meters, was formed simultaneously with Shahr-e Sokhta. During the investigation, two stone objects resembling handbags, as well as a plenty of potsherds were found. The potsherds found at the surface level, both simple and designed are of the types found in phases 5-8 of Shahr-e Sokhta, which date back to the first half of the third millennium B.C. The specific function of these bags is still unclear, but seems to be weights or scale. However, based on chronological studies, these bags, like the other cultural proofs found around them especially pottery, can be attributed to the first half of the third millennium B.C.
Social or political revolution? The pattern of revolutionary developments in Iran and Georgia(مقاله علمی وزارت علوم)

The Islamic Republic of Iran and the Republic of Georgia underwent a revolutionary transformation in 1979 and 2003; However, there are fundamental differences between the two revolutions, including in ideology, the extent and scope of revolutionary developments, the nature of social forces and movements, the nature of the former and post-political regimes, and the direction of their new foreign policy. The country has been very influential in both domestic and foreign arenas. With this in mind, this article seeks to examine why the Iranian revolution became social in 1979 while the Georgian revolution in 2003 was limited to the political sphere. It seems that the Islamic Revolution of Iran in 1979, in response to the quasi-modernism of the Pahlavi period and inspired by cultural and identity components, led to the formation of a discourse called self-return, which realized such a possibility without changing political, social, economic and Culture was not possible. But the color revolution in Georgia, under the influence of components of historical memory resulting from the suppression of nationalist and independence-seeking tendencies, saw a change in the ruling political structure as sufficient to achieve this goal. Data and information of this research have been collected through documentary (library) method and have been analyzed using comparative analysis method. In order to examine the above question and hypothesis, this comparative study first takes a brief look at the background of the formation of the two revolutions and then examines their possible differences and similarities.
The U.S. Tremendous Strategy to Counter the Islamic Republic of Iran in the Biden Government: From de-Geopolitical Policy to de-Legitimacy(مقاله علمی وزارت علوم)

Iran and the United States have experienced hostile and tense relations since the occupation of the U.S. Embassy in 1358. During this time, the White House has not given up on any attempt to change the government in Tehran. The main question is ‘What is the tremendous strategy of the United States to counter the Islamic Republic of Iran in the Biden era?’ The central hypothesis is the U.S. has two new strategies confronting Iran: de-geopolitics abroad and de-legitimacy inside. The present study aimed to analyze these two strategies. The results indicated that according to the teachings of Smart War, the U.S. has two goals for these actions; first, a sinusoidal and erosional process aimed at deprivation and discrediting of the Iranian political system in internal and external levels (de-legitimacy and surrender). The depletion of Iran's strategic and geopolitical capacity in the region to remove power tools from it (weakening to surrender or change the regime).
Evaluating the Resiliency of Baghershahr against Earthquake(مقاله پژوهشی وزارت بهداشت)
Introduction: Because of the vulnerability of human settlements to natural disasters and damage caused by them, the study of the resilience of settlements has become critical in planning urban areas. The purpose of this paper is to evaluate resiliency of Baghershahr, a town with a population of 65000, locates in 4 km from Tehran city, against earthquake. Methods: The research data were collected by survey method (questionnaire tool) and also by using statistical documents and documentary reports. AHP technique has been used to determine the coefficient of importance of indicators and descriptive statistics methods have been used in data analysis. Findings: The study area has, on average, only 36.6% of the ideal conditions of resiliency. The figure in institutional dimension was 25.5%, indicating that this dimension has lowest resilience compared with other dimensions. After this, the physical dimension has a figure of 31.7%. In case of economic dimension, the figure was 40.5% of the ideal rate of resiliency and the highest level belongs to the social dimension, which was 45.4%. Conclusion: The studied area is an example of Iranian settlements with very low resiliency. On one hand, low level of the resiliency of Baghershahr is due to the threats caused from its vicinity to the oil and gas refinery complex, the thermal power plant, the sulfur industry, and the numerous plastic recycling workshops, the huge stores of petroleum products, gas and crude oil and crude oil pipelines. On the other hand, it is due to sudden formation and uncontrolled rapid growth of the town which has been accompanied by widespread migration of low-income classes over the past few decades.
Assessment of areas vulnerable to natural hazards (Case study: Rural areas CountyAzna)(مقاله پژوهشی وزارت بهداشت)
BACKGROUND: Rural areas, usually when compared to other natural events, have the greatest vulnerability of human settlements. The aim of this study was to evaluate natural hazards as earthquakes, landslides, floods and identify high-risk zone in relation to the rural areas of the central township of Azna County, Iran. METHODS: Topographic and geology maps, elevation digital model, and seismic and meteorological data along with field studies to investigate the location of villages in terms of natural hazards of earthquakes, landslides, and flood were used. Then, effective factors were identified in each of the hazards, and grouped in separate layers. The Arc GIS software was used to develop and integrate maps; AHP model and paired comparison method were used to weight effective factors in expecting any of the natural hazards, and to compare the criteria one by one; fuzzy logic model was used to standardize the layers in Arc GIS software; and the overlay model index was used to integrate final layers of natural hazards and determine high-risk zones. RESULTS: 49 percent of villages in privacy due to the major and minor faults were in the zone of high earthquake risk. The risk of landslides in areas where rural areas were based, due to the low gradient very low and only 10% of the villages are at risk of landslides. 14% of the villages in the privacy due to the major rivers, flood risk and the risk of flooding is very high. Prioritization of rural areas in terms of natural hazards by using AHP model shows that the 8 villages were located in high-risk areas. CONCLUSION: Providing maps of potential natural hazards can be helpful in crisis management and identification of the high-risk settlements.
Evaluation of physical resilience of Karaj city against earthquake(مقاله پژوهشی وزارت بهداشت)
INTRODUCTION: Natural hazards, especially earthquakes, have resulted in mass casualties and damages in different parts of Iran. Therefore, it is necessary to take required measures in relation to risk reduction, preparedness and coping with earthquake effects. Regarding the fact that resilience is a relatively new concept, despite the great attention to this term and its abundant application in different fields, measuring the level of earthquake resilience, as well as creating and improving it in urban settlements is a challenging necessity. METHODS: The review of literature was carried out first and the physical resilience indicators were deduced. Subsequently, a questionnaire was prepared for experts with the aim of weighting and prioritizing the indicators. Then the weight of them was calculated using the Expert Choice software and AHP (Analytic Hierarchy Process). After weighing, the indicators were prioritized. In the next step, the required information layers were prepared in accordance with the inferred indices in GIS software. After preparing the required layers and maps, a fuzzy function was used to standardize. Then, the weight of the layers was multiplied in the standardized indicators, and after calculating the layers, the final map of the physical resilience of Karaj City, Iran, against earthquake was prepared and analyzed. FINDINGS: Karaj City is one of the most vulnerable areas to earthquake due to its place located in the southern slopes of Alborz and on active faults. According to the maps prepared in this paper, large areas of Karaj City, especially in the central regions, have formed vulnerable places, which in the event of an earthquake, will have huge casualties and damages in the urban areas. CONCLUSION: It is suggested that the physical resilience of the living environment within the case study should be in accordance with the prioritization obtained in the article: 1) infrastructures, 2) buildings, 3) urban structure and 4) land use and natural factors. Also, spatial priorities should be observed in promoting urban resilience in accordance with the final map.
Futures Study of Crises due to a Possible Earthquake in Tehran, Iran: Information Infrastructure Vulnerability and Possibility of Occurrence of Efficacy and Influence Crises(مقاله پژوهشی وزارت بهداشت)
high vulnerability of these infrastructures raise the question of what effects the demolition of these infrastructures would have. Natural disaster management is entirely dependent on the capacity and efficiency of the central government in Iran and the government also mobilizes and organizes crisis management and resources through an almost monopoly and exclusively controlled information system. Therefore, the present study was accomplished to examine some of the likely impacts and consequences of an earthquake in Tehran from a prospective perspective. METHODS: Using documentary data and the implementation of a two-round expert panel, it was examined whether the demolition of information infrastructures due to a potential earthquake in Tehran would impose efficacy and influence crises on the government. In this way, basic study information was collected using library documents and the futurological aspects of the problem, i.e. the probability of a severe earthquake, destruction of media infrastructure, and the subsequent possible crises were investigated using the Expert panel method. FINDINGS: Taking into account the tectonic potentials and historical backgrounds, the occurrence of a major earthquake with magnitude greater than 7 is highly probable in Tehran. Given the density of information structures, installations, and trusted organizations in vulnerable areas, there is a high likelihood of destruction of a large part of the information infrastructure and networks. This situation, in the absence of measures and sufficient alternative networks, would increase the likelihood of severe disruptions in the information and crisis management process. Such a situation, given the social and political contexts, is likely to trigger or intensify the efficacy and influence crises. CONCLUSION: Considering the drawbacks present in the information structure, i.e. the concentration in Tehran and the imminent destructive earthquake in Tehran, as well as the location of its physical buildings in the vicinity of earthquake faults, there would be many crises facing the country.
The evalution of city vulnerability with the passive deffence approach (Case Study: Mahabad city)(مقاله پژوهشی وزارت بهداشت)
INTRODUCTION: Nowadays, due to population growth and resource constraints, cities are more vulnerable towards the crisis. Reducing the vulnerability of urban land use, with utilizing new approaches of crisis management such as passive defense, can be useful in creating a secure environment in cities. This is of the most important goals, planners and city managers are going to implement in cities; and how to deal with natural disasters, is of the major concerns of societies. This study aimed to evaluate city vulnerability in Mahabad City, Iran, based on the passive defense approach. METHODS: In this applied descriptive-analytical research, the Analytic Hierarchy Process (AHP) model was used to analyze the data, and Geographic Information System (GIS) software was used to draw the maps. Then, to clarify the positive and negative features, or the opportunities and the threats, the Strengths, Weaknesses, Opportunities, and Threats (SWOT) technique was applied. FINDINGS: Based on the AHP model, the highest records were given to vital factors such as networks, fuel storage, water, and electricity, while the lowest records were given to higher education centers. Moreover, based on the SWOT analysis, the most important weaknesses of Mahabad City were as the compact and dense texture of the city, the low width of the most of the passageways, and the aggregation of major activities in the city center. CONCLUSION: Research results show that in Mahabad City, there is no comprehensive plan to secure citizens. Urban planning by relevant institutions and administrative councils does not fit the physical and human components of the city.
Evaluation of the Disaster-related Information Process from the Perspective of Managers in the Iranian Red Crescent Society(مقاله پژوهشی وزارت بهداشت)
INTRODUCTION: Information is known as the main source of power over others. In this respect, the use of correct, accurate, and timely information in decision-making, planning, and other related issues can be effective in the outcome of activities and services provided by organizations. In times of crisis and disaster incidence, information plays a key and crucial role and affects various disaster response processes. This study was conducted to investigate the communication and information processes and information analysis in the Iranian Red Crescent Society at the time of disasters in 2019. METHODS: This qualitative study with a content analysis design was carried out on 17 experts and managers in the Iranian Red Crescent Society. The necessary data regarding the existing information processes were collected through performing interviews with the participants. The collected data from conducting and implementing the interviews were then coded in MAXQDA software using qualitative analysis method and subjected to analysis. FINDINGS: Based on the findings, the majority of the activities of this organization were carried out by holding meetings to make the necessary arrangements. Measures, such as public education and reports to journalists, media, and social networks were provided in the form of written instructions and protocols. It was revealed that such communication means as media, newspapers, 112 emergency SMS system, and Thuraya satellite network were used for information. The tool utilized in the information process in the Iranian Red Crescent Society was the Disaster Management Information System to record information and the history of crises. This system was located and used in the Control and Coordination Center, and recorded all documents related to the events, including photos, videos, and reports and information of rescuers.
Prerequisites for Community-based Disaster Risk Management in Iran(مقاله پژوهشی وزارت بهداشت)
INTRODUCTION: Natural disasters disrupt people's lives, bringing about serious economic and social losses. Disaster risk management is a set of measures, including planning, decision-making, accountability, and operational activities at all levels. Moreover, it is of considerable significance to take advantage of social capacities and community participation before, during, and after disasters. The present study aimed to explain the prerequisites of community-based disaster risk management in Iran in 2020. METHODS: This data-driven qualitative study was conducted using Strauss and Corbin's systematic approach. The statistical population included all disaster management experts and non-governmental organizations in universities, the National Disaster Management Organization, the provincial disaster management departments, and senior managers of the Red Crescent Society. Out of this population, 22 subjects were purposefully selected via snowball sampling taking into account the geographical, climatic, cultural, social, and religious diversity of different regions of the country. The data were collected via semi-structured interviews and analysed using open coding, axial coding, and selective coding. FINDINGS: Based on the obtained results, the prerequisites of community-based disaster risk management include: "legal obligation", "public sensitization", "strategic planning", "public participation", "social capacity building", " building cohesion and empathy ", "action (prevention, preparedness, needs assessment, planning, and response", "formation and development of expert teams", "logistics forecasting and equipment", "preparation", and attention to geographical conditions"." Assessing the Effective Drivers of Balanced Regional Development based on Local Competitiveness (Case Study: Rural Areas of Ardabil County, Iran)(مقاله علمی وزارت علوم)

Purpose - Achieving balanced development and spatial justice with much emphasis on competitive advantages has been constantly the main concern among planners and policy-makers to reduce inefficiency, inequality, polarization, and fragmentation in the spatial structure of different countries. Fulfilling such goals demands the knowledge of local potentials and the way to exploit them in a correct manner. Therefore, this study aimed to identify competitive advantages and levels of living in the study area, and then assess the effective drivers of balanced regional development (BRD) based on local competitiveness using future studies. Design/methodology/approach- An analytical-exploratory applied method was used to reflect on the rural areas and the researchers working on regional planning in Ardabil Township, Iran, were the statistical population. The sample size was thus determined to be 30 individuals using the snowball sampling method (via theoretical saturation). The data were also collected by a Delphi questionnaire, library method, documents, statistics, and initiatives. To analyze the data, Micmac software, the Geographic Information System (GIS software), Microsoft EXCEL, and the Morris method were employed. Finding- Analyzing the research findings associated with the variables as determinants with direct influence showed that among 23 variables in this study, 13 cases were within direct influence-dependence scope or condition but only 12 variables prioritized respectively as policy stability, executive regulations/procedures, price stability and predictability and intervention logic, monopoly prevention, unfair concessions or rents and competitions, removal of administrative barriers to business through delegation approach, effective deterrence of criminal laws and prosecutions in the judicial system, innovation/initiative flow, prevention of biased perceptions of laws by relevant stakeholders, distribution system and marketing status, effective market demand, administrative procedures and business information transparency, willingness to buy foreign goods, as well as auditing and taxing regulations/procedures as determinants had the highest influential power, that is, they constituted the drivers of BRD. Research limitations/implications - Among the most important limitations of the present study was no access to the statistics of all cases and the unwillingness of a number of executive organizations and bodies in Ardabil Township to cooperate. Furthermore, the pivot strategies in this research were established based on local development and BRD strategies. Practical implications - To meet the objectives of BRD planning in the rural areas of Ardabil Township, the key role of the 12 main variables mentioned here should be taken into account. Such variables have high influence and low dependence on BRD improvements in the study area and they are of top priority in planning for BRD based on local competitiveness in the rural areas of Ardabil County, Iran. Originality/Value - Little research has thus far assessed the effective drivers of BRD based on local competitiveness using future studies. Amongst the advantages of the present study, the comprehensiveness and impediment of its research criteria stand out.
