بررسی و ارزیابی ایستگاه های آتش نشانی شهر زابل با روش مدل چندمعیاری (با تأکید بر اولویت های راهبردهای کاهش مخاطرات شهری)

چکیده
خدمات ایمنی و آتش نشانی در زمره مهم ترین خدمات شهری در مواقع آتش سوزی و حوادث دیگر برای شهروندان و ساکنان شهرمحسوب می شود. امدادرسانی به موقع در حوادثی مثل آتش سوزی خسارات جانی و مالی شهر و شهروندان را کاهش داده و از خسارات بیشتر جلوگیری می کند. شهر زابل به دلیل شرایط خاص، به عنوان یکی از شهرهای بحرانی از نظر آتش سوزی به شمار می رود و از نظر تعداد و پراکندگی ایستگاه های آتش نشانی با کمبود روبرو است. هدف مقاله، ارزیابی وضعیت ایستگاه های آتش نشانی در سطح شهرستان زابل با روش مدل چندمعیاری جهت کاهش مخاطرات شهری است. روش تحقیق توصیفی– تحلیلی و مبتنی بر مطالعات کتابخانه ای، اسنادی و بررسی های میدانی می باشد. محدوده مورد مطالعه شامل ایستگاه های تحت پوشش مراکز آتش نشانی شهر زابل است، که به تبع وضعیت های موجود به روستاهای اطراف نیز خدمات ارائه می نماید. ایستگاه ها با توجه به پنج معیار کیفی و کمی با روش TOPSIS مورد ارزیابی قرار گرفتند. داده ها و اطلاعات مربوط به ایستگاه ها و همچنین ارزیابی معیارهای مختلف آن با مراجعه مستقیم به ایستگاه ها و نظرخواهی از مسئولین و کارشناسان ایستگاه ها و شهروندان در قالب 380 پرسش نامه جمع آوری و مورد استفاده قرار گرفتند. نتایج حاصل از بکارگیری روش TOPSIS نشان می دهد؛ که ایستگاه آتشنشانی شماره یک (مرکزی، 956/0) در رتبه اول، ایستگاه شماره دو (خیابان مدرس، 257/0) و ایستگاه شماره سه (شهید باهنر، 084/0) در رتبه های بعدی قرار دارند، با توجه به تحلیل های ارایه شده می بایست آمایش و مکان گزینی ایستگاه ها مورد بازنگری قرار گیرد.Review and assessment of Zabol Fire Stations using multi criteria Model (With emphasis on priorities, strategies to reduce urban hazards)
Safety and fire services are considered to be the most important utilities in times of fires and other events for citizens and residents. Timely relief in events such as fire reduces life and the financial losses of city and citizens and prevents further losses. The city of Zabol because of special conditions as one of the critical cities from the point of view of the fire is considered and it is faced with shortages in point view of the number and distribution of fire stations. The aim of this paper is to evaluate the fire stations condition in city of Zabol with TOPSIS method to reduce urban dangers. Descriptive and analytical method of research is based on library studies and documentary and field investigation. Area covered by the study includes fire stations of Zabol which also offer services to surrounding villages. Stations were evaluated to five criteria of quality and quantity with TOPSIS method. Data and information related to stations, and also assessment of its various criteria were used collected by going directly to the stations and opinion poll of officials of station and citizens in the form of 380 questionnaires. The results of applying TOPSIS method show that a fire station (central, 0.956) in the first rank, number two stations (St. Modarres, 0.257) and station number three (Shahid Bahonar, 0.084) are next in rank. According to presented analysis,we should revise preparation and selection of station.
