بررسی نقش و مشارکت مردم در اداره امور شهری (نمونه موردی منطقه 10 شهرداری مشهد)

چکیده
آن چه امروزه توسعه و بهره وری خدمات شهری را تضمین می کند، مشارکت کلیه ی شهروندان در فعالیت های شهری است که می تواند مشروعیت، مقبولیت و رضایت مندی شهروندان را برای مدیریت شهری توأمان به ارمغان آورد. در این میان توجه به مشارکت مردم در اداره امور شهرها چندی است که در ایران به صورت علمی و عملی مطرح گردیده و اقدامات خوبی نیز در این راستا انجام گرفته اما به نظر می رسد این فعالیت ها آنچنان که باید نتوانسته مشارکت های مردمی را به صورت واقعی در اداره امور شهری جذب نماید. از این رو در این مقاله سعی بر آن شده تا اولاً نقش هایی که مردم در مشارکت اداره امور شهر مشهد داشته اند شناسایی شود و دوماً این نقش ها را به ترتیب میزان مشارکت بیشتر مردم اولویت بندی نموده و از این طریق نقاط ضعف و قوت مشارکت مردم را در اداره امور کلانشهر مشهد شناسایی شود. هدف اصلی این مقاله یافتن نقش ها و میزان مشارکت مردم در اداره امور شهری است. منطقه 10 شهرداری مشهد به عنوان نمونه موردی این پژوهش انتخاب شده و با روش برآورد حجم نمونه کوکران از 380 خانوار به شیوه انتخاب تصادفی خوشه ای پرسشنامه تکمیل گردیده و برای تجزیه و تحلیل اطلاعات و داده های جمع آوری شده و ترسیم نمودار و جداول از نرم افزارهای PASAW و EXECL استفاده شده است. بر اساس تجزیه و تحلیل صورت گرفته با روش توصیفی-تحلیلی؛ مشخص شد که نقش مردم در اداره امور شهر(منطقه10 شهرداری مشهد) به ترتیب اولویت در مشارکت ذهنی– معنوی با 42% ، مشارکت سیاسی با 34% ، مشارکت فیزیکی با 27% ، مشارکت مالی با 23% و مشارکت ابزاری با 3% مشارکت در رتبه های اول تا پنجم قرار گرفتند. میزان مشارکت کلی که حاصل تلفیق میزان مشارکت در نقش های پنجگانه فوق بود نیز با 26% مشارکت نسبتاً کم ارزیابی گردید.Investigating the role and participation of people in administrating urban affairs (A case study of zone 10 Mashhad)
Nowadays, the participation of all citizens in urban activities guaranties the development and utilization of urban services. Public participation leads to legitimacy, acceptability and satisfaction for urban management. Increasing the techniques of attracting public for participation in managing the urban affairs is mentioned in Iran in a few years ago and good works have been done, although these activities fail to increase the public participation in urban affairs. The present studies, first identifies the people roles in public participation in urban affairs, and then prioritizes these roles based on the order of public participation. The purpose of this paper is to find people roles and participation rate in urban affairs. The 10th district of Mashhad municipal was chosen as a sample of this research. The statistical community involving 380 people was estimated through Cochran estimation method. The questionnaires were completed through random selection method. In order to analyze the collected data and draw the charts and diagrams, the EXCEL and PASAW software was used. Based on the analysis through analytical-descriptive method, the findings show that: the role of people in urban affairs management in Mental and spiritual participation with 42%, political participation with 34%, physical participation with 27%, financial participation with 23% and tool participation with 3% were located respectively in grades one to five. The participation rate which was the result of incorporating the participation rate into fivefold role, with 26% was very low.
