زمینه و هدف: فناوری های نوین اطلاعاتی با قابلیت های گوناگونی که به وجود می آورند شرایط جدیدی را در مقابل نهادها و سازمان های امنیتی از جمله نیروهای انتظامی قرار می دهند. این فناوری ها با تغییر دامنه مرزهای متعارف محیط عملیاتی ناجا - از دنیای واقعی و ملی، به دنیای مجازی و بین المللی - تهدیدات و فرصت های جدیدی را در پیش روی این سازمان قرار می دهند. وقوع چنین تغییراتی موجب می شود تا در پاسخ های راهبردی ناجا به شرایط جدید، تغییرات متناسبی صورت پذیرد. هدف این پژوهش، مطالعه فرصت ها و تهدیدات جدید امنیتی انتظامی ناشی از ظهور فناوری های نوین اطلاعاتی مانند اینترنت، ماهواره و تلفن همراه در محیط عملیاتی ناجا می باشد.مواد و روش ها: سه فرضیه محور این مطالعه را تشکیل می دهند که برای آزمون آنها از روش های آماری توصیفی و استنباطی استفاده گردیده است. ابزارهای گردآوری اطلاعات پرسشنامه و مراجعه به اسناد و مدارک می باشد. جامعه آماری مدیران ارشد ناجا و خبرگان آشنا به موضوع تحقیق در سال 1387بوده اند که برای انتخاب نمونه از روش تصادفی ساده استفاده شده و سپس بر اساس فرمول کوکران تعداد 40 نفر انتخاب گردیدند.یافته ها: یافته های تحقیق نشان می دهد با ظهور فناوری های نوین اطلاعاتی، فرصت ها و تهدیدات جدیدی در محیط راهبردی ناجا به وجود می آید. این تغییرات لزوم استفاده از راهبردهای نوین را مطرح می نماید که پاسخگویان از بین راهبردهای پنجگانه، به ترتیب راهبردهای ترکیبی (4.3)، پیشگیرانه (3.5)، همکاری های بین المللی (2.9)، جرم انگاری (2.2) و مداخله گرایانه (2.1) را مناسب ترین نوع راهبرد می دانند.

A Comparative Study of Regulating the Filtering of Cyberspace in the US, the EU and China; Proposals for Policymaking in Iran

The crucial role of cyberspace attracted the special attention of the governments in different countries, which consider it both as a challenge and an opportunity. One of the key policies and preventive measures adopted concerning the challenges posed by the cyberspace is it regulation. In fact, there are only a few states have not taken any steps in regulating their cyberspace. This paper seeks to demonstrate a set of policy proposals for the Islamic Republic of Iran through the study of three leading but different precedents in regulating the cyberspace, including the United States, the European Union, and China. This study employs a descriptive-analytical model, which recommends placing the main investment in and concentration on the final user, employing economic strategies, special attention to governmental and public institutions, prioritizing content removal over blocking, negotiating an agreement with foreign service providers, drafting a content rating system, and using international capacities for cooperation. Accordingly, the final policy proposals for the Islamic Republic of Iran would be decentralization, user-oriented decisions, prioritizing removal over blocking, and monitoring over filtering.

Günümüzde artık insanların alışveriş, dinlenme, müzik, eğlence vb. günlük birçok aktivitelerini yapabildikleri, bilimsel, sanatsal ve felsefi tüm öğrenme ve öğretim eylemlerini gerçekleştirebildikleri, kendisi aracılığıyla tüm dünya ile iletişim sağlayabildikleri internet; dini, fikri ve ideolojik manada da önemli bir konuma sahiptir. Zira bugün, geçmişte klasik medya araçları ile yapılamayan birçok dini, fikri ve ideolojik toplu ve bireysel ritüel, çalışma ve eylem internet aracılığıyla yapılabilmektedir. Bu makalede internetin henüz bulunmadığı dönemlerde Şii ve Sünni dünyadan bazılarının gerçekleştirdiği veya gerçekleştirmeye çalıştıkları mezhepler arası diyalog ve yakınlaşma çalışmalarına kıyasla internet üzerinden yapılan bu türden çalışmalar incelendi. Konunun seçimi dolayımındaki amaç, sözü edilen kıyas neticesi ile internet üzerinden yapılan Şii ve Sünni diyalog ve yakınlaşma çalışmalarının gerçekte yakınlaşma ve diyaloga ne denli hizmet ettiğini ortaya çıkarmaktır. Makale bir giriş, internet öncesi ve internet üzerinden yapılan Şii-Sünni diyalog ve yakınlaşma çalışmaları ve kıyasın neticelerinin yer aldığı bir sonuç bölümünden meydana gelmektedir.

De nos jours, le monde se tourne de plus en plus vers Internet. Grâce à cette invention technologique, les frontières se réduisent voire même s'éffacent à un rythme souvent difficile à contrôler. Les adolescents de nos jours sont pratiquement nés, les pieds dans ce nouveau mode de vie planétaire. Si le maître était autrefois le modèle incontestable aux yeux des jeunes apprenants de sa communauté, aujourd'hui, cette place a tendance à revenir aux réseaux connectés et cela, de manière même plus confortable. Consulter plusieurs maîtres ou enseignants, pour en être aussi à son tour un jour, relevait d'un courage titanesque tandis que aujourd'hui, les maîtres habitent, aux yeux du monde, presque tous, dans la même et unique cour dénommée le Cyberespace. Alors donc, il suffit d'y entrer pour ensuite consulter à sa guise qui on veut et comme on veut sans de se voir humilié par le maître. C'est ainsi que le cyberespace a, aujourd'hui, dans nos sociétés, des capacités incontestables pour éduquer et former la majorité des gens qui en ont accès à travers le monde. Cet enseignement à travers les réseaux sociaux doit tout de même être bien élaboré en fonction des besoins des communautés auxquelles il est destiné. Il doit aussi être accessible aux populations de niveau moyen mais aussi celui à celles de base pour plus d'effets positifs.

At first glance, myths are considered as the old stories but, the truth is that they are the product of a way of man’s wise thinking which have survived in the form of narration and action. Ad the myths answer to the man’s needs of world-knowing , they continue living, in the modern world and by the help of science, through accordance with the mental frames of man. One of the newest fields that benefiting from its capacities help in myth renovation is internet technology. The spread of this wide web has changed it to a modern environment. The subject of digital body in this new environment and its capacities on achieving the collective goals set the ground for the formation of mythical meanings and concepts which challenge the scientific wisdom. Therefore, this research analyzes the capacities of this media in developing the new mythical concepts based on the contemporary myth theory of Roland Barrett and the mythical analysis of Louie Straus . The method is descriptive-analytic and based on the library resources. The results revel that in this modern environment, reality, idealism and fantasy are interwoven in the form of old archetypes and have changed the validity of many concepts. Thinking about Creation, escape from prohibition, simultaneous presence, excess of time and place, unified world, dominance over loneliness and the wishes that came true through the myths, now form a modern thinking horizon in a vital, interactive and experimental environment which renovates the myths inside this worldwide web.

The Effect of Blended Teaching on Reading Strategy Use by Iranian EFL Learners

The present study investigated the effect of blended online and face-to-face instruction on the use of reading strategies by Iranian EFL learners. Out of 100 pre-selected learners, 60 homogeneous participants were identified as intermediate, according to their scores on the Oxford Placement Test. The participants were assigned to experimental (n=30) and control (n=30) groups. Then, a pretest was administered to assess participants’ current knowledge of reading comprehension. Both groups received a 7-session reading instruction. Whereas the experimental group was subjected to blended online environment where they could take advantage of Nicenet platform, the participants in the control group received materials, instruction and feedback through traditional methods in the classroom. After the experiment, the participants were required to take a reading comprehension test similar pretest as the post-test. In order to compare the frequency of reading strategy use by the experimental and control groups, the participants in the two groups were asked to fill out the Reading Strategies Questionnaire both before and after the experiment. The results of t-test between pre- and post-test showed that there is a significant difference between the experimental group and the control group in using the reading strategies.The findings of this study could help EFL teachers and syllabus designers gain insights into the processes learners go through when reading.

Internet users all over the world are increasing day by day and showing great interest for online shopping. The main reason for the high usage of the internet is the affordable price of mobile gadgets and low internet tariff plans. Consumer behavior is influenced by various factors such as culture, social class, reference groups relationship, family, income level and income independency, age, gender, etc. The purpose of this study was to find out the differences in buying behaviors among the university students. The study was carried out using google survey with a sample size of 236 students randomly selected from the university of India and Saudi Arabia. The study shows that University students of both countries have more online shopping experience because they use the internet more frequently and they have larger internet usage. Nowadays Students are more computer professionals and those who use the internet for their study work and assignments work are more active in online shopping. As per student’s opinion, they said few things remember in our mind when coming to payment options credit card is the safest option or using online services like pay pal and google wallet services also a good way but finally, cash on delivery is the best way of shopping online. The result of this study would contribute marketers who want to penetrate the market in India and in Kingdom of Saudi Arab, who are already present in the market and desire to take care of the loyalty and satisfaction of their customers.

The article is devoted to a comprehensive analysis of peculiarities of the content types, which can be placed in social media and Ukrainian Internet media, its differences, types of manipulation, and methods of prevention, perception, and distribution of unreliable information, determination of difference between fact and judgment. The article also analyzes the statistics of social media usage in Ukraine and around the world, using Facebook as an example. Various kinds and types of media existing on the Internet and traditional, conducted a survey of the most popular content using the Starch method, it was possible to identify how a person perceives one content that is placed on different media. The relationship between content type and media type is established. The phenomenon of information restriction, arising as a result of modern algorithms embedded in the Internet companies and social media, their positive and negative aspects and why, therefore, we are deprived of a choice among a wide range of other topics, and learning some other points of view was considered. Examining the origin and meaning of the "Information Bubble" term, the authors propose to use a different term, "Membrane of Relevance", which, in their opinion, is more relevant to the essence of the said concept. The authors propose to use a taxonomy method to determine the impact of content on a particular type of media, which will greatly simplify the content analysis process.

The increase in Internet technology popularity due to the advancement of information technology is bound to rise at an unprecedented pace in China. The development of E-commerce has become an important part of people everyday lives in certain sectors of business activities such as online advertising, online shopping, online promotional advisory and service. This study examines critical factors in online shopping that affect customer satisfaction. The philosophy of positivism was used to evaluate the online shopping behaviour in a Chinese context. The philosophy defines a structural method that combines logical deduction with accurate and well-known observation of personal character and behaviour. The data on the level of customer satisfaction collected by E-mail and survey. The results of the validity and reliability test, Pearson's correlation and Multiple Linear Regression analyses suggested that online shopping websites’ privacy, delivery system and service quality would improve customer satisfaction in China. The Companies must carefully develop the E-commerce environment in terms of customer behaviour in China, emphasizing the factors that have a significant impact on their online customer satisfaction

The progression of Internet as a vehicle to penetrate and develop markets is far reached. Advancement in telecommunication and technology are very rapid in Malaysia. Further, the spur is supported and promoted by the government whilst Malaysian’s are receptive to this. However, Malaysian retailers seem to channel much of its turnover through the old avenue. This study is a litmus test on Malaysians awareness on the local apparel sites. Some of the highlighted rationale to shop for apparels online is the experience, convenience and availability. On the flip side, non-user friendly, safety and non-sensory environment are underscored. These variables are analyzed using Chi-Square analysis to test its statistical independence, followed by correlation and further regressed. The research is focused on university students within Klang Valley. There are limited resources to previous studies done on this subject as source of reference. Therefore, further studies can bring forth insights on retailers in Malaysia and the consumer’s behavior; or either one, as the catalyst influence awareness on our local apparel sites. Rhetorical as it may sound, no one is prepared to assume risks in a questionable market

The main idea of IoT is to connect several objects to each other through Internet. In the field of Computer Network the main problem identified by researchers is network congestion. Now a day’s network congestion is increasing very rapidly because IoT connect a huge number of devices to internet. A transport layer protocol TCP (Transmission Control Protocol) is accountable for network congestion control. The behavior of TCP is not stable as it takes long time to fill the available capacity of the network. It also continuously keeps assessing the capacity of data transmission through increasing the limits.TCP drops its data transmission rate aggressively when packets are dropped, which significantly reduces the throughput. This paper suggests a new approach, stable transmission control protocol for IoT applications. The experimental results show that stable transmission control protocol achieves better performance in terms of goodput.

This study was conducted to evaluate the competitiveness and loyalty between the Internets and has been in the insurance industry. The questionnaire was used to collect data. The questionnaires were distributed among 93 Iranian insurance company clients. In order to analyze the data and present the results of SPSS software and structural equation is utilized. The results of this study indicate that the Internet and the Competitiveness and loyalty based on statistical correlation have been made accordingly, all the assumptions in the research that indicates a significant relationship between the Internet and the loyalty and competitiveness component is approved.

The outbreak of war in Ukraine at the same time as the Beijing 2022 Winter Olympics once again called the world sports to engage in international military warfare. The aim of the present study was to investigate the role of sports deterrent in the prevention of international military wars. The present study was a qualitative-netnogeraphy method, which was conducted by studying various websites and social networks such as Instagram and official websites of BBC sport, CNN sport, ABC sport, Varzesh TV, Olympics and FIFA World Cup pages. The results indicated that sport sanctions of Russia categorized to personal (8) and organizational (21) concepts. Although Sports is a non-political phenomenon, it can play as a peace-making factor to decrease the political and military pressure on nations. Today, athletes, because of their billion audience on social media and messengers, have an irreplaceable impact on the public, including efforts to curb violence, aggression and incitement to war, including effective sports in promoting international peace.

This paper argues that Iran needs to review and reform its press legal regime with much greater consideration for new technologies in today’s information society arena. A free press is one of the few, and possibly the only, means to force the government to be held accountable for its actions. The history of press law in the Islamic Republic of Iran (IRI) dates back to the creation of the first legislation (1930) in this country. Today, with the innovative advances in communication and the needs of “netizens” (a term for citizens who use networks for communication), the IRI Press Law does not have sufficient flexibility with international documents or reflect the impact of new technologies regarding the freedom of expression. Therefore, many of the questions in this era remain unanswered

راهکارهای نوین برای آموزشگران به منظور کاربرد فناوری های اطلاعات و ارتباطات در آموزش علوم

علوم مهندسی از جمله علومی است که با پیشرفت و توسعه هر کشور ارتباط تنگاتنگی دارد. بررسی های انجام شده نشان می دهد که کشورهای پیشرفته علی رغم تلاش گسترده شان نتوانسته اند افراد زیادی را در داخل کشور به این رشته های علوم مهندسی و نیز علوم پایه جذب کنند. تحلیل های انجام شده نشان می دهد که یکی از دلایل این امر، روش های آموزش علوم به خصوص در دوران قبل از دانشگاه است. از سوی دیگر، مطالعات انجام شده تیمز نیز بیانگر بعضی از واقعیت ها در بار ه وضعیت نامطلوب شیو ه های آموزش علوم در بسیاری از کشورها از جمله کشور ایران است. عده ای از صاحبنظران معتقدند که برای بهبود بخشیدن به وضعیت فعلی علوم باید روش های متفاوتی برای تدریس و سازماندهی برنامه های درسی جستجو کرد. یکی از این راه ها توجه به فناوری های آموزشی و کاربست فناوری های نوین در آموزش است. نتایج پژوهش ها نشان می دهد که برای ایجاد تغییر و تحول در آموزش علوم، بهره گیری از فناوری ها در تمام مراحل یاد دهی یادگیری باید به منزله یک اصل تلقی شود و برای تأمین فناوری ها پیش بینی های لازم به عمل آید. از سوی دیگر، ارتباط های آموزشگر و فراگیر باید از ارتباط های یک سویه به برقراری ارتباط های چند سویه سوق داده شود. این نقش هنگامی به خوبی ایفا می شودکه آموزشگران و فراگیران توانایی لازم برای بهره گیری از این فناوری ها را داشته باشند و به تأثیر فناوری بر اثر بخشی تدریس و یادگیری اعتقاد و ایمان داشته باشند؛ در غیر این صورت بهره گیری از این فناوری ها اثربخش نخواهد بود. لذا، با ارائه راهکارهایی در این مقاله، آموزشگران می توانند از ضعف خود در این زمینه آگاه شوند و در صدد رفع آن برآیند. در این مقاله با بهره گیری از نتایج پژوهش های انجام شده، در باره مطالبی مانند: اهمیت بهره گیری از فناوری، نقش فناوری در تدریس و یادگیری علوم و موانع بهره گیری از آن بحث و توصیه هایی درخصوص چگونگی بهره گیری از فناوری در آموزش علوم بیان شده است.

The Fourth Wave of Feminism and the Lack of Social Realism in Cyberspace

Recent years have witnessed a surge in research on the impact of the cyberspace on social movements. The feminist movement has built a vocal platform online which attempts to underscore sexual violence against women. Scholars have begun to suspect that the internet has ushered in a new wave, the fourth wave of feminism. The fourth wave’s main feature is its reliance on social media. The accessibility, reach of a widespread audience, low costs and user-friendly environment have encouraged women to use social media to speak out against various forms of sexual violence directed against women. It is also assumed that going forward; the movement will also tackle issues such as the gender pay gap, neoliberal policies, maternity leave, and cultural sexism. Moreover, the internet-based movement is striving to bring to the fore the topic of intersectionality, that is, the intersection of oppressive institutions, and the attempt to rectify the failings of past waves by representing those oppressed by multiple institutions such as sexism, classism, and racism. This commentary provides an overview of the emerging academic literature on the fourth wave of feminism and critically reflects the lack of social realism in its existing form of knowledge production.

New Media and Ideology: A Critical Perspective

Media is considered as one of the ideological apparatuses. This research is based on the question in parallel of enhancing technology and the formation of new media, as well as change passive audience into the active user, can these media still be called ideological? If so, the question is that how does the new media, despite the adaptation of interaction from the internet, find the ideological function? This paper discusses the role of the concept of the ideology for understanding social media critically. This study based on Althusser's definition of ideology and Habermas's theory about the public sphere creates consultative democracy led it to evaluate new media, their behavior and practices. The paper was developed based on a qualitative approach and descriptive-analytical method. As a result, new media owners are looking to create a two-tier Internet in which commercial content is more important than public content. Commercial content is managed by the ruling power and is governed by an ideology, which is the ideology of the ruling class. On the contrary, public content is controlled by media owners and contains a variety of ideologies that carry different ideas and meanings. The contemporary media system, through its ownership has divided media audiences into smaller groups (specific audiences), and has severely restricted fair access and participation in the public sphere, so that the ideological aspect of new media remains unchanged, but it emerges in the new shapes.

American Artistic Exceptionalism and the Internet

It is believed that a considerable part of the American public believe in American exceptionalism, a belief that the United States possesses unique qualities and a special destiny that sets it apart from other nations, often linked to ideals of democracy and freedom. But are there people in the US who are artistically exceptionalist too? We used GSS 2014 survey data and selected those cases that either said they were somewhat proud or very proud of American artistic achievements. Overall, 1043 respondents fell in this category of American artistic exceptionalism and we put their data in a new SPSS file for further analysis. Initially, we held the belief that individuals who espouse American artistic exceptionalism were predominantly male, inclined towards conservatism, and aligned with the Republican party. However, our findings unequivocally refute these preconceptions.
