A Theoretical Treatise on the Role of American Think Tanks in US Relations with the Muslim World: An Exploration into the Ideational Structures of American Exceptionalism and Orientalism(مقاله علمی وزارت علوم)

As a theoretical treatise, the present article brings to light the applicability of constructivism to the study of think tanks as ideational agents actively participating in the construction of ideational structures that constitute American identity, interests, and policies. It is argued that when discussing think tanks’ production of expertise and policy advice on U.S. relations with the Muslim world, American exceptionalism and Orientalism operate as two interconnected ideational structures influencing the process. Based on a constructivist framework, an investigation into the role of think tanks in U.S. foreign policy should not begin at the final stage of policy formation; rather, it is necessary to look into how think tanks influence the process of policy making at the ideational level. As such, the characteristics of U.S. foreign policy toward the Muslim world will remain unchanged as long as there is an ideational commitment to the creed of American exceptionalism; that is to say, as long as American exceptionalism constitutes American identity, American interest, and thus American foreign policy behavior toward the Muslim world. Think tanks, as the special focal points at the intersection of the political realm, the academia, and the media, serve as the hubs of American exceptionalism and Orientalism. As long as this dual creed is continually reproduced in the think tank world, it is logical to conclude that no change is in sight with regard to U.S. foreign policy and American unilateral interventionism in the Muslim world. A break with American exceptionalism and Orientalism in the think tank world, in turn, would signal the beginning of a new era in the operation of American foreign policy.

The “Black Lives Matter” civil rights movement has left profound effects on the international approach of the US government toward human rights. This movement reached its peak in 2020 and profoundly affected culture, politics, and policy making in the US. The two major parties reacted differently – the Democrats showed support but Republicans opposed it. These reactions help us analyze the US international policy toward human rights. US human rights policy has been embedded in the theory of “American exceptionalism”, which considered US the best incarnation of human rights and its interests as a superpower equal to its protection. But the Black Lives Matter movement challenges this narrative and claims that human rights violations are an untold part of this story. The Democrats have adopted a new approach to American exceptionalism in response which considers The US to have an exceptional potential to embody human rights values but this potential is yet to be realized. Joe Biden has also prioritized human rights more than his predecessors since 1980s by criticizing the US and also adopting harsher policies toward US allies that violate human rights. It can be predicted that the Democrats will adopt a more normative approach toward human rights in the future.

Institutional Hegemonic Resilience: Understanding the Dynamics of American Exceptionalism in the Institutional World Order(مقاله علمی وزارت علوم)

The post-world war liberal order has been primarily based on the pillars of international institutions inspired from the idea of multilateral agreements and rooted in the ideological components of Western enlightenment and liberal tradition. This orderو which has been established and consolidated by a complex set of regulations in form of international institutions, trade agreementsو and security alliances, continued to function well after the bipolar system of the Cold War, into the hegemonic US-led era. The principal ideology of this hegemony borrows its spirit from an exceptionality of identity, the much discussed, yet disputable concept of American Exceptionalism. By performing a critical discourse analysis on presidential State of the Union addresses post-World War II regarding nuclear institutional hegemony, this research identifies the way in which political identity and ideational elements, derived from the notion of American Exceptionalism, have played a key role in the strategic culture of America, shaping its grand strategies throughout the past decades to create and maintain an institutional hegemonic dominance in the global arena, and in the nuclear regime as a case study. As a result of the theoretical and critical discourse analysis combined, the concept of Institutional Hegemonic Resilience has been offered to explain the dynamics.

American Artistic Exceptionalism and the Internet

It is believed that a considerable part of the American public believe in American exceptionalism, a belief that the United States possesses unique qualities and a special destiny that sets it apart from other nations, often linked to ideals of democracy and freedom. But are there people in the US who are artistically exceptionalist too? We used GSS 2014 survey data and selected those cases that either said they were somewhat proud or very proud of American artistic achievements. Overall, 1043 respondents fell in this category of American artistic exceptionalism and we put their data in a new SPSS file for further analysis. Initially, we held the belief that individuals who espouse American artistic exceptionalism were predominantly male, inclined towards conservatism, and aligned with the Republican party. However, our findings unequivocally refute these preconceptions. In instances such as political leanings and voting patterns, the data demonstrated precisely the opposite trend, revealing that American artistic exceptionalists were more inclined to identify as Democrats rather than Republicans.
