Exchange-traded derivatives, i.e., futures and options are the most powerful financial instruments in financial markets for hedging policies aimed at managing the price risks which are originated in physical markets as well as for speculative strategies. After a brief reference to the nature of these instruments, we have shown in this paper that derivatives, which are basically advanced innovations in financial studies, can be extremely risky and complex in practice, hence may be considered as a constant threat to international financial stability. Despite the presupposition of financial economists that innovation is the engine of growth and “capitalism’s foundational energy”, we have concluded that the widespread application of derivatives during the past two decades together with the complexities of hedging and speculation strategies, which can be misused by financial investors, can be considered as one of the main causes of the failure in market discipline mechanism which manifested in the financial crisis of 2008 and its aftermath. The effectiveness of financial regulation is a challenging question which naturally arises in this context.

A Comparative Study of Regulating the Filtering of Cyberspace in the US, the EU and China; Proposals for Policymaking in Iran

The crucial role of cyberspace attracted the special attention of the governments in different countries, which consider it both as a challenge and an opportunity. One of the key policies and preventive measures adopted concerning the challenges posed by the cyberspace is it regulation. In fact, there are only a few states have not taken any steps in regulating their cyberspace. This paper seeks to demonstrate a set of policy proposals for the Islamic Republic of Iran through the study of three leading but different precedents in regulating the cyberspace, including the United States, the European Union, and China. This study employs a descriptive-analytical model, which recommends placing the main investment in and concentration on the final user, employing economic strategies, special attention to governmental and public institutions, prioritizing content removal over blocking, negotiating an agreement with foreign service providers, drafting a content rating system, and using international capacities for cooperation. Accordingly, the final policy proposals for the Islamic Republic of Iran would be decentralization, user-oriented decisions, prioritizing removal over blocking, and monitoring over filtering.

Low Statutory Power of the Central Bank of Islamic Republic of Iran(مقاله علمی وزارت علوم)

Once the responsibilities of central bank increases, developing good governance for achieving its different aims to satisfy the required statutory power becomes more complicated. In the case of the central bank of Islamic republic of Iran - as monetary policymaker and supervisor-this issue is valid as well. Considering the necessity of independency, accountability, and transparency for developing good governance to achieve required statutory power, current laws on the central bank and banking, and the bills on these laws have been evaluated. Since these bills have not been developed based on the importance of the main pillars of central bank governance regarding its core functions and the current laws do not support these pillars as well, we cannot expect that the central bank attains required statutory power. Hence, these bills should be modified to consider these pillars and enhance the level of central bank’s governance and its statutory power. JEL Classification: E52, E58.

Is It Necessary to Restrict Forex Financial Trading? A Modified Model(مقاله علمی وزارت علوم)

The Central Bank of Iran banned online currency trading through Forex brokers in November 2016. However, some Iranian speculators still trade in the online Forex market. Is this prohibition on Forex trading reasonable? According to reports, the majority of Forex day traders fail and leave the market within six months to a year. Some scholars attribute this failure to the changeable characteristics of the losing traders, including low startup capital, failure to manage risk, lack of discipline, and impatience. The purpose of this study was to explore why the majority of traders fail and to investigate the relationship between the Forex market features and the risk of failure. We developed a previous model to address this issue. Given the Forex market is a zero-sum game; the break-even point of the representative player was formulated. The model and simulation results indicated that the expected likelihood of loss is directly related to market features such as leverage, volatility, and the frequency of trading. The minimum rate of expected return, high volatile days, and spread were the other factors affecting the risk of loss. In conclusion, the study confirms the extremely high level of risk in Forex trading, which is inappropriate for the majority of individual investors. Moreover, policymakers need to consider the high risk of loss in this market, and some appropriate regulations seem reasonable on the Forex trading.

Regulating Iranian Card payments System as a Two-Sided Market(مقاله علمی وزارت علوم)

This paper examines the necessity of regulating the Iranian card payments system (SHAPARAK) based on the theory of two-sided markets. The expansion of the payment card system in recent years has arisen some questions regarding the role of all kinds of costs and expenses such as interchange fees, cardholder fees, merchant fees, and network externality in balancing the market. Since there is only an interchange fee in Iran, regulation of the card payments system is necessary to assess the variables affecting this system. The data used in this study consist of 1218 observations of 29 banks from March 2016 to August 2019. The econometric method for this purpose is the fixed effects panel data model. The results indicate that the interchange fee has an essential role in balancing the Iranian card payment system market. Also, network externality makes the opportunity for balancing the market by decreasing the interchange fee and finally reducing transaction costs for acquirer banks. This policy can lower the interest rate of the bank loans because, in the Iranian card payment system, cardholders and merchants do not pay fees for transactions. So, banks try to attract clients for issuing cards and receive interchange fees as revenue to compensate for the payment network costs by the interest rate of loans. Overall, the results of the estimated model show that improving the card payments system in Iran should be regulated by related organizations.

There are many complex issues to consider regarding regulation of social media companies. The author looks at all three areas separately to try and understand the motivations and expectations of each entity.

Google’s University? An Exploration of Academic Influence on the Tech Giant's Propaganda

This article sheds light on the symbiotic relationship between academics and Google's propagandistic endeavors to normalize the unilateral exploitation of user data. While technology enthusiasts often praise Google's innovations, little attention is given to the company's trajectory from a small start-up to a global behemoth. The authors argue that academia plays a significant role in fostering a sense of gratitude among users for Google's services, despite relinquishing their rights and privacies. Google's substantial financial support for academic conferences and grants to researchers fuels the narrative that its data usage is both legitimate and altruistic. However, this paper reveals instances where Google has exerted pressure on academics to produce favorable articles and penalized those who refused to comply, effectively influencing academic discourse to bolster its image as a benevolent corporation.
