The group calling itself the Islamic State poses a grave threat, not just to Iraq and Syria but to the region more broadly and to the United States, as well as its global coalition partners. A deadly and adaptive foe, the Islamic State seemed to come out of nowhere in June 2014, when it conquered Mosul, Iraq’s second largest city. However, the Islamic State of today is the direct descendant of a group that Iraq, the United States, and their partners once fought as al-Qaida in Iraq and then as the Islamic State of Iraq.
Analysts and specialists had already spent years studying the group and actually knew quite a bit about it: how it financed and organized itself, how it established control, how it responded to air power, and what its ultimate goals were. The Republican meme is that every problem, including in the Middle East, is Barack Obama’s fault. Although emphasizing independence and self-reliance for America, they deny responsibility and accountability for their party. According to the GOP, George W. Bush left America and the world secure. The feckless Obama administration allowed the collapse of Iraq and rise of the Islamic State.
For instance, Jeb Bush defended his brother’s policies. He cited the “brilliant, heroic, and costly” success of the Iraqi troop surge, asking “why was the success of the surge followed by a withdrawal from Iraq, leaving not even the residual force that commanders and the joint chiefs knew was necessary?” He complained that “now we have the creation of ISIS.” In contrast, he contended, “had we kept the 10,000 troop commitment that was there for the President to negotiate and to agree with, we probably wouldn’t have ISIS right now.” Bush declared that “The one thing about my brother: he kept us safe.”
Historical Analysis of the Iraqi Shiites’ Status from the Era of Imam Ali (AS) until the fall of Saddam(مقاله علمی وزارت علوم)

Abstract: Iraqi Shiites make up near 60 percent of the population live in the southern half of the country. However, they have been rarely in the circles of power throughout history and often under colonial domination of minorities that reached its peak during the rule of the Ba'ath Party. Thus, the Shiites were considered as an opposition through the history of Iraq, particularly after the World War I and the entry of Britain, although the intensity of the struggle varied according to different conditions. As noted, the Shiites who were in a weak position throughout the Iraq's history were able to gain significant influence on the structure of the Iraqi government and build a Shiite government due to changes in their country after 2003. The Shiites pursue their goals as Islamist parties and groups, and although they differ in many details of their goals, they are united in their general identity, Islam, and establishment of a Muslim community, and seek, in the light of reli-gious doctrines, giving meaning to future policies of their country. This research aims to investigate the Iraqi Shiites’ historical status from the era of Imam Ali (AS) until the fall of Saddam.
A Constructivist Analysis of the Formation of ISIS in Iraq and its Challenges and Opportunities for Iran(مقاله علمی وزارت علوم)

A Takfiri is a Muslim who accuses another Muslim or an adherent of another Abrahamic faith of apostasy. The accusation itself is called Takfir, derived from the word kafir (unbeliever). The emergence of ISIS in the Middle East region and the territories in the vicinity of the Islamic Republic of Iran, as well as the support of some of the regional and extra-regional countries of this current, have led to profound changes in the local equations. The purpose of the present article is to examine one of the Middle East's fundamental problems in recent years is the emergence of Takfiri Terrorist groups particularly in Iraq. It is necessary to evaluate the theoretical emergence of the phenomenon of ISIS in this country. In terms of cultural and ethnic diversities, Iraq has always been involved with terrorist movements. A typical example of this phenomenon is the emergence and empowerment of ISIS. The control of ISIS over large Iraq and Syria areas has surprised many scholars in political and security circles. The main question is; ‘what platforms and components have been influential in the empowerment of ISIS in Iraq?’ Therefore, the main question to be explored in this study is: ‘what causes and factors led to the formation of ISIS in Iraq?’ Using a theoretical framework and a constructivist methodology and the consideration of the ontological categories that have an excellent capability to explain the emergence of ISIS in Iraq, this paper examined subjective and objective causes of ISIS's formation in Iraq.
Zionist Regime and Kurdish Issue: New Peripheral Strategy(مقاله علمی وزارت علوم)

Since the expansion of ISIS in the summer of 2014, Israeli leaders have increasingly proclaimed the Kurds’ right to an independent state in Iraqi Kurdistan. So an important question is raised. What is Israel`s main objective towards to Kurds and their efforts for independence? Based on the «peripheral strategy», what could be place of the Kurds in Israel’s strategy in the Near and Middle East? If does Israel consider the Kurdish issue as vital component of its priorities in the foreign policy or see it just as a temporary benefit in its regional security considerations? Relying on the various comments and opinions, our study uses the contextual analysis for finding the facts and presenting the impartial final analysis. Our analysis is shaped and developed by the facts reported and discussed by the experts as well as by real strategic considerations of the players. I try to shape my argument based on two pivotal considerations, first ethnical debate and second Tel Aviv`s long term strategy in the region. Based on both of them, the Kurd issue will be a marginal not main concern for Israel. Iraq, as Iran's western neighbor, has the appropriate and potential capacity for regional interaction and cooperation. Accordingly, intelligent and planned interaction with this country can be important for the production of wealth, power and national security of Iran. Being aware of this, regional powers are also investing in Iraq ostensibly to rebuild the country, but in practice with political motives, and this could pose a threat to Iran. The present study seeks to answer the main question: What effect does the investment of regional powers in the reconstruction of post-ISIS Iraq, which is done in the shadow of the passivity of Iran's economic presence in this country, have on Iran's national security? The study claims that the investment of regional powers in Iraq, which leads to an increase in the influence of these powers and a change in Iraqi policies and orientations in the shadow of Iran's economic passivity in this country, increases Iran's national security threats in economic, political, social, military and environmental fields. The present study tries to investigate the subject with a descriptive-analytical method.

Environmental sustainability and human settlement are tightly intertwined with water. Therefore, water has had a history-maker function throughout the history of ties between human communities and politico-spatial units. Over the past decades, water consumption has increased in parallel with a reduction in the levels of these strategic resources, thereby orientating the hydro politics-based foreign policy of nations, particularly in low-precipitation regions. In this vein, Iraq’s geographical position is such that several seasonal and permanent rivers running in western Iran flow into its western neighbor, providing for water supply security in some eastern regions of that country. Over the past one and a half-decade, drought-stricken Iran has moved to harvest water flowing out across its western borders, which has consequently reduced water inflow into Iraq and stirred up hydropolitical tensions between the two nations. This research aims to identify effective driving forces in transforming hydropolitical tensions to water cooperation between Iran and Iraq. The functional data required for this research has been gathered by the library-survey method (interview and expert forum) to be analyzed with a combined quantitative-qualitative approach and applying structural analysis. The research found that water diplomacy has a strategic role in reducing hydropolitical tensions.
COVID-19 Pandemic and Fraudulent Financial Reporting Motives in Emerging Markets: A Comparative Study(مقاله علمی وزارت علوم)

The study aims to investigate and comparatively identify the effects of the COVID-19 pandemic on fraudulent reporting motives in three emerging markets, namely Iran, Iraq, and Egypt. The present research method is a descriptive survey. The statistical population consists of independent auditors in three countries, and field methods and questionnaires have been used to collect data. The results indicate that COVID-19 pandemic affects management motives for committing fraud. They include respectively: sudden personal financial needs, need to receive financial resources for firm, pressure from owners in family companies, tax incentives, greed, government pressure in state-owned firms, concealing financial distress, avoidance of exclusion or deterioration in stock market, trust and self-esteem, tendency to increase compensation/payment of the management, pressure due to threats and compulsion, concealment of personal and illegal exploitation of assets, implementation or going beyond analysts’ forecasts, high levels of market competition, revenge, manager’s culture and values, management ideology or beliefs, and comparison of social status. This is the first study to investigate and compare the impact of the COVID-19 pandemic on fraudulent reporting incentives in emerging markets. Further, this study was conducted in three countries of Iran, Iraq, and Egypt, which have different contextual conditions (political, economic, cultural, etc.), indicating the impact of environmental conditions on the effects of Covid outbreaks. It can help stakeholders, including legislators, capital market regulators and auditors in other markets, especially emerging markets, to deal with the risk of fraudulent reporting during the COVID -19 and other similar crises.
Pilgrimage and Conflict Resolution: The Case of Interpersonal Contact between Iranians and Iraqis in the Arbaeen Walk(مقاله علمی وزارت علوم)

Given the history of conflict between Iran-Iraq (1980-1988), the present paper investigates whether interpersonal contact between Iranians and Iraqis, through religious tourism, has assisted in changing the perception of the Iranians toward the Iraqis. To this aim, the researcher chooses the Arbaeen Pilgrimage—the world’s largest annual gathering in Karbala—and the interaction of the Iranians with Iraqis as its case study. To observe the cultural contact of foot pilgrims to Karbala, the researcher traveled to Iraq in 2019 for five days to participate in a 78 km. walk from Najaf to Karbala. The paper uses semi-structured face-to-face interview as research method. To account for diverse demographic characteristics of pilgrims, potential participants were approached randomly. Overall, 24 interviews with 14 female and 10 male Iranian pilgrims were conducted. Participants comprised Iranian people aged 14 to 57. Each interview lasted from 20-35 minutes. The paper uses integrated threat theory and Contact Theory to analyze the data. It will be argued that under Gordon Allport four optimal conditions-- i.e., a.) equal status; b.) common goals; c.) intergroup cooperation, and d.) support of social and institutional authorities-- intergroup contact between Iranians and Iraqis has helped in reducing prejudice, while diminishing old hostilities.
The Factors Affecting the Gender Equality in Iraqi Football Setting(مقاله علمی وزارت علوم)

This research aims to study the factors affecting gender equality in Iraqi football setting. The current research is based on a quantitative approach. The research population consisted of the employees of the football federation, players, and football coaches in Iraq. Based on Morgan's table, 384 people completed a researcher-developed questionnaire through random sampling. The content validity of the questionnaire was confirmed by eight professors of sports management. Convergent and divergent validity and composite reliability were checked and confirmed by the PLS software. Findings showed patriarchal culture, gender stereotypes, the variable of gender inequality in broadcasts, the biased performance of social media in gender equality, gender inequality in budgeting and financial support, the variable of public support for men's football, and inequality in accessing to sports facilities and equipment have significant effects on gender equality in Iraqi football setting. However, the findings reveal that family restrictions do not have significant effect on gender equality in Iraqi football setting.
The Impact of Synchronous Online Teaching on Iraqi EFL Learners’ Oral Comprehension(مقاله علمی وزارت علوم)

Today, technological applications provide language learners with many possibilities to improve their learning. Online learning environments create opportunities for more flexibility, interaction, and collaboration in a way different from face-to-face learning environments. This study attempted to investigate the effects of synchronous distance education on the oral comprehension of Iraqi English language learners. The participants were 19 Iraqi English as a foreign language (EFL) learners in a language institute in Karbala, Iraq. All learners were following the same language course at the B1 level. These learners were randomly divided into three groups: the face-to-face control group, the experimental group taught via the Adobe Connect platform, and the experimental group taught via the Skype application. The data were collected through pre- and post-oral proficiency tests. The findings showed significant differences in the improvement of oral comprehension among the three groups. Experimental groups scored significantly higher than the control group. Moreover, the results indicated that the Adobe Connect-based instruction had a better effect on the learners’ oral comprehension in comparison to the Skype-based instruction. Concerning the performance of males and females in the experimental groups, the findings showed a significant difference between females and males in the Adobe Connect condition, with females showing more improvement. However, no significant difference was observed between males and females in the Skype group. The study stresses the mediation of virtual classrooms in enhancing EFL learners’ learning achievements. Relevant pedagogical implications for classroom practice in EFL education are presented and discussed and some suggestions are made for future research
The Components of Intercultural Competencies of Iraqi Senior Managers in Health Organizations(مقاله علمی وزارت علوم)

The current research was conducted to analyze the components of intercultural competencies of senior managers in Iraqi health organizations with a qualitative method of thematic analysis using Sterling's (2001) approach. The research community was the senior managers of the Ministry of Interior, hospitals, and health service institutions of Iraq, among whom 20 people were reached through purposeful sampling based on specific criteria, and data saturation was reached. Data validity was confirmed by two coders and external auditors. Results indicated that the 83 codes extracted in the interviews can be categorized into five dimensions: knowledge, attitude, insight, action, and intercultural ability. The results of the content analysis of participants' interviews showed that intercultural competency can be divided into five levels of knowledge, insight, ability, activism, and intercultural attitude, with ten components of intercultural awareness, intercultural education, understanding of cultural context, cultural self-efficacy, intercultural adaptation, intercultural sensitivity, intercultural experience, intercultural communication, intercultural positivity, and empathic attitude. To achieve effective intercultural communication, Iraqi senior managers need to learn intercultural competencies to achieve a high level of communication and development in health organizations.
A comparative Study of Iranian and Turkish Cultural Diplomacy in Iraq (2003 - 2020)

The purpose of this study is to conduct comparative review of Iran and Turkey’s cultural diplomacy in Iraq after the US invasion and the fall of Saddam Hussein's regime. Iran and Turkey, as two influential powers in the developments of the Middle East, are trying to advance their cultural diplomacy in Iraq according to the nature of their government, goals, and aspirations. The main question of the research is, “On what approach are the effectiveness factors of Iranian and Turkish cultural diplomacy in Iraq between 2003 and 2020 based?” The hypothesis is that Iranian cultural diplomacy in Iraq after 2003 has been following Shi’ism, the axis of resistance, and Iranianism as the cornerstones of its approach, as opposed to Turkish cultural diplomacy that is based on Turkish nationalism and neo-Ottomanism. Accordingly, each of these governments is trying to exert influence in Iraq using soft power and cultural diplomacy. In doing this, Iran and Turkey have different conditions, opportunities, threats, and tools to advance their cultural diplomacy. The research findings indicate that Iran is in a better position than Turkey in terms of conditions, opportunities and tools but the focus on Shiism and the issue of resistance in Iraq has led to little attention paid to other features of cultural diplomacy. In contrast, Turkey, with its benefit-oriented and opportunistic approach, has been able to make the most of tools such as Kurdish language and literature, media diplomacy, tourism development, scientific and educational topics, etc. through careful planning and has gained more influence in Iraq. The method of data analysis is descriptive-analytical and the data collection was carried out via library research.
The Uprising of 1920, the Ruḥaniyyat (Clergy) and Arab Nationalism in the Entry of Iraq into the New Era(مقاله علمی وزارت علوم)

The uprising of 1920 in Iraq is the most important historical, political and social event of current Iraq in entering the new era. Some of the analyzes under the concept of secularism have introduced this uprising as a national and secular uprising. Another part of the analysis has presented a religious and Islamic analysis of this uprising using the concept of political Islam. In this article, an attempt has been made to show the ineffectiveness of these discourses in analyzing and understanding events such as the 1920 Iraqi uprising by contextualizing the concepts of nationalism, secularism, political Islam and related concepts. From this point of view, the image presented in the form of these analyzes of the 1920 Iraqi uprising is therefore neither secular nor under the concept of political Islam that can be understood, interpreted and analyzed. Even as some are trying to include it under the incompatible concept of Islamic nationalism, they have also suffered a kind of confusion in understanding it. This uprising shows the ineffectiveness of these concepts in understanding the socio-political phenomena of the Islamic world. In this regard, an attempt has been made to show the importance of the 1920 Iraqi uprising in the foundation and deconstruction of the dominant concepts and paradigms in the political field. Also, the power and potential of this uprising in creating new models of politics and governance in the geographical border between concepts and dualities such as secularism and theocracy will be highlighted

As a result of to the colonial experience, there is very little overlap between geographical and identity boundaries in the Middle East countries. Most countries of the region like Iraq and Lebanon are a heterogeneous mix of different ethnicities, religions and races with a history of identical crises. This situation has led to the emergence and spread of sectarianism in society and the political structure of Middle Eastern countries. Hence, the political structure of Iraq and Lebanon has been consolidated based on the identical distribution of power in which each identity base assumes a share of power. An important issue is the inefficiency of the identity-based power distribution system. The key question, therefore, is: why is the political structure based on identical power distribution in Iraq and Lebanon inefficient? To answer this question, using a comparative method, the mechanism of power sharing referring formal documents and constitutions of the two countries, six indexes of political efficiency, and also the reasons of inefficiency has been analyzed.

Providing strategy in foreign policy orientation makes the following categories important: the necessity of correct and complete understanding and manipulating of national power and strength; the requirements and characteristics of the external environment, governing rule and pattern in a regional and international environment; recognizing the opportunities, environmental vulnerability, and existing threats and many other factors. Due to the geographical and cultural proximity of the two countries, as well as their neighborhood, the expansive relations between Iraq and Iran are very essential which lead to security establishment in the Middle East. This study's purpose is to show the capability/validity of the SWOT model used in the Islamic Republic of Iran foreign policy orientation field in Iraq post-Saddam. The main question is this, “based on SWOT analytical model, what and how appropriate strategies can be presented in the Islamic Republic of Iran foreign policy orientation in post-Saddam Iraq?” SWOT model is based on strengths, weaknesses, opportunities, and threats in both internal and external dimensions. Developing strategies based on SWOT is the new point of the current article. The findings show that one successful tool in the Islamic Republic of Iran's foreign policy orientation and policy-making in post-Saddam Iraq is a realistic understanding of Iraq's current situations. Proper analysis of opportunities, threats, and the associated strengths and weaknesses can determine Iran’s foreign policy orientation towards its fundamental and defined interests.
Sectarianism, Hybrid War and Rebuilding New CENTO; Finding a Transnational Initiative for Revival of Muslim Ummah(مقاله علمی وزارت علوم)

The Ummah's unity has been shattered by the divide-and-rule machinations of the US through its "Global War on Terror", seemingly rendering the dream of pragmatic geopolitical cooperation between the world's majority-Muslim states a political fantasy. The so-called "Clash of Civilizations" hasn't just been weaponized to provoke inter-civilizational conflicts, but also intra-civilizational ones too, which in the Ummah's case took the form of violent sectarianism. While "conventional knowledge" would suggest that there's no surmounting these obstacles in the near future, Iran might actually be able to pioneer a breakthrough if it revives and reforms the Old Cold War-era CENTO alliance of itself, Pakistan, Turkey, and Iraq in order to symbolically contradict the sectarian trend and enter into mutually beneficial strategic relations with its three most important neighbors.
The Paradigm Model of Digital Marketing in Iraqi Handball: A Grounded Theory Study(مقاله علمی وزارت علوم)

Digital marketing provides new opportunities for sports organizations to engage their audience. The current research aims to compile the Model of Digital Marketing in Iraqi Handball based on the qualitative paradigm model which is an approch of the grounded theory (GT) methodology. Semi-structured interviews were conducted with 20 participants who were sport management schoolars, experts in Iraqi handball, and online marketers. The data was analyzed using three coding phases. The findings revealed 79 concepts, 23 sub-categories, and 5 categories. The results showed a comprehensive framework for digital marketing in Iraqi handball that can significantly improve the current practices. The framework highlights strategies for content creation, social media engagement, data analytics, and audience targeting that resonate with fans. Adopting this digital marketing paradigm can strengthen relationships between Iraqi handball organizations and their audience by increasing awareness of their brand, enhancing interaction with audiences, increasing income opportunities, improving fan experience, and enhancing data insights.

This paper discusses the role of religions and specifically, religious leaders, in peacebuilding. To achieve the purpose, in the first place, the authors shed light on the controversial issue among scholars perceiving religion more commonly as a source of conflict, or rather than a tool for peacebuilding. Accepting the constructive and productive role of religions in general, and Islam in particular, in peacebuilding, the paper also explores the role of concepts such as forgiveness, patience, and human dignity in peacebuilding. Having applied this conceptual framework, this article studies peacebuilding in post-war Iraq. The findings revealed that the role of religious leaders (Marjaiah), mainly Ayatollah Sistani, has been significant in the process of peacebuilding in Iraq. He has played a crucial role in this process through the revival of human dignity in light of public will, pursuing justice in terms of the Constitution, self-restraint as a basis for political stability and, religionization of forgiveness and tolerance. Data is accumulated through content analysis of Ayatollah Sistani’s speeches and Fatwas.
The Challenges of Nation- State Building in the Islamic World (Case Study: Iraq)(مقاله علمی وزارت علوم)

Undoubtedly, the process of nation-state building has been one of the most significant challenges faced by many countries across the world, particularly in Islamic nations, over the past century. This issue is so critical that it can be argued that the primary root of insecurity and instability in many of these countries lies in the weakness and ongoing crisis of nation-state building, especially in states that function as quasi-states or post-colonial entities. In such circumstances, the inability of these states to provide the basic functions of statehood has paved the way for insecurity, instability, and both internal and international conflicts. Iraq stands as a prime example of a failed state, struggling to transition through the process of nation-state building, and as a result, it has faced multiple domestic and foreign challenges. This paper seeks to evaluate the complexities and obstacles of nation-state building in Islamic countries, with a particular focus on Iraq. The analysis highlights several major challenges hindering the successful establishment of a cohesive nation-state in Iraq, including the historical roots and barriers preventing the formation of a unified national identity, the deep ethnic and sectarian divisions, external interventions, and the failure of governance, particularly in the post-Saddam era of consociational democracy.
