The group calling itself the Islamic State poses a grave threat, not just to Iraq and Syria but to the region more broadly and to the United States, as well as its global coalition partners. A deadly and adaptive foe, the Islamic State seemed to come out of nowhere in June 2014, when it conquered Mosul, Iraq’s second largest city. However, the Islamic State of today is the direct descendant of a group that Iraq, the United States, and their partners once fought as al-Qaida in Iraq and then as the Islamic State of Iraq. Analysts and specialists had already spent years studying the group and actually knew quite a bit about it: how it financed and organized itself, how it established control, how it responded to air power, and what its ultimate goals were. The Republican meme is that every problem, including in the Middle East, is Barack Obama’s fault. Although emphasizing independence and self-reliance for America, they deny responsibility and accountability for their party. According to the GOP, George W. Bush left America and the world secure. The feckless Obama administration allowed the collapse of Iraq and rise of the Islamic State. For instance, Jeb Bush defended his brother’s policies. He cited the “brilliant, heroic, and costly” success of the Iraqi troop surge, asking “why was the success of the surge followed by a withdrawal from Iraq, leaving not even the residual force that commanders and the joint chiefs knew was necessary?” He complained that “now we have the creation of ISIS.” In contrast, he contended, “had we kept the 10,000 troop commitment that was there for the President to negotiate and to agree with, we probably wouldn’t have ISIS right now.” Bush declared that “The one thing about my brother: he kept us safe.”

As it looks at the region, Trump can see three central challenges facing the Middle East, working together to create the horrible brew we're now dealing with. The first challenge is the security vacuums in places like Syria, Iraq, Libya and Yemen that followed the collapse of some of these Arab republics. These vacuums are highly problematic, setting the conditions for extremism. They are where extremists organize and plan attacks, and where refugees originate. A lot of these destabilizing problems, then affect the entire region. Trump's election is a massive setback for humanitarian issues, in fact, many welcome him, despite his rhetoric on Muslims, women and minorities. Most troubling, however, is that many of U.S questions about his approach to the Middle East cannot be answered right now because he literally has no experience in foreign policy. The international community has no idea what to expect from Trump, and such diplomatic uncertainty is a humbling experience at best. Trump needs to reassure its nation's allies before he becomes president; assurances and commitments are especially crucial when times are tough, as they are now. NATO is important, but so are the Sunni Arab states. Given that one of Trump's few clear aims is to destroy the Islamic State, it is absolutely imperative that Saudi Arabia and similar countries be involved, since the group's ideology cannot be discredited without them.

A Takfiri is a Muslim who accuses another Muslim or an adherent of another Abrahamic faith of apostasy. The accusation itself is called Takfir, derived from the word kafir (unbeliever). The emergence of ISIS in the Middle East region and the territories in the vicinity of the Islamic Republic of Iran, as well as the support of some of the regional and extra-regional countries of this current, have led to profound changes in the local equations. The purpose of the present article is to examine one of the Middle East's fundamental problems in recent years is the emergence of Takfiri Terrorist groups particularly in Iraq. It is necessary to evaluate the theoretical emergence of the phenomenon of ISIS in this country. In terms of cultural and ethnic diversities, Iraq has always been involved with terrorist movements. A typical example of this phenomenon is the emergence and empowerment of ISIS. The control of ISIS over large Iraq and Syria areas has surprised many scholars in political and security circles. The main question is; ‘what platforms and components have been influential in the empowerment of ISIS in Iraq?’ Therefore, the main question to be explored in this study is: ‘what causes and factors led to the formation of ISIS in Iraq?’ Using a theoretical framework and a constructivist methodology and the consideration of the ontological categories that have an excellent capability to explain the emergence of ISIS in Iraq, this paper examined subjective and objective causes of ISIS's formation in Iraq.

This article seeks to identify and explain the process of securitizing ISIS by the Islamic Republic of Iran. The mostimportant question of this article is: How did the Iranian government manage to portray ISIS as an existential threat to itscitizens and how to involve them in their foreign and military policies against this terrorist group? This article uses thesecuritization theory to explain the Iranian war with ISIS in Syria and Iraq. It aims to consider the process and dynamics ofsecuritization of ISIS in Iranian society which led them to support the military combat with ISIS. The research hypothesis isthat the focus on securitization theory prepares the constant framework for understanding how the Copenhagen notion of security helps the Iranian government to justify the enemy narrative of ISIS through the trend of exclusion, exceptionalities, and use of physical force. Iranian government actively uses the securitization process to make required changes and adjustments for confronting ISIS to gain support and legitimacy from ordinary people. This article considers the role of the audience in the process of decision-making and how rulers use this opportunity to mobilize and organize armed forces. The Iranian government in the process of securitizing ISIS has shown that it can involve the people in the process of decision-making and the implementation of its foreign and military policies.

Globalization, Identity and ISIS(مقاله علمی وزارت علوم)

تعداد بازدید : ۱۵۶ تعداد دانلود : ۱۰۰
Today, one of the most serious threats have engulfed a large portion of the Middle East is the emergence of the Sunni Muslim extremist group, known as ISIS (Daesh). After capturing a sizeable territory in Iraq and Syria, the group changed its name to Islamic State (IS). This text is geared towards discussing or describing the identification of ISIS in the age of globalization. ISIS at a limited national and regional level (compared to global level of Al-Qaeda) tries to build its identity via radical Islamic ideology, in a globalized world and identity crisis era. The weakening and in some cases breakdown of the political infrastructures such as Iraq and Syria often leads to a narrowing of identity and social solidarity away from national and towards sectarian, ethnic, and kin-based(however fictive) relations. In such a situation the dynamics of identity construction shift away from "project" towards "resistance" identities . If we take to account fundamentalist as a response to the identity crisis and also a solution to save its believers against the unsatisfied conditions of modern age, ISIS extended its ideology well through the region via protest against the unsatisfied conditions of the region. Findings of the research show that beside the similarities between ISIS and other Islamic extremist groups such as emphasizing on salafi ideology, work for founding Islamic Emirate or Caliphate based on Sharia law, extremist interpretations of Islamic religion, Jihadist and Takfiri vision, and believing in suicide tactics and dying for victory, ISIS's main goal is Jihad against Shiites (Near Enemy) and this may be the main difference between them that causes different kinds of behaviors. Other differences are different ideological roots, emphasizing on Jihad or Takfir by Al-Qaeda and ISIS respectively, giving priority to far enemy by Al-Qaeda and to near enemy by ISIS.

The security threat posed by the sprawling Al-Hol camp in N.E. Syria remains a major security concern as an IS recruiting hub for minors as well as a key financial node for laundering funds to fuel its insurgency and because of the IS-affiliated networks’ attempts at exfiltrating detainees to replenish its ranks. Youth in both camps al Hol and Roj have been being exposed to IS indoctrination, training, and abuse under the influence of hardline IS women who crowdfund to keep their activities going. ICSVE' monitoring of the IS-linked financial networks of the past 4 months (November 2022- February 2023) suggest that these entities have prioritized raising smuggling capital for critically ill pro IS women detainees and youth as well as for smuggling young boys out of Camp al Hol before they can be taken to rehabilitation centers where they will be separated and protected from this malevolent IS influence. The crowdfunding networks appear on Telegram primarily, but make use of other platforms as well and some financial transactions take place in plain view even using European banks, others by cryptocurrency and in a hidden manner.

In the last half-century, Iran has emerged as a regional power in the Middle East. One of the indicators of a country's regional power is regional custodianship that includes fighting intra-regional threats, such as terrorism. The aim of the current paper is to study Iranian Foreign Policy approach on fighting terrorism. Confronting terrorist groups in the Middle East has been one of the major aspects of Iran's foreign policy under two different political regimes. The Iranian government's struggle with the Dhofar Liberation Front (DLF) in Oman during the Pahlavi era and the fight against the Taliban terrorist group in Afghanistan and ISIS in Iraq and Syria can be seen as examples of this inter-regional struggle after Islamic revolution. Using David Rapoport (2004) and Robert Stewart's theory (2012), the paper seeks to investigate Iran’s foreign policy stance on fighting terrorism in West Asia. The main question of this article is How have the waves of international terrorism, effected Iran's regional foreign policy in the Middle East over the past half century? The findings show that Iran's foreign policy has been countered by the waves of international terrorism and has protected the security of the Middle East against terrorist groups and shows how a strong Iran has always reduced the cost of major powers in the fight against terrorism.

Since its emergence in the Levant including Syria and Iraq, the Islamic State of Iraq and Syria (ISIS Takfiri militant group) selected province of Khorasan (Afghanistan and some parts of Central Asia) as its territory, thus established its sovereignty and identity under the same title. The main question underlying the current study is that what would be the main contexts and substrates for the gradual presence and influence of ISIS in the region? The main hypothesis underlying the article is that: secular authoritarian political structure, the approach adopted and inappropriate actions taken by the governments in the region in response to the extremism, extremist fundamentalist groups in the region, fragile and complex social fabric of Central Asian countries and also the presence of the nationals in the countries of the region in ISIS structure are some of the most important factors that can lead to the formation of ISIS in the region. This presence is a common security threat to Iran and India, which can strengthen the need to security cooperation between the two countries. The current article uses an analytical method, and for data collection, the article has utilized reliable library-based sources.

The Islamic State of Iraq and the Levant, or ISIS, gained considerable power over a short period of time and at the height of its power, Al-Baghdadi controlled more broadly than Britain And it was thought that for many years it could survive. But by the Iraqi and Syrian armies and the popular forces of these two countries and with the help of the IRGC, this terrorist group lost all of its occupied territories in Iraq and Syria. Fighting the Monster: Nadia Murad’s Account of Resistance in The Last Girl(مقاله علمی وزارت علوم)

In the present paper, Murad’s memoir, The Last Girl, is scrutinized through the lens of Resistance Literature theories. First introduced by Kanafani (1966) and adapted by scholars such as Harlow (1987) and Sangari (1389 [2010 A. D.]), Resistance Literature has come to constitute pieces of writing that are written during or after a conflict by people experiencing life under the oppressive power. For Harlow and Sangari, what is of utmost importance is the accounts of war experience pictured by civilians from all walks of life. With the Syrian war with the ISIS escalating in 2011 and its consequent overflow into Iraq, the extremist terrorists brought the war to the doorsteps of ordinary people, massacring men and leaving women to deal with the aftermath. The Last Girl is Nadia Murad’s retelling of life under the ISIS as a Yazidi-Iraqi woman. At first glance, Murad pictures a sad, yet vivid image of the Yazidi genocide by the ISIS. However, in a deeper analysis of the text, one finds how being ripped apart from family, utterly displaced, terrorized and raped can also shape a rather stronger, resistant person. By applying Harlow and Sangari’s theories of Resistance to Murad’s memoir, what is manifested is the way in which being appointed to various kinds of terror in war-time can create a more resistant self in someone.
