Purpose: The aim of this study was to design and validate the questionnaire of organizational factors affecting the transfer of learning to the workplace in Islamic Azad Universities of the west of Iran. Methodology: The method of data collection was mixed of sequential exploratory design type. Qualitative data was collected through semi-structured interview with 15 people including faculty members and specialists of training and human resource development who were selected through purposive sampling of theoretical and snowball sampling type. The analysis of qualitative data was carried out through grounded theory method. In quantitative section, researcher-made questionnaire was investigated by 11 experts and its relative content validity was calculated. In this way, the validity of the questionnaire was verified by the specialists and its reliability was calculated by Cronbach's alpha (0/873). Afterwards, the final version was distributed among 309 employees from the universities. To validate the designed tool, confirmatory factor analysis was used. SPSS and Lisrel software were used for this purpose. Finding: In the qualitative section, 25 components were identified which were presented in paradigmatic model template including 6 dimensions; causal conditions, core phenomenon, context conditions, intervening conditions, strategies and consequences. The quantitative stage results showed that fit indices, factor loads and t-values obtained from each criterion were fit and the 6 main dimensions and their factors had the ability to explain the variable of learning transfer. Conclusion: The organizational factors, especially organizational culture, have an important place in learning transfer due to their role as facilitator and stimulator.
Prioritize Development of Corporate Social Responsibility in Food Industry Based on the Taxonomy Method(مقاله علمی وزارت علوم)

The purpose of this study is to prioritize the development of social responsibility in the food industry based on the taxonomy method. The method of this research is qualitative-quantitative, which in the qualitative stage of the research, using in-depth interviews with food industry experts, Experts were identified by purposeful sampling and snowball sampling, and due to the adequacy of the data, a total of 13 experts were interviewed. The model was fitted using a questionnaire based on structural equations with Smart PLS software based on base theory and in a quantitative stage of research. In this study, 149 questionnaires were collected from a number of companies active in the food industry in Tehran and Zanjan provinces. In the second phase of the research, those food industry experts in the selected provinces were considered as cluster sampling classified as community. The required number of samples was determined based on the sample adequacy method. The model was fitted and the model was approved and finally using taxonomy method, degree development of food industry responsibility was achieved. According to the results of the research, Zarmakaron Company was able to occupy the first rank among nine companies.

In recent years, global reports on the irreparable damage of human economic activities to the environment, the need for efficient management systems capable of reducing pollutants and waste management and the optimal use of non-renewable resources, more than any other another time is needed. Therefore, in order to achieve this, a study was presented with the aim of designing and validating a model for green quality management in the food industry. The present study is an exploratory combination that through qualitative strategies with library study methods and grounded theory, a conceptual model is obtained and then through a quantitative strategy of structural equations with Smart PLS approach, the conceptual model of the research is tested and its goodness is calculated. Is. In the qualitative section, after extensive study in the theoretical literature on the subject and taking notes, as well as through theoretical and purposeful sampling with a selection of 24 experts and officials, a semi-structured interview was conducted. In the quantitative part, according to the Vinzy rule, 192 managers and experts of the food industry have been selected as a sample and the data have been collected using a researcher-made questionnaire. According to the findings of the qualitative section and after coding, finally 5 main categories and 19 sub-categories were extracted that green management of human resources from causal conditions and green management thinking as underlying conditions, technology management and environmental management system as intervening conditions. Green management innovation was selected as a strategy and also green supply chain as a consequence of green quality management model. The results show that the conceptual model designed with grounded theory approach was approved by experts and the GOF criterion was used to validate the model, which is higher than the level of fit classification based on the theory of Wetzel’s et al. (2009) which indicates that has it.

Purpose- Employment and unemployment, which are very important issues in rural areas, can be solved in general through home-based businesses and their development. The issue of home-based businesses can be very influential in creating employment in rural areas The main purpose of this study is to provide a paradigmatic model of home business development in rural areas of Isfahan province based on basic theory. Design/Methodology/Approach- This study was conducted in 2020. The present research is among the basic and qualitative researches that have been done with the approach of the foundation data theory approach. The interview collection tool was structured. The interviews were conducted among experts and experts in the field of home-based jobs, and the opinions of the interviewees were theoretically saturated from the 29th interview. Findings - After the emergence of concepts (139 references) and open, central, and selective coding, led to the design of the conceptual framework of the research model and the presentation of the paradigm model. Based on the results of the Grounded Theory, the pattern of home-based businesses to achieve development in rural areas of Isfahan province has been drawn. This model includes causal conditions (including managerial factors and comprehensive policy system), intervening conditions (educational-promotional factors, motivational factors, and attitudinal factors), contextual conditions (infrastructure factors, marketing, skill factors, and promotion of financial and credit resources). This includes strategies (stakeholder participation, information system, and support factors) and social consequences (increasing the level of participation and sense of responsibility and cooperation among residents, reducing social harms, empowering local people, Reduce the migration of local people to the city, move towards sustainable development) and economic consequences (rural growth and development, reducing the dependence of local people on government credits and facilities and assistance such as subsidies, promoting economic welfare, improving local livelihoods) has it. Research limitations/implications- The limitations of the present study include the following: Research is time-consuming; some people are not cooperating to collect data, it is difficult to assess the relative importance of the components and factors of the proposed theory.
Pathology of Business Model of Iranian Commercial Banks(مقاله علمی وزارت علوم)

Despite the importance of the business model in implementing strategy, this issue is less addressed than strategy. This important issue regarding banks' business model has received less attention, and research in Iran and other countries has caused a deprivation of knowledge. In addition to the scientific pathology of the business model in Iranian commercial banks, the present article seeks to determine the weights of importance and prioritization of the main categories. It also prioritizes and determines the importance of each of the concepts of the main categories of the commercial banking business model. The research method is applied in terms of results and descriptive in terms of purpose and quantitative-qualitative from the data dimension. The research method's strategy in the qualitative part is the grounded theory, and in the quantitative part is the process of hierarchical analysis. The data analysis method in the qualitative part is the coding method, and the quantitative part is based on pairwise comparisons and incompatibility rate analysis. The research community is the experts of commercial banks, and its examples are Mellat, Tejarat, Melli, Sepah, Saderat, Shahr, Eghtesad-e-Novin, and Ayandeh banks. The sampling method is a purposeful judgment with the snowball method and data collection tools in the qualitative part of the interview and review of documents in the quantitative part of the questionnaire. The research findings led to identifying the pathology of Iranian commercial banks' business model in 7 categories and 36 concepts, which are prioritized and contributed based on the importance and role of each of them in the business model.
Social Issues in Post Disaster Reconstruction Planning (A Grounded Theory Approach)(مقاله علمی وزارت علوم)

Post disaster reconstruction in the destructed zones entails the social aspects in addition to the physical and urban aspects, because of the presence of affected people in the very location. The presented research aims to assess the social aspects of the post disaster conditions in the course of reconstruction, which take into consideration the related social factors in the affected community. The research also looks for the various influential aspects of post disaster urban planning in order to achieve a different framework for the job. Since the subject might be considered as a new approach, and for the vast and numerous aforementioned aspects in the expertise reference, the research method is based on “Grounded Theory” in order to analyze and categorize the given approaches. The results of theoretical studies have been compiled with the academic expertise viewpoints and with the opinions of Iranian experienced experts who were involved in the course of post war and post natural disaster reconstruction, through the face to face interviews. In order to benefit a practical implication of the theory, the post disaster reconstruction process of Manjil-a mountain town in Gilan, north of Iran- after the earthquake in 1990 has been analyzed and reviewed. The fulfillment of the research necessitates; assessment of social questions, collective behavior, individual needs and requests of affected people, in the course of planning for post disaster reconstructions, and ultimately employment of social capacity, as well as the relations among communal network at the entire level of the affected society.
Institutionalism in Strategic Structural Plans (A Grounded Theory Approach)(مقاله علمی وزارت علوم)

Nowadays, planning is no longer considered merely a scientific and technical career nor a government responsibity. It rather functions as a bridge connecting the planners to institutional changes. In other words, the planning theory does not develop in a social, economic and political vacuum, but is formulated by individuals in social situations with the aim of clarifying the enviroment recommending appropriate procedures and processes. The purpose of this research was to identify the explanatory and normative capability of the Strategic Structural Plans theory in the context of institutionalism so as to enhance the capacity of its application in practice. For this purpose, the grounded theory was adopted as a research strategy within the framework of qualitative methodology. The data collection instruments involved desk study, interviews with experts, managers and specialists, collaborative observations on the environment. The research environment included macro and micro levels. At the macro level, the focus was on comprehensible conditions and components of Iranian spatial planning system, while the micro level served to exامینe on the local scale the urban planning and management through sample mining in Mashhad, Iran. As a result of this analysis, a total of 159 concepts, 44 categories and 9 major categories and 6 topics were recognized. Among the categories identified, institutionalism in the theory of Strategic Structural Plans was selected because of the frequent appearance in the data and its relation to other categories as axial category, where the paradigm model was outlined emphasizing on the causal and context condition, intervention, strategies and consequences.
Application of a Model of Higher Education for Commercializing Knowledge and Meeting the Needs of the Study Population Comprehensive and Very Large Branches of Islamic Azad University(مقاله علمی وزارت علوم)

Purpose: The present study was conducted aimed to apply a model of higher education for commercializing knowledge and responding to the needs of society in comprehensive and large branches of Islamic Azad University. Methodology: This study was applied in terms of objective, and in terms of method is in the category of data-based qualitative and exploratory research, conducted in two phases. In the first phase, while reviewing the literature, by 18 in-depth and semi-structured interviews using theoretical purposeful sampling (including 15 faculty members and 3 experts in the industry) required data were collcted that reached saturation. The data collected from the interviews were analyzed based on the systematic approach of Strauss and Corbin at three stages of open, axial and selective coding. Findings: Finally, a summary of the developed model was presented to 4 professors, and their opinions were collected for correction and adjustment. In order to evaluate the reliability of the data, the criteria of the Grounded Theory including comprehensibility, compatibility, controllability, and generality of Strauss and Corbin (2008) were carefully investigated. In the second phase, the results of the analysis were compiled in the form of a questionnaire and the first stage of Delphi was performed on 15 experts and by calculating Kendall's Coefficient of Concordance (W) of 0.564, 25 components were excluded. Then, the second and third stages of Delphi were performed on 15 and 12 experts, respectively. Given that a significant coefficient of less than 5% was obtained for all components, no component was excluded at the second and third stages of Delphi, and Kendall's Coefficient of Concordance (W) was calculated to be 0.600 and 0.788, respectively, indicating a consensus among members. Conclusions: Finally, the research model was developed with 6 main categories and 43 sub-categories.
Public Welfare Governance Model with Social Justice Development Approach of Ministry of Cooperatives, Labor and Social Welfare(مقاله علمی وزارت علوم)

Purpose: The overall purpose of this study was to determine the public welfare governance model with the social justice development approach of the Ministry of Cooperatives, Labor and Social Welfare. This research was a kind of grounded-applied study. Methodology: The research method is mixed and applied in terms of purpose and descriptive and correlational in terms of how to collect information. Data collection tools were semi-structured interviews and fifteen experts familiar with the topics were interviewed in order to collect data via using purposive sampling method. The statistical population included all employees of the Ministry of Cooperatives, Labor and Welfare of East-Azarbaijan province, which is equal to 98 people. The sampling method was stratified relative and the sample size was 80 people. Findings: Eighteen categories were obtained by classifying 322 key concepts, which were placed in the form of 7 main categories such as participation, accountability, efficiency and effectiveness, approval and rule of law, managers' responsibility, transparency and justice. Conclusion: In the para-permanent model of fighting corruption and central justice of the above category, transparency and fighting corruption of the underlying category, accountability and responsibility of the environmental category, participation and involvement of organizations in governing the strategic category and effectiveness and efficiency, the consequence category and the results are a model of public welfare governance.
Presenting a Model for the use of the Internet of Things in the Iranian Knowledge-based Companies(مقاله علمی وزارت علوم)

The purpose of the present study is to present a model for the use of the Internet of Things in Iranian knowledge-based companies. From a purpose point of view, this research can be classified as applied research and in terms of data collection, it can be categorized as a qualitative and quantitative study. The main approach for achieving the model of using the Internet of Things is the grounded theory methodology which is based on a paradigmatic model. The research population for the qualitative phase is comprised of 25 executives and practitioners of knowledge-based companies who are somehow specialized in Internet of Things topics. The sample of this study was selected using the snowball sampling method and Cochran's formula for finite communities among all the managers and technology experts working in knowledge-based companies. After careful analysis of the interviews, 59 extracted concepts were identified in 5 main categories and 13 subcategories. Management requirements, customer requirements, and resistance economics give rise to the Internet of Things in knowledge-based companies. The characteristics of the company, the characteristics of the human resources and the characteristics of the managers can provide a suitable ground for using the Internet of Things. And the conditions in the country, international pressures and international cooperation can be among the intermediary factors influencing the use of the Internet of Things. Raw materials and infrastructure can also be effective strategies for using the Internet of Things. Using the Internet of Things, customer-related factors, international collaborations, and expected results can be expected in knowledge-based companies.
A Model of EFL Teachers' Pedagogical Content Knowledge: A Data-Driven Approach(مقاله علمی وزارت علوم)

Since its introduction in 1980, the concept of Pedagogical Content Knowledge (PCK) has attracted much attention. Although many studies have been conducted in science and mathematics, there are insufficient studies to capture the PCK of EFL (English as a foreign language) teachers. Accordingly, the present study aimed to unearth EFL teachers' PCK through a grounded theory approach in the Iranian context. To this end, semi-structured interviews were conducted with 30 English teachers at senior high schools in three provinces of Ilam, Lorestan, and Kermanshah. The transcribed interviews were analyzed using coding procedures. The results yielded five main dimensions of EFL teachers' pedagogical content knowledge: English language proficiency knowledge, pedagogy knowledge, student knowledge, curriculum knowledge, and assessment knowledge. Data analysis also revealed the sources of EFL teachers' PCK construction and demonstrated that contextual and intervening conditions influence EFL teachers' PCK enactment. The findings may have theoretical and practical implications for high school EFL teachers, educators, and education programs.
Trust Building in Humanitarian Services Supply Network(مقاله پژوهشی وزارت بهداشت)
INTRODUCTION: Due to the increasing trend of natural and manmade disasters in the contemporary world, especially in Iran, as well as the variety and high number of disasters in recent years, the issue of managing the humanitarian services supply network has become very important. The purpose of this study is to design and evaluate the model of trust building in the humanitarian services supply network, considering the importance of building trust in these networks and theoretical poverty in this field. METHODS: For doing this study, three recent major disasters in Tehran province, Iran, (Plasco accident, city explosion and metro flood) were selected and had been studied and the trust building model in humanitarian service supply network is designed using Corbin and Strauss grounded theory version 2015 based on interviews with 8 humanitarian experts in that three disasters. Then, the relationships between the model components were investigated by Structural Equation Modeling with a researcher-made questionnaire distributed among 128 individuals participating in the above events. FINDINGS: The final model is designed in three phases of conditions, actions, and consequences based on grounded theory. Poor community structures and community management systems are a major obstacle to trust building and political power interventions, insufficient funding, uncertainty of the responsible person, unsuccessful performance, lack of coordination and cooperation of the responsible working groups, and lack of readiness are the main factors of distrust. The main components of the model are highly correlated and the components have significant relationships. CONCLUSION: The research final model can solve the existing problems in Iran's humanitarian services supply network by building trust among organizations, members of the network and finally among the public. Building trust enhances intra-network collaboration, and achieves the success and goals of the relief network through establishing greater coordination and cohesion. The dominance of the political factors in the relief network is also a major obstacle to obtaining the needed information and making good cooperation by those present in the network and thus, the involvement of political actors in the humanitarian supply network should be prevented.
Development a Model for the Evaluation and Improvement of Key Human Resource Competencies Using the Grounded Theory(مقاله پژوهشی وزارت بهداشت)
INTRODUCTION: The Red Crescent Society of the Islamic Republic of Iran is a human-centered organization. Therefore, the competencies of its employees must be improved to make it possible for them to have their best performances. In this regard, the present study aimed to investigate and identify the factors that affect the development of key human resource competencies in the Iranian Red Crescent Society and design an appropriate model for its evaluation. METHODS: The present applied qualitative research used an exploratory approach. The statistical population of this study consisted of managers and experts in the field of human resources of the Red Crescent Society who were selected using the snowball sampling method. Moreover, the required data were collected through semi-structured in-depth interviews and we reached saturation after 26 interviews. The collected data were analyzed using the Straussian version of grounded theory. Finally, the collected data were analyzed in the MAXQDA software (version 10). In total, 72 concepts, 568 sub-concepts, and 19 categories were identified in this research. FINDINGS: Five out of the seven fundamental principles of the Red Crescent Society and the International Committee of the Red Cross, including the principle of humanity, voluntary service, neutrality, impartiality, and independence are among the foundational factors and necessities of the development of human resources competencies and were axially coded in causal conditions. Improvement and development of individual, organizational, social, and professional competencies were the four main categories of this research that were selected as the main strategies for the development of human resource competencies. CONCLUSION: According to the results of data analysis, employing appropriate strategies for the evaluation and development of key human resources competencies can have beneficial consequences. More specifically, these categories include human resource efficiency, provision of desirable social services, enhancement of the community health, improvement of human values, increase of public trust and participation, and improvement of the financial position of the organization.
Explaining a Model of Human Resource Development and Empowerment Using the Service Provision Approach(مقاله پژوهشی وزارت بهداشت)
INTRODUCTION: Health and healthcare services are of paramount importance in every society and are regarded as the essential needs of people. The present study aimed to assess, describe, and explore the model of human resource development and empowerment adopting a service provision approach in Ilam University of Medical Sciences and Health Services in 2019. METHODS: In the current study, theoretical sources were collected using systematic and library studies, and experts' opinions were collected through open-ended interviews. Thereafter, these sources were analyzed using grounded theory and structural modeling. In this qualitative study, a researcher-made checklist was provided to experts to identify the internal relationship among the components of each variable. The exploratory approach was used in the current study since the focus was on the use of qualitative methods. To identify the dimensions of the model and its associated factors, the indicators were firstly extracted using library studies. The Delphi method was then performed in three steps to monitor the indicators and obtain the final dimensions of the model. The statistical population of the study included all managers and experts of the human resources unit with more than 15 years of work experience in the studied university. MAXQDA software was used to record and manage the codes, and finally, the concept model was designed. FINDINGS: After analyzing the studies and conducting interviews with experts, "employee development and empowerment" was selected as the main category. It encompasses such issues as training and productivity of human resources, development of personnel capabilities, sustainable development of human capital, highlighting the importance of strategic human resource management by the management system, senior managers' support from human resources, and the independence of human resources unit. The relationship of other classes with the central class can be realized in five ways: causal conditions, control system, motivation, and appropriate counseling lead to the development and empowerment of employees. CONCLUSION: Healthcare organizations assume more importance since their human resources are mostly experts in charge of specialized activities. As evidenced by qualitative and library studies, as well as the conducted interviews, the development and empowerment of human resources in Ilam University of Medical Sciences and Health Services is positively correlated with the service provision approach and exerts a significant impact on it.
Qualitative Explanation of Cultural and Environmental Factors Reducing Organizational Silence in Social Service Organizations(مقاله پژوهشی وزارت بهداشت)
INTRODUCTION: The efficiency and development of any organization largely depend on the proper use of human resources. In today's organizations, to reduce organizational silence, employees express their ideas and share their views to increase organizational efficiency. This study was conducted to qualitatively explain the cultural and environmental factors that reduce organizational silence in government organizations. METHODS: This applied study was conducted based on a descriptive-analytical approach and implemented through the field research method. The samples (n=18) were selected among senior managers of government organizations using purposive sampling and the sample size required amount was based on theoretical saturation criterion. The required data were collected through holding interviews and they were analyzed using the grounded theory method. FINDINGS: The results showed that the four selective codes of "progress", "appropriate cultural background", "lack of proper attribution" and "increasing culture in the field of teamwork" could explain the concept of organizational silence. CONCLUSION: According to the results, the roots of the formation of this destructive and inhibitory organizational phenomenon are lied in the context of social, cultural, and political interactions, identified under the influence of "environmental and cultural factors", and started via social learning. These environmental and cultural factors can be programmed and corrected to guide and control organizational silence and direct the constructive voice of the organization.
Presenting a Model of Organizational Insentience in the Red Crescent Society(مقاله پژوهشی وزارت بهداشت)
INTRODUCTION: Organizational insentience has been one of the main challenges in recent years and refers to a situation in which employees of the organization have become indifferent to their organizational environment. This study aimed to design a model for dealing with organizational insentience in the Iranian Red Crescent Society. METHODS: In this qualitative study, after investigating the phenomenon of organizational insentience and reviewing the theoretical foundations, in-depth interviews were conducted with experts, managers, and masters in the Red Crescent Society. Theoretical saturation was achieved after conducting 21 interviews. Subsequently, the data obtained from the interviews were analyzed through grounded theory and qualitative coding (open, axial, and selective coding). FINDINGS: The findings showed that the main axial theme in this study was organizational insentience, and six themes of senselessness toward the concept of work, double standards, accountability, organizational discrimination, lack of strategic management procedures, and inability to implement policies were the requirements for dealing with organizational insentience, which were coded under the theme of causal conditions. In addition, such factors as decent governance, strengthening the psychological dimension, building trust, strengthening staff's skills, organizational independence, strengthening innovation and creativity, justice, supportive behavior, and supportive environment were selected as the main strategies to deal with organizational insentience. CONCLUSION: It seems that the dominant organizational culture, along with management style and type of communication within the organization, has the main effect on the issue of organizational insentience
A Grounded Theory Study: Representing a New Model to Exploring Transnational Capabilities for the Steel Pipe Manufacturing Companies Attaining Competitive Advantages(مقاله علمی وزارت علوم)

Competitive advantages play a unique role in organizations' successes or failures because of customers' very speedy accessibility to suppliers and manufacturers. Indeed, this is competitive advantages which can make firms and organizations survive and grow in today's increasing competitive field attaining by creating and or improving their capabilities. The main goal of the study is to design a grounded theory model extracted from the transnational capabilities, but this required to explore the transnational capabilities aiming for the international markets entry. The statistical population of this qualitative research included experts and managers working in the steel pipe manufacturing companies of Iranian gas and oil industry. The data collected via interviews. The validity assured by counseling with the elites and university professors and the reliability verified by the Delphi technique. The findings revealed 496 open, 44 axial and 9 selective codes including: 1) Marketing, 2) Managerial, 3) Human Resources, 4) Financial, 5) Manufacturing, 6) Quality & Standards, 7) Research & Development 8) Logistics and 9) Interactions and counseling with the government. Finally, a new model extracted and represented from analysis of the axial coding process of the grounded theory. The model precisely clarified relationships among the components including casual conditions, context, actions/interactions (strategies), intervening conditions and consequences. Recognition of the relationships of the components will help better understanding of the capabilities. This will lead to attain the competitive advantages needed for successful entry into the international markets.
Developing a Model for Implementing Consumer Green Purchase Behavior Using Grounded Theory(مقاله علمی وزارت علوم)

The state of the world's environment reveals the fact that in recent decades, due to human activities and increasing consumerism, Earth has suffered irreparable damage and the world is witnessing unprecedented growth in environmental degradation, just as consumers activities can lead to deteriorating environmental conditions. The environmentally conscious behaviors such as green purchase behavior, can be agents of change, motivation and attention to the environment. The purpose of this research is to develop a model for implementing green purchase behavior that recognizes the dimensions of this behavior to determine the effective factors, operational strategies, and consequences of its implementation.The overall approach is qualitative and Grounded Theory has been done. Using purpose foul and snowball sampling methods, semi-structured interviews were conducted with 13 experts from the field of business researchers and environmental activists.The results of data coding led to the identification of 448 initial codes which finally cited the approach Systematic in the given data theory, paradigm model show that causal categories (environmental belief, health concern, green attitude, mental norm), causal categories (green purchase behavior), background categories (economic indicators, government support for capital Eco-friendly investments, the country's environmental policies, the impact of green consumption culture), interventionist category (distribution of green products, financial and economic constraints of households and promotion, encouragement to green purchase), strategies (Indian market strategies, prices, innovation), and the consequence (at the macro-level including increasing the level of health in society, development, and growth of organizational performance and promoting green lifestyle and at the micro-level including preference to buy environmentally friendly products and increase the repetition of purchases behavior) Impact on the implementation of green purchases behavior.

Voluntary deviation from self-control, commonly referred to as moral licensing, is a phenomenon in which an individual justifies his or her immoral and counterproductive behavior depending on various factors, especially past creditable behaviors and activities, without worrying about the loss of his or her reputation and esteem. Considering the undesirable consequences of this phenomenon for the individual, organization and society, this study attempts to find the reasons and factors that lead to the formation of moral licensing in addition to the individual's previous creditable behaviors and activities. The research philosophy was descriptive, the approach was qualitative, and the strategy was emergent-based grounded theory. The population under study consists of managers and employees of public administrations in northeastern Iran. 17 individuals were selected as purposive samples until theoretical saturation was reached. A semi-structured interview was used to collect data. Analysis of the interviews based on actual and theoretical coding shows that the causes of moral licensing are classified into six categories. Identifying these causes can provide solutions to prevent moral licensing in the organizations.
