چکیده
امروزه، بهره گیری از ظرفیت های غیر سازمانی در جهت بهینه سازی ظرفیت های سازمانی پلیس، در تمام جوامع یک ضرورت اجتناب ناپذیر است؛ از این رو، می توان گفت که مشارکت مردمی ناظر بر شناسایی امور و رخدادهایی است که ماهیت راهبردی یافته اند؛ پس برای دستیابی به رویکردی نسبتا پایدار در تبیین راهبردهای انتظام و امنیت سازی در عرصه مردمی و دیگر عرصه های نیازمند اتکا به مشارکت مردمی، تبیین ماهیت و مبانی نظری و نیز عناصر و مختصات مشارکت، از اهمیتی اساسی برخوردار است و یکی از منابع اصلی و مطمئن برای استخراج خطوط راهنما، اندیشه ها و دیدگاه های رهبران فکری انقلاب اسلامی است. بر این اساس، مقاله حاضر با هدف پاسخ گویی به این پرسش شکل گرفت که «مشارکت مردمی در دیدگاه امام خامنه ای دارای چه بنیان ها، ابعاد، عناصر و مختصاتی است و این دیدگاه، چه بایسته ها و راهبردهایی را در راستای مأموریت های پلیس در جمهوری اسلامی ایران الزام آور می سازد». به منظور پاسخ به این پرسش در پژوهش حاضر، با ارائه یک الگو از مفهوم مشارکت مردمی و با روش تبارشناسی، تحولات و کاربردهای این مفهوم در زمینه های مختلف به صورت تحلیل محتوای کیفی از متن بیانات حضرت آیت الله خامنه ای بررسی شده و با روشی دیالکتیک در ارتباطی دوسویه میان تصور از مشارکت و امر واقعی مشارکت، ابعاد و اجزای نادیده این مفهوم بازنمایی و تعریف گردید. اجزا، ابعاد و مؤلفه های سازنده و مرتبط ذیل 10 مقوله مشارکت به مثابه جهان بینی یا روش، موضوع، اهداف، مشارکت کننده، کیفیت، فرآیند و مراحل، میدان، آثار و پیامدها و نتایج، پایدارسازی و مبانی نظری ترسیم و در حد لازم و تااندازه ای که برای ادراک استقرار معنای واحد از کلام در موضوع مورد نظر از کفایت لازم برخوردار باشد، تبیین شد که در مقام مقایسه با ادبیات موجود، نوعی تعمیق و توسعه فضای معنایی این مفهوم نیز به شمار می رود.people's participation; regularity and Securing in Imam Khamenei's philosophy

The main and reliable source for extracting guidelines is the thoughts and views of the intellectual leaders of the Islamic Revolution. Based on this, the present article was formed with the aim of answering the question that "what are the foundations, dimensions, elements and coordinates of popular participation in Imam Khamenei's view, and what are the requirements and strategies of this view in line with the police missions in the Islamic Republic of Iran." makes it binding". In order to answer this question in the present research, by presenting a model of the concept of popular participation and with genealogical method, the evolutions and applications of this concept in different fields are analyzed in the form of a qualitative content analysis of the text of Ayatollah Khamenei's statements and with a dialectical method in a two-way communication between The idea of participation and the real thing of participation, dimensions and unseen components of this concept were represented and defined. Components, dimensions and constructive and related components under 10 categories of participation such as worldview or method, topic, goals, participant, quality, process and stages, field, works and consequences and results, stabilization and theoretical foundations of drawing and To the extent necessary and to the extent that it is sufficient for understanding the establishment of the single meaning of the word in the subject in question, it was explained that in comparison with the existing literature, it is a kind of deepening and development of the semantic space of this concept.
