چکیده

سیاره زمین اثرات فزاینده تغییرات اقلیمی و افزایش در فراوانی و بزرگی رخدادهای شدید جوی را تجربه می کند. تبعات تغییر اقلیم مانند گرمای شدید، کم آبی، خشکسالی، سیل، بیابان زایی، فرونشست زمین و ریزگردها در ایران نیز با شتاب در حال آشکار شدن است. پژوهش حاضر با بهره گیری از تعریف موسع از امنیت بدنبال پاسخ به این پرسش است که آیا پیامدهای تغییر اقلیم تهدیدی برای موجودیت و امنیت ملی ایران می باشد؟ فرضیه مقاله اینگونه تدوین یافته که تغییر اقلیم یک ابر بحران و تهدید امنیتی بلاواسطه بوده که می تواند کشور را از درون با تنش های اجتماعی، آوارگی جمعیت، فقر و بی ثباتی اقتصادی، نارضایتی از حکومت و کاهش مشروعیت آن مواجه سازد. در بیرون نیز می تواند مبنای اتحادها و ائتلاف ها و درگیری میان ایران و همسایگانش بر سر حوضه های آبریز مشترک باشد. یافته های پژوهش گویای آن است که دولت ایران باید استراتژی «بی تصمیمی» را کنار گذاشته و در حوزه سیاست «علیا» یا سخت با پیامدهای فراگیر و غیرقابل پیش بینی تغییر اقلیم که می تواند در جایگاه دوم بعد از یک جنگ اتمی قرار گیرد، مقابله نماید. چارچوب نظری پژوهش نظریه امنیتی کپنهاگ و روش پژوهش توصیفی- تحلیلی می باشد.

Climate change and its Consequences for Iran's National Security

The planet Earth is experiencing the increasing effects of climate change. The consequences of climate change, such as extreme heat, water shortage, drought, floods, desertification, micro dusts, are also rapidly becoming apparent in Iran. This article answers this question that “Are the consequences of climate change a threat to the existence and national security of Iran?” The hypothesis of the article is formulated in such a way that “climate change is a super-crisis and immediate security threat that can face the country from the inside with economic instability, social tensions, displacement of the population and a decrease in government legitimacy. From the external aspect, it can also be the basis of alliances and coalitions and conflicts between Iran and its neighbors over common watersheds.” The results of the research show that Iran's government should overcome the strategy of indecision in the issue of climate change consequences. Because the widespread and unforeseen of climate change can be second only to a global nuclear war. The theoretical framework of this article is Copenhagen security theory and the research method is descriptive-analytical.
