جهانی سازی، فرصتها و چالشهای آن بر معماری ناجای آینده

چکیده
امروزه تغییرات چندبعدی در سطح بین الملل به لحاظ پدیده جهانی سازی شکل گرفته که موجد فرصت ها و چالش هایی برای جوامع بشری شده است. نکته اساسی توجه به پیامد های همه جانبه آن در تمام ابعاد و عرصه ها، به منظور جلوگیری از غافل گیری راهبردی است. این چالش ها در عرصه های امنیتی و انتظامی، که تأثیر مستقیم بر زندگی عموم جامعه دارد، اهمیت بیشتری داشته و در محیط بی ثبات، متغیر و پویای آینده بایستی بیشتر موردتوجه واقع شود. پلیس به عنوان یکی از اصلی ترین و فعال ترین کنشگر دستگاه عدالت کیفری نیز بایستی دراین زمینه، هماهنگ با تغییرات صورت گرفته از لحاظ نرم افزاری و سخت افزاری متحول شود که لازمه این تغییر و تحول شناخت و تبیین چالش های آینده در طراحی معماری پلیس است. پژوهش پیش رو ازنظر هدف، کاربردی و از نظر ماهیت و روش، توصیفی و تبیینی است. داده ها از راه بررسی اسنادی و فیش برداری جمع آوری و تجزیه وتحلیل شده است. نتایج نشان می دهد که مهم ترین چالش های مؤثر در مأموریت های پلیس آینده، تغییر در روند، نوع، شکل و ماهیت جرائم به سوی جرائم سازمان یافته، فراملی و فنی است. البته، راهکار مقابله با آن نیز مستلزم طرح ریزی راهبردی در کار ویژه های طراحی معماری آینده پلیس نسبت به پیامدهای منفی جهانی شدن از طریق اعمال مدیریت هوشمندانه و تمهید سازو کارها و شناسایی زمینه های همکاری نهادی در سطح ملی و فراملی بین کنشگران اصلی این عرصه است.Globalization; Opportunities and Challenges for the Architecture of Future NAJA
Multidimensional changes have been made today in the international level due to globalization. This has produced various opportunities and challenges to human communities. The basic point is to devote attentions to the all-out implications of these changes in all dimensions so that strategic surprise will be prevented. Security challenges, which affect people’s lives directly, take on more importance. These challenges must be addressed carefully, especially in future unstable, changing, and dynamic environments. The Police, as one of the most significant and active player in the criminal justice system, must update its software and hardware dimensions. This requires identifying and analyzing future challenges of the designing of the architecture of the police. This paper is practical study regarding its objectives and also an explanative and descriptive one, in regard with its nature and methodology. The data are collected and analyzed by using a documentary and note-taking data collection method. The findings show that the most serious challenge for future police operations is the change in the trend, type, form, and nature of crime, transforming into international, technical, and organized crime. Smart management, employment of relevant mechanisms, and identification of the areas of institutional cooperation in national and international levels among major player are among the requirements to tackle with this type of crime as the negative implication of globalization. These must be done through a strategic planning in the future police architecture.
