چکیده
واقعیت های موجود و روندهای راهبردی نشان می دهد که دست یابی به اهداف کلان، بدون داشتن اطلاعات اساسی و کلیدی از روندهای موجود بر سر راه امروز و آینده و آگاهی از موانع و تنگناهای رقابت و کشاکش های جهانی و طی مسیرهای پُرفراز و نشیب و دل بریدن از برنامه های متعارف و معمولی محقق نخواهد شد و لذا یافتن سیاست های اطلاعاتی و شناختن شیوه ها و کارکردهای اشراف در سطح کلان و اشاعه شبکه ی یکپارچه از علوم و دانش های اطلاعات پایه و تولید و توزیع اثربخش، تنها راه رسیدن به این هدف مهم و کلیدی می باشد. در این میان الگوی راهبردی اشراف اطلاعاتی ناجا جامع ترین الگویی است که می تواند ساختار لازم را در مسیر رسیدن به امکان مناسب و برتر اطلاعاتی، در تصمیم سازی مناسب برای نیروی انتظامی جمهوری اسلامی ایران فراهم نماید. الگوی اشراف اطلاعاتی از الزامات و پیشران های کلیدی در کارآمدسازی مدیریت غافل گیری و آینده نگاری برخوردار است و شناخت و به کارگیری آن ها بسترهای لازم را در تأمین کارکردهای اساسی تصمیم سازی از طریق این الگو به وجود می آورد و ضرورت طراحی جامع در این رویکرد را به عنوان یکی از الزامات اصلی الگوی اشراف اطلاعاتی ناجا را مطرح می نماید. در این مقاله سعی شده ارکان، عناصر، پیش فرض ها و چارچوب نظری حاکم بر طراحی اشراف اطلاعاتی ناجا احصاء و تبیین گردد. سپس ابعاد مختلف آن اعم از کارکرد، موضوع، منشاء، نیازهای اطلاعاتی و سطوح و نیز مولفه های آن در مقابل رویکردهای مرسوم و متعارف تشریح گردیده و در پایان نیز با استفاده از تکنیک اولویت بندی ابعاد و مؤلفه های آن تعیین گردد.Network approach, the solution of NAJA intelligence aristocracy
Existing realities and strategic trends show that achieving macro goals without having basic and key intelligence of current trends for today and the future and being aware of the obstacles and bottlenecks of global competition and struggles and going through ups and downs and breaking away from conventional plans. And ordinary will not be achieved and therefore finding information policies and recognizing the methods and functions of aristocracy at the macro level and disseminating an integrated network of basic information sciences and knowledge and effective production and distribution is the only way to achieve this important and key goal. Among these, the strategic model of the NAJA intelligence aristocracy is the most comprehensive model that can provide the necessary structure in the path of achieving the appropriate and superior information possibility, in appropriate decision-making for the law enforcement forces of the Islamic Republic of Iran. The model of information aristocracy has key requirements and drivers in the efficiency of surprise management and foresight, and recognizing and applying them creates the necessary context in providing basic decision-making functions through this model and the need for comprehensive design in this approach as one of the The main model is the NAJA intelligence aristocracy. In this article, an attempt has been made to enumerate and explain the elements, elements, presuppositions and theoretical framework governing the design of NAJA intelligence aristocracy. Then its various dimensions including function, subject, origin, information needs and levels as well as its components in contrast to conventional approaches are described and finally its dimensions and components are determined using the prioritization technique.
