چکیده
هدف: سنجش کارایی واحدهای فناور، شاخصی برای ارزشمند بودن سرمایه گذاری روی این واحدها در توسعه منطقه را فراهم می کند. صنایع غذایی به لحاظ ضرورت و تنوع تولید، سرمایه گذاری پایین، افزایش بهره وری، اشتغالزایی، مشارکت مستقیم در درآمد ملی، ارزآوری و کاهش فقر بسیار اهمیت دارد. این پژوهش به دنبال سنجش کارایی واحدهای صنایع راهبردی فناور از منظر توسعه منطقه ای است. روش پژوهش: این پژوهش، از منظر جهت گیری پژوهش، کاربردی و مبتنی بر روش های کمی و کیفی می باشد. استراتژی پژوهش از نوع پیمایشی-توصیفی، از منظر هدف، توصیفی، از منظر افق زمانی، مقطعی و از منظر شیوه گردآوری داده ها از مصاحبه و مطالعات اسنادی است. برای تعیین معیارهای معرف توسعه منطقه ای از روش دلفی فازی، برای وزن دهی به معیارها از روش تحلیل سلسله مراتبی فازی و برای رتبه بندی شاخصهای سنجش کارایی از روش تاپسیس فازی استفاده شده است. در نهایت با روش تحلیل پوششی داده ها کارایی واحدها بدست آمد. یافته ها: در این پژوهش، 8 معیار توسعه منطقه ای متناسب با موضوع تحقیق معرفی شد. سپس وزن این معیارها تعیین و 22 شاخص ورودی و 22 شاخص خروجی واحدهای فناور با این معیارها رتبه بندی گردید. در نهایت 18 واحد دارای فناوری نوین در صنایع غذایی مستقر در شهرک صنعتی خراسان رضوی شناسایی و از نظر کارایی رتبه-بندی شدند. نتیجه گیری: در صنایع غذایی فناور مستقر در خراسان رضوی، واحدهای صنعتی تولید زعفران و مواد لبنی بالاترین رتبه کارایی را از منظر توسعه منطقه ای داشتند.Measuring the efficiency of technological units in strategic industrial by regional development aspect (Case study: Food industry in Khorasan Razavi province)
Purpose: The main purpose of this study is to Measuring the efficiency of technological units in strategic industrial by regional development aspect. To achieve this goal, first define the criteria for regional development and after weighing these criteria, define the indicators for measuring the efficiency in terms of regional development and finally extract the units efficiency. Research Method: This research, from the perspective of research orientation, is applied and based on quantitative and qualitative methods. The research strategy is descriptive-survey, from the perspective of the purpose, descriptive, from the perspective of time horizon, cross-sectional and from the perspective of the method of data collection from interviews and documentary studies. The fuzzy Delphi method has been used to determine the criteria for regional development, the fuzzy hierarchical analysis method has been used to weight the criteria, and the fuzzy TOPSIS method has been used to rank the performance indicators. Finally, the efficiency of the units was obtained by Data Envelopment Analysis method. Results: In this study, 8 regional development criteria appropriate to the research topic were introduced. Then, the weight of these criteria was determined and 22 input indices and 22 output indices of technology units were ranked with these criteria. Finally, 18 units ranked in terms of efficiency. Conclusion: Saffron and dairy production industrial companies had the highest efficiency rank in terms of regional development.
