The rapid growth and advancement of electronic devices and technologies in the FinTech industry empower new innovative products and services. The covid-19 pandemic could have a devastating effect on Malaysia’s economy, but it has offered additional opportunities for the E-wallet segment of the Fintech business to thrive. The E-wallet segment of FinTech is one of the latest innovations that is currently growing as there is a need for contactless payments during the pandemic situation. The main objective of the study is to examine the factors affecting e-wallet adoption among young adults in Malaysia. A sample of 200 responses was analyzed using Smart PLS 3.0. The findings revealed that the factors of “performance expectancy”, “effort expectancy”, “compatibility”, and “social influence” have a positive and significant impact during the pandemic; however, the factor of “facilitating conditions” has no significant impact on the adoption of the E-wallets. The study substantiates the key and important variables of adoption in order to develop and evolve E-wallet providers' existing services. Particularly, due to the increasing importance of e-commerce, E-wallet service providers are urged to focus on the system's interoperability, which encourages individuals or customers to use the strategy. They should include unique features that allow customers to accept the service, trust its benefits and feel comfortable using the technology. The study is useful to the E-wallet providers to improve the existing services. The findings also guide the companies offering E-wallets to enhance the usage and adoption of their services.
The Influence of the Shadow Economy on the Financial Security of Ukraine in the Conditions of Informatization of Society(مقاله علمی وزارت علوم)

The article presents the results of the analysis of the indicators of the level of the shadow economy in Ukraine in the period from 2010 to 2020. The level of shadow economy calculated on the basis of such methods as: unprofitable enterprises, monetary, population expenditures - retail trade - services and electricity was used for the analysis. The causes and consequences of shadow economic activity in Ukraine are given. The study found that the downward trend in the shadow economy persists despite the spread of the negative effects of the COVID - 19 pandemic and declining real GDP. In particular, three of the four methods used to assess the level of the shadow economy recorded a decrease in the level of the shadow economy (the method of "population expenditure - retail trade and services"; the electric method; the monetary method). At the same time, the method of enterprise losses showed an increase in the shadow economy, which is largely due to a significant deterioration in the financial situation of enterprises under the restrictions imposed to prevent the rapid spread of the coronavirus pandemic in the world and Ukraine, as well as logistical problems. The practical value of the results is determined by the fact that the conclusions and proposals can be used to more accurately and objectively calculate the level of the shadow economy, which in turn can be the basis for effective decisions to de-shadow and legalize Ukraine's economy.
AI-WSN: Direction of Arrival Estimation Based on Bee Swarm Optimization for Wireless Sensor Networks(مقاله علمی وزارت علوم)

An Artificial Intelligence (AI) technique plays the most crucial factor to consider in energy utilization in a wireless sensor network (WSN). AI transforms industrial operations by optimizing the energy consumption in sensor nodes. As a result, it is crucial for improving sensor node location accuracy, particularly in unbalanced or Adhoc environments. Because of this, the purpose of this research is to improve the accuracy of the localization process in locations where sensor nodes encounter barriers or obstacles on a regular basis. The Bees Swarm Optimization (BSO) algorithm is used to segment sensor nodes in order to increase the accuracy of the Direction of Arrival (DoA) estimate between the anchor and unknown node pairs. Even in the presence of unbalanced conditions, the proposed DoA- BSO involving three separate bee colonies can identify plausible anchor nodes as well as segment nodes arranged in clusters. In order to obtain the intended result, the objective function is designed to take into consideration the hops, energy, and transmission distance of the anchor and unknown node pairs, among other factors. The studies are carried out in a large-scale WSN using sensor node pairs in order to determine the precision with which the DoA-BSO can be located. When comparing DoA-BSO to conventional approaches, the findings of the meta-heuristic algorithm show that it improves the accuracy and segmentation of nodes significantly

Purpose: This research aims to identify the factors affecting social network marketing based on gaining a competitive advantage and designing a model related to the communication between them.Method: This research is applied in its purpose, and conducted using a mixed approach (qualitative and quantitative). In the qualitative phase, first by reviewing the literature in the field of social network marketing and using the meta-combination method, the factors affecting it were identified and divided into three categories. subsequently, the relationships between these factors were determined and analytically analyzed using the interpretative structural modeling approach. In the modeling section, a questionnaire was distributed among experts selected through snowball sampling.Findings: The results of this research led to the classification of factors affecting social network marketing based on gaining competitive advantage and designing a model of these factors. In this model, the categories of organizational and structural resources (responsiveness to customers, service quality), marketing (attracting more customers, efficiency), and competitive advantage based on social media (branding, profitability), indicate the factors and the way of communication and interaction of these factors.Conclusion: Finally, the interpretation of the model, analysis of its levels, and the relationships among dimensions were discussed and solutions were provided in this regard.

Purpose: The growth of Smartphone applications has led to the development and transformation of business sector. The present work aimed to assess factors influencing the intention to use shopping applications.Method: A structural model was formulated for analyzing and testing the existing factors among shopping application users. The statistical population of the research comprised of the users of shopping applications in a public university in Iran. This study employed a questionnaire survey, which consisted of two sections. The first section included general demographic details of the target respondents, while the second section comprised 30 items to measure the constructs of our conceptual model. All items of constructs were adopted from previous literature. A total of 288 questionnaires provided usable data.Findings: The results revealed that factors such as Convenience, Perceived Ease of Use, Trust, and Perceived usefulness affect the intention to use shopping applications, while factors such as Perceived Innovativeness, Perceived Risk, Perceived Enjoyment, and Social Influence were found to be non-influential.Conclusion: This research was conducted based on a comprehensive review of the research literature and identification of influential constructs with the approach of creating an integrated model of factors affecting the intention to use shopping applications. Based on the research results, focusing on ease of use and creating the experience of perceived usefulness along with the use of tools that lead to the improvement of trust is critical for practitioners.
Investment Project Risk Simulation on the Use of Information Technologies as a Factor for Improving the Financial Safety of the Enterprise(مقاله علمی وزارت علوم)

The article justified the feasibility of an investment project by analysing the performance indicators while taking into account risk and uncertainty of the use of information technologies. The impact of the above calculations of the investment project results is due to the fact that the evaluation of the investment performance depends on the projected cash flows. The purpose of the article is to assess the impact of risks on making investment decisions using information technologies in order to increase the financial security of enterprises. Methodological and practical aspects of risk modelling of the investment project were further developed, using the Monte Carlo method, which allows to construct a model by minimizing data, as well as to maximize the value of data used in the model. This model involves the use of probability theory and random number tables. The results show the distribution of probabilities of the successful project variable and the coefficient of variation of the performance indicator, allowing the investor to take uncertainty into account when making a decision.
Design, Realization and Measurements of Printed Patch Antenna with Circular Slots for UWB and IoT Applications(مقاله علمی وزارت علوم)

This paper presents the design, simulation and realization of a patch antenna for IOT applications. The patch antenna consists of a radiating element printed on one face of a dielectric substrate, when the ground plane is placed on the other face. In this work, two techniques are used to design a miniaturized patch antenna: the set-up of slots on the radiating element and the use of defective ground plane. Also, the slot’s radius and Length of inset point effects on the performances of the antenna is illustrated. All the simulated results are performed with FEKO, a solver based on a Moments Method and measurement is made using Vector Network Analyzer Anritsu MS2026C. The propose antenna resonates in three frequency bands 3.91, 4.86 and 5.16GHz for different characteristics such as radiation pattern, gain, return loss, which makes it suitable for many wireless communication applications such as IoT applications.
Consumers’ Impulse Buying Behavior on E-Commerce Shopping Platforms: 7C Framework and Emotions(مقاله علمی وزارت علوم)

The world of digital marketing has been fast advancing in recent times. Marketers have developed various practices to attract consumers to their products and services. Online shopping applications have introduced different methods to encourage consumer impulse buying. However, past literature has overlooked the 7C framework, despite its introduction during the early stages of e-commerce development. Thus, this study aims to examine the dimensions of digital marketing and the mediating role of emotions on impulse buying behavior in e-commerce shopping platforms. This study used the Stimulus-Organism-Response (SOR) framework as the underpinning theory for developing the proposed framework. The 7Cs framework, serving as the stimulus (S), includes content, context, commerce, customization, connection, communication, and community. Emotions represent the organism (O), while impulse buying behavior is the response (R). A survey was conducted to collect data from 331 shoppers from two major online platforms in Malaysia. Exploratory Factor Analysis was performed and revealed six dimensions of digital marketing. Furthermore, it was found that emotions partially mediate the relationship of (a) context, (b) connection, and (c) commerce on impulse buying behavior. Emotions fully mediate the relationship between (a) communication and (b) customization on impulse buying behavior. This study enhances the understanding of the 7C framework, which is underexplored in the context of e-commerce. The 7C framework can be used to assess not only website design but also the design of e-commerce shopping platforms.
Intention to Adopt Next-Level Technology in Food and Beverage Manufacturing SMEs in Bangladesh: UTAUT Model and Business Continuity Theory(مقاله علمی وزارت علوم)

The performance of SMEs will keep the wheel of the country’s economy turning. Upgrading the technologies currently used in SMEs will make the manufacturing process of food and beverage (F&B) industries more efficient. These firms are still using traditional equipment and machinery in their F&B manufacturing process; however, it is required to adopt the next level of technologies for maximum productivity, which they cannot afford. Thus, the study focuses on the intention to adopt upgraded technologies in F&B SMEs in developing countries. A total of 230 F&B SME owners and top management were surveyed in Bangladesh. The collected data were analyzed using PLS-SEM with SmartPLS software. The results showed that disaster preparedness and business continuity had significant effects on the intention to adopt; similarly, performance expectancy, effort expectancy, and social influence were also significant in the intention to adopt the next level of IR technologies. The moderating role of government support and policy had mixed effects on intention. The study is significant because disaster preparedness and business continuity plans are utilized in technology adoption and intention scenarios. To investigate this intention, the study adopted two perspectives: the influence and role of disasters and hazards on SMEs through disaster preparedness and business continuity plans, and secondly, the Unified Theory of Acceptance and Use of Technology (UTAUT) for measuring the intention. The study contributed to these two theories in a new context with constructs. The study will also contribute to policymakers in developing constructive policies and providing effective financial and non-financial support for F&B manufacturing SMEs.
eXtensible Business Reporting Language Data Assurance Challenges and Strategic Approaches: A Study in the Malaysian Business Reporting System Context(مقاله علمی وزارت علوم)

The eXtensible Business Reporting Language (XBRL) functions as an independent, open platform that facilitates efficient information transmission over the Internet, improving business information utilization. Despite its widespread adoption and numerous benefits, unresolved assurance issues undermine its effectiveness, revealing a significant research gap. This study explores the complex landscape of XBRL data assurance challenges within the Malaysian Business Reporting System (MBRS). Utilizing a qualitative case study methodology, the research highlights key challenges in XBRL data assurance and presents strategic, innovative solutions. Through semi-structured interviews and document analysis, insights from diverse stakeholders are captured, revealing the development of artificial intelligence-enhanced audit software aimed at improving the quality of XBRL filings in Malaysia. Despite its potential, awareness of this advanced software among preparers remains disappointingly low. This research serves as a valuable resource for practitioners and researchers, offering an in-depth analysis of XBRL data assurance challenges and pioneering solutions, thereby making a significant contribution to this critical field.
State Regulation Improvement of the Military-Industrial Complex Development in Ukraine in Terms of Transition to Modern Information Technologies(مقاله علمی وزارت علوم)

The military and political leadership of Ukraine considers the domestic military-industrial complex as an important component of the country's national security and defense strategy and pays special attention to increasing the efficiency of production and scientific and technical activities of defense industry enterprises and organizations. The study represents directions for improving the state regulation for the further development of the military-industrial complex in Ukraine under the conditions of the transition to modern information technologies. Proposals have been made for the formation of the organizational and economic mechanism for state regulation development of the military-industrial complex, aimed at ensuring its innovativeness, stimulating scientific and technical activity, and implementing modern information technologies systematically during the production of weapons, ammunition and military goods.
Prediction of Type - I and Type –II Diabetes: A Hybrid Approach using Fuzzy Logic and Machine Learning Algorithms(مقاله علمی وزارت علوم)

Diseases like diabetes are chronic and require long-term management. Inadequate production of insulin results in high blood sugar levels. Such diseases lead to serious health issues such as heart ailments, blood vessel complaints, eye ailments, kidney function disorders, and nerve ailments. Hence, accurate assessment and management of risk factors are crucial for the onset of diabetes. Our proposed approach combines fuzzy logic & machine learning algorithms for diabetes risk prediction. Three machine learning models were trained to classify patients into two categories of diabetes (Type-I and Type-II) based on their clinical dataset collected from Katihar Medical College & Hospital and Suvadhan Lab. The polynomial regression algorithm achieved a score of 0.947, while the support vector regression algorithm with the rbf kernel achieved a score of 0.954, with a linear kernel achieved a score of 0.73. Our proposed approach performed well with respect to the conventional approaches with improved accuracy by identifying the patients at diabetes risk. In future work, we further analyze the relationship between other ignored factors which contribute to diabetes risk.
An Effective Model for Ontology Relations Efficacy on Stock prices: A Case Study of the Persian Stock Market(مقاله علمی وزارت علوم)

The unpredictability of the stock market makes it a serious area of study and analysis. With the help of the accumulated information available in the current digital age and the power of high-performance computing machines, there is a great focus on using these capabilities to design algorithms that can learn stock market trends and successfully predict stock prices. The main goal is to create an intelligent system that provides these features for predicting short-term stock price trends to facilitate the investment decision process. To increase the accuracy and productivity of these systems and facilitate the routine of using common-sense knowledge in machine learning systems, developing or enriching knowledge bases and ontology for market modeling will be one of the effective measures in this field. In this research, an attempt has been made to strengthen and enrich the basic ontology created by the authors by using other global ontologies related to the subject of the stock market, and parts of the target space that were not addressed have been added to the ontology. By combining reference ontologies, a level of standardization is also created for the ontology and stability in the representation of concepts and relationships is ensured. In the next step, it has been tried to test the impact of the concepts and relations of the ontology in predicting stock price movements. For this purpose, news in the field of economy is considered as input and a model is created that first filters the textual inputs related to the desired stock symbol and then observes their effect on the price changes of the related stock. After improving the performance and comprehensiveness of the ontology, the study conducted in this report presented a model to measure and prove the effect of the relationships in this ontology on price changes. In practice, according to human limitations and the tools used, this effect was observed and confirmed with a proper level of certainty by checking the economic news.
Exploring the Nexus of Big Data Capabilities, Business Model Innovation, and Firm Performance in Uncertain Environments: A Systematic Review(مقاله علمی وزارت علوم)

This paper provides a systematic review of the literature on big data capabilities, business model innovation, firm performance, and environmental uncertainty. It aims to establish a foundation for theoretical modeling, research proposition refinement, and the overall research framework by meticulously examining the theoretical backgrounds of existing studies and identifying research gaps. An initial search yielded 1,360 articles, which were filtered to remove duplicates and irrelevant studies, resulting in 475 articles for final analysis. These articles were classified into three main categories: the relationship between big data capabilities and business model innovation, the impact of business model innovation on firm performance, and the integrated relationship involving environmental uncertainty. Additionally, it examines the mediating role of business model innovation on firm performance as well as the moderating effect of environmental uncertainty on these relationships. Finally, the paper formulates research hypotheses and discusses identified research gaps, establishing a solid groundwork for methodological discussions in future research and contributing to the advancement of knowledge in the field.
Consumer Compulsive Buying Patterns Influenced by Online Advertisements in Iran's TV Shopping(مقاله علمی وزارت علوم)

Purpose: This research aimed at presenting the consumers’ compulsive buying pattern through internet advertisements of digital content in Iran's TV shopping industry.Method: Research Methodology was practical in terms of purpose and conducted using mixed method (qualitative-quantitative). The research community was based on the purposeful sampling method, and consisted of ten marketing experts. The research tool was interview. MAXQDA software was used to analyze data through database theory. The statistical population in the quantitative section included TV buyers in Mashhad. Based on Morgan table and random sampling, 384 samples were selected. The research tool was a researcher-made questionnaire, and the Structural Equation Method (SEM) in SmartPLS software was used for data analysis. The validity of the questionnaire was confirmed by using face, content, divergent and convergent validities, and its reliability was also confirmed using Cronbach's alpha. Both of Composite and homogeneous reliability were evaluated.Findings: "appropriate digital marketing mix design for TV sales, digital marketing capabilities, individual demographic characteristics, lifestyle, family " constitute the causal conditions in the consumer’s compulsive buying pattern in the TV shopping. According to the findings, “quick and transient purchase and irrational and emotional purchase” were identified as a central phenomenon. “TV's attractiveness from the audience's point of view, broadcasting policies, sales companies' policies, national TV belief and trust, individual awareness and knowledge about buying products and society's culture” acted as intervening conditions. In the field of buying, “intellectual structures of society and executive structures of society” identified as background conditions. Human strategies and structural and organizational strategies” acted as strategies and “Consumers outcomes; families and society outcomes” were identified as outcomes. According to the results of structural modeling, the relationships of the identified pattern were significant.Conclusion: The issue of compulsive buying is one of the most important and common issues, and buying from TV has fueled this issue, and has become the basis for its expansion and, following that, its negative consequences. In this scientific research, efforts were made to reduce the consequences of this phenomenon. The results of this study showed that although the phenomenon of compulsive purchase from TV is negative, but with proper management, useful results can be obtained from it.
Prediction of Time Series of Financial Information Based on Lyapunov View of Information Using Chaos Theory(مقاله علمی وزارت علوم)

Purpose: The purpose of this research was to provide a model for predicting time series of financial information based on the Lyapunov representation of information using chaos theory.Method: This research is applied in its purpose, which is conducted using a quantitative approach. The research ranks as descriptive-causal accounting research based on actual information in companies' financial statements. The research method is the "post-event" type and was carried out using chaos theory and Saida's method based on the Lyapunov view.Findings: The findings showed that during the ADF test, the null hypothesis was rejected at a level of less than 5% type 1 error and 95% confidence, and it shows that the data is not static. During the substitution analysis test and its significance level, the behavior of the time series of the main financial information is significantly different compared to their substitutes. The obtained value was calculated to describe the production process of all data sets for μ = 2, ApEnMax equal to 0.65 and rMax equal to 0.32, and for μ = 3, ApEnMax equal to 0.6 and rMax equal to 0.44. The value of the Lyapunov profile in stability at a certain point is less than zero and in the limited cycle of stability is equal to zero and in chaos, it is greater than zero and smaller than ∞, and in noise it is equal to ∞.Conclusion: The results show that higher returns, encourage investors to invest and increase the flow of capital. It is believed that companies' stock returns are a function of systematic risk, and systematic risk represents the changes in the return rate of a share compared to the changes in the return rate of the entire stock market.

Purpose: The field of providing information and the method of publishing information has permanently been subject to modification and alteration, and as we know, with the introduction of computer technology in the field of librarianship and the change in the way of providing services, the imperative task of information dissemination has been reserved for librarians. The dissemination of information technology into the education system has led to the emergence of a new concept called e-learning. The task of libraries is to provide infrastructures for information retrieval through the production of integration, organization, and distribution of knowledge. The methods that libraries employ for e-learning include learning collections, tools, and facilities necessary for studying, improving the quality of reference services, and ensuring universal access to books. Therefore, this research aims to identify the factors influencing e-learning in information retrieval.Method: This current research is developmental was conducted using a qualitative approach and grounded theory. The population of the study consisted of 20 experts in the field of information technology in public libraries across the country, who were selected through purposive non-probability sampling. Data were collected through interviews and analyzed through three stages of open, axial, and selective coding, based on which the research model was designed.Findings: The findings showed that e-learning in information retrieval contains of six main dimensions, 45 sub-dimensions, and 85 concepts, which are presented in a paradigm model including causal factors (quality of e-learning website design, quality of education in e-learning environments, employees' enthusiasm for developing knowledge capabilities, employees' belief in continuous training), contextual factors (suitable technical equipment (hardware, software, and network), availability of necessary infrastructure, high accessibility, periodic purchase of required equipment, ease of learning and simplicity of teaching platforms (instructors)), interveners (competence of instructors in course delivery, course development based on indigenous data, organizational culture and atmosphere), central factors (strategies for enhancing the quality of e-learning in information retrieval, processes for improving the quality of e-learning in information retrieval, infrastructures for improving the quality of e-learning in information retrieval), strategic factors (existence of an appropriate incentive system for promoting knowledge sharing (systemic strategy), security of software used (educational approach), efficient support and feedback mechanisms (responsiveness strategy)), and consequences (consistency of goals and plans, adequate understanding of e-learning, formulation of standards, capability in information retrieval).Conclusion: Based on the dimensions, main factors, and sub-factors, the impacts of e-learning in information retrieval can be measured and managed in the studied community.
Sustainability Challenges of Lithium-Ion Battery Supply Chain: Evidence from the Indian Electric Vehicle Sector(مقاله علمی وزارت علوم)

This study critically examines the sustainability challenges within the lithium-ion battery (LIB) supply chain in India's electric vehicle (EV) sector, an area of growing importance due to the rapid expansion of EV adoption. While LIBs are essential for EVs due to their high energy density and reliability, their production and disposal pose significant environmental, social, and economic sustainability challenges. These include resource depletion, environmental degradation, ethical concerns in raw material sourcing, and inefficient recycling processes. This study adopts a qualitative case study approach, focusing on three leading Indian automotive companies, to explore these challenges in depth. Data were collected through semi-structured interviews with key stakeholders involved in various stages of the LIB supply chain, including production, waste management, and recycling. Key findings reveal that the primary environmental challenge is the lack of advanced green technologies for recycling and disposal, leading to high water and energy consumption, as well as hazardous waste emissions. Social challenges include unsafe labor practices, particularly in raw material extraction, and a shortage of skilled labor in battery recycling operations. On the economic front, the reliance on imported raw materials, coupled with high production and recycling costs, undermines the sector’s sustainability and profitability. The research contributes to the literature by providing a comprehensive understanding of the environmental, social, and economic dimensions of sustainability in the LIB supply chain. It also offers practical insights for stakeholders and policymakers aiming to foster a greener and more sustainable EV sector in India.

Purpose: Economic and social status play a prominent role in many human activities and their function is accentuated in the theory of the knowledge gap. According to the idea, the knowledge of the people with higher socio-economic status increases compared to those with lower socio-economic status. The purpose of this study was to determine the role of socio-economic status (based on knowledge gap theory) in the information-seeking behavior of fellow members of staff at Qom University.Method: The study was an applied research in terms of purpose and in terms of strategy and data collection was correlational. The population consisted of 761 university employees. Based on Cochran’s formula the sample of the study included 255 employees. A researcher-made questionnaire was used to collect data. Spearman and X2 statistical tests were applied to analyze data.Findings: People who have a higher socio-economic status (with higher employment, income and education levels) are more motivated to search and obtain information, and there is a significant relationship between the components of individuals' socio-economic status and the type of the used information resources. Socio-economic status affects the criteria for evaluating information resources, and people with higher rate use various evaluation criteria while assessing the information. People with socio-economic status use various and different channels to obtain information, thus, there is a positive and significant relationship between the use of search engines and meta-search engines, internal and external databases, conference papers, library RSS, specialized social networks, consultation with librarians and technical blogs, and their socio-economic status.Conclusion: The social and economic status explains and predicts the information-seeking behavior of the staff and the results confirmed the theory of knowledge gap. Prediction of the facilities required for searching and seeking information in organizations and making them accessible to all human resources can help provide fair access to information for the better part of society and reduce the knowledge gap.

امروزه حکمرانی دانش بنیان می تواند، اقدامی ارزشمند و تاثیرگذار در جهت بهبود عملکرد نهادهای دولتی و خصوصی باشد. لذا، رعایت اصول حکمرانی دانش بنیان می تواند به بهبود وضعیت سازمان ها و دستگاه های اجرایی و جامعه کمک نماید و سبب استفاده حداکثری از توانایی افراد، کاهش چالش های پیش روی جامعه شده و درنتیجه رفاه عمومی جامعه را به دنبال داشته باشد. این پژوهش با روش کیفی از نوع نطریه داده بنیاد با رویکرد اشتراوس و کوربین انجام شده است جامعه آماری این پژوهش از خبرگان آشنا با موضوع تشکیل شده که با 12 نفر از آن ها با استفاده از روش نمونه گیری قضاوتی و گلوله برفی مصاحبه عمیق، صورت گرفت. تحلیل داده ها به کمک نرم افزار MAXQDA انجام شده است. تعداد 302 کد باز شناسایی شده در قالب 46 زیر مقوله و 18 مقوله اصلی قرار گرفته اند که در 6 طبقه اصلی به عناوین شرایط علی شامل تسهیم، خلق، حفظ و نگهداری دانش و شایستگی مدیران و شرایط زمینه ای شامل ایجاد زیرساخت، ساختار سازمانی و فرهنگ سازمان است. شرایط واسطه ای در برگیرنده مولفه های قوانین و رویه ها، ارزیابی عملکرد، شفافیت، تیم سازی، سیستم جذب و نگهداری، سیستم برنامه ریزی و اداره است. مولفه های قابلیت پویای نوآوری و استراتژی توسعه گرا جز شرایط راهبردی است. پیامدهای حکمرانی دانش بنیان با ارتقای عملکرد جامعه، عملکرد سازمان و عملکرد کارکنان مشخص می شود. شرایط محوری نیز حکمرانی دانش بنیان است. رویکرد داده بنیاد پژوهش و طراحی الگو در دستگاه های اجرایی جنبه منحصر به فرد بودن دارد و می تواند تسهیل گر پیاده سازی حکمرانی دانش بنیان در دستگاه های اجرایی کشور باشد
