بیانیه گام دوم انقلاب و نقش راهبردی ناجا در عرصه اقتصاد ملی (مقاله علمی وزارت علوم)

چکیده
بیانیه گام دوم انقلاب ضمن ارائه تحلیلی راهبردی از فرآیند طی شده در گام چهل ساله اول انقلاب و ارزیابی موشکافانه از وضعیت فعلی، محورهای حرکت انقلاب در گام دوم را نیز تبیین نموده و از این جهت، فرصتی ذی قیمت برای همه نهادها و دستگاه های حاکمیتی است تا جهت گیری آینده خود و مسیر حرکت خود را در جهت تحقق اهداف راهبردی بیانیه گام دوم تنظیم نمایند. در این مقاله، نقش اقتصاد مقاومتی ناجا در این راستا بررسی شده است و با استفاده از روش تحلیلی توصیفی و نیز فراتحلیل، ضمن ارائه الگوی نظام مسائل اقتصادی جمهوری اسلامی ایران از منظر بیانیه گام دوم، مبتنی بر این بیانیه، چهار راهبرد درون زایی، مولد شدن، مردمی کردن اقتصاد و برون گرایی احصاء و برای هر یک از این چهار راهبرد، مولفه ها و زیرمولفه های مربوط استخراج و سپس نقش های همیاری و نیز اقدام عملی ناجا در هر یک از زیر مولفه ها شناسایی و معرفی گردیده است. در این بررسی، درمجموع، برای راهبردهای چهارگانه، 30 مولفه و 120 زیرمولفه استخراج شده است. در نهایت، بررسی ها نشان می دهد که ناجا در 65 اقدام نقش همیاری با دستگاه های اجرایی و در 25 اقدام دارای مسئولیت برای اقدام عملی می باشد. به عبارت دیگر، در پیاده سازی راهبردی چهارگانه مطرح در بیانیه گام دوم انقلاب، در 54 درصد موارد، ناجا نقش همیاری داشته و در 20 درصد موارد نیز دارای مسئولیت برای اقدام عملی و مستقیم می باشد.Statement of the second step of the revolution and the strategic role of NAJA in the field of national economy

In this article, the role of NAJA resistance economy in this regard has been studied and using analytical-descriptive and meta-analytic methods, while presenting the model of the economic problems of the Islamic Republic of Iran from the perspective of the second step statement, Based on this statement, four strategies of endogenization, productivity, democratization of the economy and extraversion were enumerated And for each of these four strategies, the relevant components and sub-components are extracted and then the supporting roles as well as the practical action of NAJA in each of the sub-components are identified and introduced. In this study, in total, 30 components and 120 subcomponents have been extracted for the four strategies. Finally, studies show that in 65 actions, NAJA has a cooperative role with the executive apparatus and in 25 actions is responsible for practical action. In other words, in 54% of the cases, in 54% of the cases, the NAJA has a cooperative role and in 20% of the cases, it has the responsibility for practical and direct action.
