چکیده
اجرای خط مشی ها نقشی بسیار حیاتی را در حل معضلات و مسائل عمومی جامعه برعهده دارند و کیفیت مدیریت بخش عمومی را می توان برحسب میزان موفقیت در اجرای خط مشی های عمومی مورد سنجش قرار داد؛ اما اغلب بین تصویب قوانین و مقررات و به کارگیری آنها شکاف بزرگی قرار دارد و این شکاف ممکن است از طریق خط مشی گذاران، بزرگ تر و ژرف تر شود. هدف از انجام این پژوهش، شناسایی عوامل مؤثر بر اجرای خط مشی های عمومی گمرک جمهوری اسلامی ایران است. این تحقیق از نظر روش، تلفیقی از روش های کیفی و کمی می باشد. در مرحله اول، از روش کیفی و از نوع تحلیل محتوا جهت جمع آوری اطلاعات از منابع مکتوب و الکترونیکی در حوزه اجرای خط مشی عمومی استفاده شد و در مرحله دوم، جهت تعیین ابعاد، مؤلفه ها و شاخص های اجرای خط مشی عمومی، از روش دلفی استفاده گردید. بر اساس نظر خبرگان، 5 عامل مجریان خط مشی، تدوین کنندگان خط مشی، جامعه هدف خط مشی، ماهیت خط مشی و عوامل محیطی به عنوان عوامل موثر بر اجرای اثربخش خط مشی های عمومی گمرک جمهوری اسلامی ایران شناسایی شدند و نتایج به کارگیری روش های تصمیم گیری نشان می دهد که از میان این عوامل پنج گانه، عوامل مربوط به مجریان خط مشی های عمومی در رتبه نخست، عوامل مربوط به ماهیت خط مشی در رتبه دوم، عوامل مربوط به تدوین کنندگان خط مشی در مرتبه سوم و عوامل محیطی و عوامل جامعه هدف خط مشی، به ترتیب در رتبه های چهارم و پنجم جای می گیرند.Identifying the factors affecting the implementation of general customs policies of the Islamic Republic of Iran
The implementation of policies plays a very vital role in solving society’s general problems and the quality of public sector management can be measured by the degree of success in implementing public policies but often there is a big gap between passing laws and enforcing them and this gap may be widened and deepened by policy makers. The purpose of this study is to identify the factors affecting the implementation of general customs policies of the Islamic Republic of Iran. In terms of method, this research is a combination of qualitative and quantitative methods. In the first stage, a qualitative method and content analysis were used to collect information from written and electronic sources in the field of public policy implementation. In the second stage, the Delphi method was used to determine the dimensions, components and indicators of public policy implementation. According to experts, 5 factors - policy makers, policy makers, policy target community, nature of policy and environmental factors - as factors affecting the effective implementation of public customs policies of the Republic Islamic Iran were identified and the results of applying decision-making methods show that among these five factors, the factors related to the implementers of public policy are in the first rank, the factors related to the nature of the policy in the second rank, the factors related to policy makers in the third place and environmental factors and factors of the target community of the policy are in the fourth and fifth ranks, respectively.
