چکیده
این نوشتار با موضوع شایستگی های فرمانده مؤثر در تحقق امنیت پایدار از یک سو، متأثر از نقش امنیت پایدار در تحقق سعادت دنیوی و اخروی انسان، بهینه کردن منابع در فرآیند تحقق اهداف و دفع تهدیدات در ابعاد اعتقادی، اقتصادی، اجتماعی، انتظامی، امنیتی، سیاسی، فرهنگی و نظامی است و از سوی دیگر، متأثر از نقش شایستگی های فرمانده در بسیج و تمرکز منابع، وحدت فرماندهی، ایجاد انگیزه، کنترل و هدایت مطلوب و... در فرآیند تحقق رسالت می باشد. این نوشتار از حیث هدف، کاربردی است و از حیث سطح تحلیل آمیخته، برخوردار از ماهیتی توصیفی تحلیلی و از حیث رویکرد و طبقه بندی کیفی، متکی به مصاحبه و مطالعه و از حیث کمی، متکی به پرسش نامه است. براساس تجزیه و تحلیل صورت گرفته، آماره کای دو233/182 و درجه آزادی 23 و سطح معناداری000/0 تعیین گردید. نظر به نتایج حاصل از تجزیه و تحلیل داده ها، میانگین رتبه شایستگی ها به ترتیب اطاعت پذیری53/16، رازداری5/16، روحیه جهادی47/16، حُسن تدبیر5/15، قاطعیت4/14، خطرپذیری 25/14، بصیرت مداری 28/13 اشراف اطلاعاتی 85/10 می باشد و بر اساس نتایج، با نهادینه سازی الگوی فوق، طیف کاملی از گزینه های یک دفاع لایه بندی شده در پنج سطح امنیت(سیاسی، اعتقادی، اجتماعی، اقتصادی و فرهنگی) با رویکرد امنیت پایدار برای نظام اسلامی ایجاد خواهدشد.A Model of commanders’s competency in achieving sustainable security
This article on the role of effective commander’s competencies in achieving sustainable security is affected on the one hand by the role of sustainable security in achieving human’s happiness in this world and hereafter, optimizing resources in the process of achieving goals, and eliminating ethical, economic, social, disciplinary, security, political cultural and military threats; and on the other hand by the role of the commander’s competencies in mobilizing and concentrating resources, unity of command, motivating, controlling and leading, etc. in the process of fulfilling the mission. This paper is applied in terms of its objectives, uses a mixed method for analysis, and relies on interviewing and qualitative approach and qualitative classification and questionnaire. According to the analysis of data, chi-square statistic, degree of freedom and the significance level were estimated to be 182.223, 23, 0.000 respectively. According to the data analysis results, the average rank of competencies were 16.53 for obedience, 16.5 for confidentiality, 16.56 for morality, 15.5 for good faith, 14.4 for risk taking, 14.25 for determination, 13.28 for insight and 10.85 for information dominance. According to the results, the full spectrum of options forms a layered defense called five-fold in the domain of sustainable security for the Islamic system. Proposed competence is presented in three levels.
