الزامات ساختاری و سازمانی ناجا در تراز تمدن نوین اسلامی

چکیده
سازمان نیروی انتظامی جمهوری اسلامی ایران به عنوان یکی از مهم ترین سازمان های کشور، از لحاظ دامنه وسیع فعالیت ها، ارتباط گسترده با بدنه مردم و وظیفه خطیری که بر عهده دارد، یک سازمان استراتژیک در جمهوری اسلامی ایران محسوب می شود. با توجه به هدف نهایی جمهوری اسلامی ایران در برپایی تمدن نوین اسلامی و زمینه سازی برای تحقق آرمان مهدویت، لازم است به بررسی سازمان ناجا به عنوان یک سازمان راهبردی در تحقق این اهداف پردازیم و الزامات سازمانی و ساختاری ناجا در تراز تمدن نوین اسلامی را استخراج کنیم. در این مقاله با استفاده از روش تحلیل مضمون و با توجه به مصاحبه های عمیقی که در سه سطح از متخصصان مدیریت اسلامی، پژوهشگران حوزه تمدن نوین اسلامی و در نهایت مدیران ارشد و میانی ناجا انجام گرفته است، به مدل مؤلفه های ناجا در تراز تمدن نوین اسلامی دست یافته ایم. شایان ذکر است در روش تحلیل مضمون با توجه به مصاحبه های عمیق صورت گرفته، 195 مؤلفه و به تبع آن 134 کد از متون استنتاج شده است. 31 مضمون پایه و 3 مضمون سازمان دهنده با عناوین «سطح ساختار سازمانی، سطح نیروهای ستادی و سطح نیروهای صف» و با مضمون فراگیر مؤلفه های سازمان ناجا در تراز تمدن نوین اسلامی استخراج شده است.Structural and Organizational Requirements of NAJA on the Scale of New Islamic Civilization
The Islamic Republic of Iran’s Police Force, NAJA, as one of the most important organizations in the country, takes on a heavy responsibility in terms of the variety of activities and public relations. It is regarded as a strategic organization in the IR of Iran. The prime objective of the Islamic Republic is to establish a new Islamic civilization, paving the way for the government of Imam Mahdi (a.s.). Therefore, it is essential to study the role of NAJA, as a strategic organization, in the realization of this objective and consequently find its structural and organizational requirements on the scale of new Islamic civilization. This paper uses a content analysis and outlines the features of NAJA on the scale of the new Islamic civilization. Various in-depth interviews have been carried out at three levels with experts on Islamic management, researchers in the field of Islamic civilization, and finally senior and middle NAJA managers. In the content analysis, 195 components and 134 codes have been extracted from texts. 31 basic themes and 3 organizing themes have been extracted and categorized under the titles including “the level of organizational structure, the level of staff force, and the level of line force”. Their themes include comprehensive themes of NAJA’s components on the scale of the new Islamic civilization.
