نقش اقوام در انسجام و تحکیم قدرت ملی

چکیده
یکی از ویژگی های کشورهایی که تنوع قومی و مذهبی دارند، طراحی و اجرای مدل و سیاست قومی است. هدف این پژوهش مطالعه تطبیقی الگوهای اجرا شده سیاست قومی در کشورهای مورد مطالعه است تا به کمک آن بتوان، با شناخت شاخص ها و مؤلفه های این مدل ها، به ارائه الگویی مناسب برای جمهوری اسلامی ایران اقدام کرد. روش تحقیق در این مقاله توصیفی – تحلیلی با روش مطالعات تطبیقی است. بر اساس یافته های پژوهش مدل ها و سیاست های قومی در هر کشوری- متناسب با ویژگی های جغرافیایی، انسانی، نظام حاکم بر مدیریت سرزمینی و ...- متفاوت است؛ به نحوی که نمی توان سیاست مختص به کشوری را بدون توجه به شاخص ها و مؤلفه های بومی آن سرزمین اجرایی کرد. نتایج به دست آمده حاکی از آن است که الگو های سیاست قومی در جمهوری اسلامی ایران نمی تواند الگویی خاص از مدل های کشورهای دیگر باشد، بلکه بر پایه سیاست های چندگانه یاد شده الگوی بومی در زمینه سیاست قومی، مطابق با سیاست های مطالعه شده، الگویی است که باید به انسجام ملی و هم گرایی اقوام و نهایتا تحکیم قدرت ملی متمرکز باشد. الگویی که افزون بر انسجام ملی مانع از حذف هویت خرده فرهنگ ها باشد.The Role of Ethnicities in the Integrity and Strengthening of National Power
One of the features of countries with religious and ethnic diversity is the sketching and performing model and ethnic policy. The aim of this research is comparative study of performed patterns of ethnic policies in studied countries by which both indicators and components of the models to be recognized and both an appropriate pattern for Islamic Republic of Iran can be proposed. Research method in the present study is descriptive – analytic based on method of comparative studies. Findings show that ethnic models and policies in each country, in proportion to geographic and human features, and ruling system on territory could be different so that without regarding to native indicators and elements of the territory, it is impossible to fulfil the exclusive policies of the country. Results indicate that patterns of ethnic policies in Islamic Republic of Iran can’t be a derived special pattern from other countries model, but on the basis of mentioned multiple policies, the ideal pattern in the field of ethnic policies, corresponding to studied policies, is a combining pattern that consist of resembling, pluralism, incorporation, etc. Mentioned model must be concentrated on national consistent and convergent of people. A pattern that in addition to consistency, could be prevented the removing of sub-cultures identity.
