مشارکت مردمی و پلیس: الزام ها و راهبردها

چکیده
توجه روزافزون به نقش و جایگاه مردم در صورت بندی جامعه معاصر و تلاش برای مشارکت پذیری مردم در امور مختلف نشان دهنده اهمیت آشکار نقش مردم بیش از گذشته است. بی شک دلیل آن مفهوم «سرمایه اجتماعی» و اهمیت فزاینده بهره مندی از آن در مواجهه با مسائل و چالش های گوناگونی است که فراروی جامعه و نهادهای برآمده از آن قرار دارد. مشارکت مردم در امور مختلف در حقیقت راهی است برای بهره برداری هر چه بیشتر از این نیروی بیکران اجتماعی و کاستن از دامنه مسائل و گرفتاری هایی که کمابیش در جامعه با آن روبه رو هستیم؛ با وجود این، پیش از آنکه «پلیس» به عنوان بخشی از نهادهایی که کارویژه اصلی آنها ایجاد و نگهداری نظم و امنیت است، بخواهد از این سرمایه استفاده لازم را ببرد، نخست باید بتواند «بینش ضروری برای بهره مندی مناسب از این توانایی» را در مجموعه خویش و در افراد و رویه ها و فرهنگ سازمانی فراهم آورد و همچنین «زمینه های اجتماعی لازم برای این مشارکت» را آماده کند. بر این پایه، در این نوشتار تلاش شده است با بازخوانی مفهوم مشارکت، زمینه های اجتماعی لازم برای مشارکت فعال مردم در فعالیت ها ی پلیسی، توضیح داده شود. همچنین برای آنکه انگیزه های لازم برای این تغییر نگرش و رفتار نزد مسئولان نیروی انتظامی جمهوری اسلامی ایران به صورت راهبردی فراهم آید، اهمیت مشارکت مردم و نقش سازنده آنها در کاهش جرایم که سازنده رویکردی جدید در امنیت در قالب مفهوم امنیت اجتماعی است، تبیین شده است. این مقاله به روش کیفی و با استفاده از دو شیوه برای تحلیل پدیده ها به موضوع پرداخته و آنگاه به راهبرد رسیده است. در پایان نوشتار راهکارهایی برای توسعه مشارکت اجتماعی مردم، راهبردهایی برای شناسایی زمینه مشارکت پیوسته، بازتوزیع وظایف پلیس و مشارکت ها ی همسو با کار پلیس ارائه شده است.People’s Participation and Police: Requirements and Strategies
Ever-increasing attention to role and place of people in contemporary society formation, and attempt for people’s participation in various affairs, more than before, shows importance of the phenomenon. Firstly, its cause, no doubt, can be followed in conception of “Social Capital” and increasing importance of enjoyment of it in confronting to different problems and challenges that is placed in beyond of a society, and raised institutions from it. Indeed, people’s participation in various affairs is the way for increasing use of unbounded social power and decreasing the extent of problems that we are confronting, more or less, in society. Nevertheless, before that “police”, as a part of institutions that their special function is security establishment and maintenance, trying to use of the Capital, it is necessary, in the first place, could be capable to provide essential insight for appropriate enjoyment of this ability within own organization, among its persons and processes and organizational culture, and also, to prepared essential social grounds for participation. On the basis, in this essay has been tried, meanwhile reviewing the conception of participation, to be explained social grounds that is necessary for active participation of people in communication with police. Also, for that essential motives in this change of attitude and behavior of police officials in the Islamic Republic of Iran, strategically, be provided, at first, the importance of people’s participation and their constructive role in reducing crime have been explained. Methodological approach in this article is based on qualitative method and two ways for analysis of phenomena, and then strategy.
