چکیده
نامه «9» ماده ای مقام معظم رهبری(مد ظله العالی) به ریاست محترم جمهور، به مفهوم «پذیرش» و «هشدار» نسبت به «برنامه جامع اقدام مشترک» می باشد. ایشان در این نامه، بر ضرورت «گذار از تحریم» به گونه ای ساختاری تأکید داشتند. در این فرایند، ایشان با استناد به بند «3» مصوبه مجلس شورای اسلامی در تبیین نشانه های نقض «برجام» بر این موضوع تأکید داشتند که عبور از دوران گذار، نیازمند تضمین های قوی و کافی برای جلوگیری از تخلف طرف مقابل خواهد بود. ریاست محترم جمهور نیز در پاسخ به نامه «9» ماده ای معظمٌ له، بر این موضوع تأکید نمودند که رئیس جمهور آمریکا و کمیساریای سیاست خارجی اتحادیه اروپا، موضوع مربوط به اجرای برنامه جامع اقدام مشترک برای لغو تحریم ها را اعلام داشته اند و از این رو، ساختار تحریم ها شکسته شده است. اگرچه چنین رویکردی در ادامه تفکر راهبردی جمهوری اسلامی ایران برای گذار از بحران محسوب می شود، اما واقعیت های در حال ظهوری شکل گرفته که نشان می دهد دو رویکرد نسبتاً متفاوت درباره چگونگی اجرای برنامه جامع اقدام مشترک در حال ایجاد است که هر دو رویکرد بر ضرورت گذار از تحریم ها تأکید دارد؛ اما واقعیت آن است که اگر تحریم ها برداشته نشود و صرفاً بخشی از آنها محدود و یا تعلیق گردد، در آن شرایط، نیازهای اقتصادی دولت برای پاسخگویی به انتظارات فزاینده گروه های اجتماعی افزایش خواهد یافت. بسیاری از نشانه های دوران موجود، بیانگر آن است که جامعه و نظام اجتماعی در وضعیت «انتظارات فزاینده» قرار گرفته است؛ به گونه ای که اگر تحریم ها، به ویژه تحریم های مالی و انسداد سوئیفت بانکی پایان پیدا نکند، دولت نه تنها در تأمین نیازهای اقتصادی جامعه با مشکلاتی روبه رو می شود، که حتی زمینه برای ظهور تضادهای جدیدی در فضای رقابت نخبگان ایجاد خواهد شد.Post-CJAP cognitive warfare in the field of social developments
