چکیده
حضور و اعمال حاکمیت به وسیله طالبان در بخش وسیعی از کشور بالاخص مناطق جنوبی و جنوب شرقی و توانایی جذب نیروهای جنگجو برای مبارزه بر علیه حکومت مرکزی و متحدین خارجی را می بایستی بازتاب واقعیات تاریخی افغانستان در نظر گرفت. شکست پروژه های دولت سازی و نوسازی از بالا که اولی از نیمه دوم قرن هیجدهم و دیگری از آغازین دهه های قرن بیستم کلید خورد، بستر مساعد و مشروعیت اجتماعی سازگار را برای چالش حاکمیت حکومت مرکزی به وجود آورده است. حضور آمریکا در افغانستان که به دنبال به قدرت رسیدن باراک اوباما به یک «ضرورت» تبدیل گشته است، این کشور را هر روز بیش از گذشته درگیر جنگی ساخته که باتوجه به ویژگی های خاص اجتماعی افغانستان و با تکیه بر الگوهای تاریخی سرانجامی جز ناکامی در آن متصور نیست. توفیق نهایی طالبان در شکلی از حضور در ساختار قدرت سیاسی و ناکامی غایی آمریکا در تحقق اهداف در افغانستان بیش از آنکه نشانه قدرت و یا ضعف طالبان و آمریکا باشد، برآمده از فقر اقتدار مشروع و فقر توسعه در جامعه می باشد.The Project of State-Building, the Project of Modernization: the Taliban Challenge and the US Intervention
The presence and exert of sovereignty by Taliban in wide areas of Afghanistan, in particular Southern and Southwestern parts,is a reflectionof historical facts in the country. The failure of state-building and modernization projects from above – the first was initiated from the second half of 18 th century and the second from the beginning of 20 th century- has provided a fertile ground as well as social legitimacy for challenging the authority of the central government in Afghanistan. The US presence in Afghanistan following the presidency of Barack Obama has increasingly engaged the US in a war which based on the particular characteristics of Afghanistan and historical experience is doomed to failure. The final success of Taliban in a special form of participation in political power structure and the failure of the United Nations in implementing the aims in Afghanistan is more a product of the lack of legitimate authority and development than strength or weakness of the US or Taliban.
