چکیده
در این پژوهش، نگارندگان با در نظر گرفتن اهدافی همچون شناخت نقاط قوت، ضعف، فرصتها و تهدیدها سعی در تدوین استراتژی مناسب توسعه منطقه ای در راهبرد توسعه همه جانبه شهرستان آستارا و مناطق همجوار و همچنین اولویت بندی استراتژی های توسعه در این منطقه برای حال و آینده نموده و با بهره گیری از روش توصیفی-تحلیلی، مطالعات کتابخانه ای و بهره گیری از ماتریس SWOT درصدد تدوین استراتژی توسعه منطقه ای شهرستان آستارا بر آمده اند. یافته های تحقیق حاکی از آن است : با توجه به امتیاز دهی معیارهای داخلی (قوت و ضعف) و معیارهای خارجی (فرصت و تهدید)، استراتژی های استخراج شده از ماتریس SWOT در وضعیت تهاجمی (SO) قرار دارند و این استراتژی ها عبارتند از : کاهش عوارض گمرکی و حذف روادید با هدف تسهیل در مراودات و توسعه اقتصادی منطقه مرزی، توسعه گردشگری ساحلی و توریسم پزشکی، گسترش روابط ژئواکونومی با کشورهای حوزه قفقاز.Codification of of Regional Development Strategy (Case Study: Astara County)
In this study, the authors try to formulate appropriate regional development strategies in the comprehensive development strategy of Astara city and neighboring regions as well as prioritize development strategies in this area, taking into consideration the strengths, weaknesses, opportunities and threats. They have come to the fore and, using a descriptive-analytical approach, library studies and SWOT matrices have sought to develop a regional development strategy for the city of Astara. The findings of the study indicate that, given the internal (strengths and weaknesses) and external (opportunity and threat) scoring criteria, the strategies extracted from the SWOT matrix are in the offensive (SO) state and these strategies are: : Reduction of customs duties and removal of visas with the aim of facilitating trade and economic development of the border region, development of coastal tourism and medical tourism, expansion of geoeconomic relations with Caucasian countries.
