تبیین و طبقه بندی اختلافات مرزی در منطقه ژئوپلیتیکی آسیای مرکزی (مقاله علمی وزارت علوم)

چکیده
یکی از مباحث مهم در مورد مرزهای بین المللی، اختلافات مرزی است که در بیشتر مناطق جهان به اشکال مختلف قابل مشاهده است و تاثیر زیادی برنوع و سطح روابط کشورها نیز دارد. فروپاشی اتحاد جماهیر شوروی که به تشکیل 5 جمهوری مستقل انجامید مسائلی را در ارتباط با امنیت ملی کشورها و چالش های مرزی پیش روی جوامع استقلال یافته قرار داد. سوالی که مطرح می شود این است که چه عواملی باعث شده اند برخی اختلافات مرزی در منطقه ژئوپلیتیکی آسیای مرکزی به وجود آید؟ مقاله حاضر با روش توصیفی-تحلیلی در منطقه آسیای مرکزی به انجام رسیده است. ضمن استخراج عوامل موثر بر اهمیت اختلافات مرزی در مرزهای آسیای مرکزی با استفاده از تکنیک مدلسازی ساو وزن این شاخص ها را بدست آورده و آنها را سطح بندی نمودیم. نتایج تحقیق حاضر که برگرفته از داده های کتابخانه ای و میدانی است نشان دهنده آن است که 16 عامل بر اختلافات مرزی منطقه تاثیرگذار است. در میان این 16 عامل مسائل مرزی، اختلافات ارضی و منابع مشترک مرزی بیشترین وزن را به خود اختصاص داده است و عوامل سن مرز، تکامل مرز، موقعیت برجسته ژئواستراتژیکی، عملکرد مرزها و ... کمترین وزن را به خود اختصاص داده است. براین اساس، برای اینکه بتوان اختلافات مرزی و چالش های ناشی از آن را در طول مرزهای آسیای مرکزی بین همسایگان تا حد امکان کاهش داد و مرزها را جهت دستیابی به امنیت ملی و منافع ملی خوب کنترل و مدیریت کرد، باید عوامل موثر بر اختلافات مرزی به همراه سطح بندی آنها به صورت کامل در نظر گرفته شود.Explaining and Classifying Border Disputes in The Geopolitical Region of Central Asia

One of the important aspects of the international borders, border disputes, which in many regions of the world in different forms visible and significant impact Brnv and relations between countries, so that the relations between the two countries may over a disputed border small dark and even the bloody wars of the end. The collapse of the Soviet Union that led to the formation of five independent republic in relation to national security issues and challenges facing border communities were independent. The question that arises is that what may have caused some outstanding border disputes than are other differences? The present cross-sectional study was conducted in the Central Asian region. borders performance, security and defense policies of different and sometimes conflicting, age boundaries, evolution .... the border and border disputes affect the region. According to weigh the factors affecting border disputes can be divided into three levels. Accordingly, to enable border disputes and challenges arising from it along the borders of Central Asia between the neighbors as much as possible reduce barriers to achieve national security and national interest, good control and manage the factors affecting border disputes they are graded with fully taken into account.
