The purpose of this study is to compare stringency of and compliance with environmental requirements in upstream sector of oil and gas in law of Iran and the USA. This study is conducted using the inter-spinned mix method (qualitative – quantitative). In the qualitative part, library studies are used. In the quantitative part, the studied society is a group of six professionals in the field of oil and gas, who filled out a questionnaire consisted of 34 questions prepared by the Worley Parsons in a similar research approved by jurisdictions of ten countries. The questions are prepared by a team of experts with international experience. The components of stringency and compliance with law during the phases of approval, operation, and closure of a hydrocarbon project are studied using the Delphi method. At the level of stringency, the environmental assessment in the US is carried out with 10 times more human resources and 26 times more costs than in Iran. In the US, with 13 scores, it is more stringent than Iran with 5 scores. In the project closure phase, Iran does not put in place any obligations for rehabilitation and restoration. At the level of compliance, the Construction Environmental Management Plan (CEMP) is mandatory in both countries. In Iran, the list of violations and their consequences will not be published. The US regulatory mechanisms of restoration are an appropriate model. Totally, Iran gains 29 and the United States 42 scores. The recommendations are based on these two scores.
Identification Empowerment Predisposing Factors in Islamic Azad University - A Theory Grounded Theory Approach(مقاله علمی وزارت علوم)

Purpose: The aim of this research was to Empowerment predisposing variables in Islamic Azad University. This study defines and discusses the concept of empowerment in Islamic Azad university. Method: In this study, books and documents and treatises and theses and dissertations and scientific journals related to the topic, 20Faculty of Islamic Azad University, which was associated with empowerment study were selected based on snowball sampling method. Grounded theory was based on research looking. In order to approve the efficiency, we have used this method in a case study and explained its implementation step by step. Finding: The methodology of Grounded theory has been chosen for this purpose. Grounded Theory is a powerful research method for collecting and analyzing research data. It was ‘discovered’ by Glaser & Strauss (1967) in the 1960s but is still not widely used or understood by researchers in some industries or PhD students in some science disciplines. Conclusion: The results showed, Charm goals, planning, Compliance, Accountability, Environmental conditions, The nature of the job The predisposing factors of empowerment were identified by experts in Islamic Azad University.
Electronic Banking Capacities and Transparency in the Iranian Banking Network(مقاله علمی وزارت علوم)

Innovations in electronic banking in Iran have led to the development in capacities such as payment instruments and transactions by cards, which are known as electronic payment equipment in the Iranian banking network. Financial supervision is required to be increasingly based on reporting and regulatory processes to efficiently and proactively monitor risk and compliance at banks and financial institutions. Besides, the banking system needs relevant information and instruments on strategy, assessments, and policy decisions in line with the required procedure to enhance transparency. Designing a new criterion in banking innovations by combining the Electronic banking instruments, considering the Electronic banking capacity proper and scaled to the banks’ assets, equity and resources as well as distinguishing the impact of banks’ profitability and capital are attributed as the key contributions in this paper rather than other similar researches. Results indicate that Electronic Banking capacities including the pin-pad, ATM, online branches, card services, and P.O.S volumes have positively and significantly influenced transparency since scales of these innovative capacities have expanded relative to the banks' assets and capital due to their contributions in the velocity and disclosure of data collection and analysis potentials. Results also denote that the state-owned banks in Iran are less transparent than private banks and the size of the bank hurts transparency. The return on equity in the form of bank ownership is multiplied as well as results also indicate that the productivity of equity returns has a positive effect on transparency. The ratio of non-interest income to total income also has a positive impact on transparency. There would be needed to provide transparent information on fee-based services to develop non-interest income. Hence, to improve transparency, the development of fee-based and non-profit-based services are required.
Enterprise Risk Management and Performance of Financial Institutions in Iraq: The Mediating Effect of Information Technology Quality(مقاله علمی وزارت علوم)

Enterprise risk management represents a process of assessing exposure to risks in an institution. It is a systematic mechanism and a comprehensive tool for predicting events, including unexpected events, and their impacts. This paper is a conceptual study. It aims at designing a model for testing the mediation effect of information technology (IT) quality on the relationship between the enterprise risk management (henceforth, ERM) practice and the financial performance of financial institutions in Iraq. Based on reviewing the literature on ERM, it is found that ERM (leadership roles, risk culture and compliance) has a positive and important effect on the financial performance of financial institution in Iraq. In addition, this paper shows that the IT quality is a good medium for increasing the interaction between practices of ERM and financial performance positively. It provides a practical and theoretical contribution to practices of ERM in listed companies in Iraq. It also has major implications for professional practitioners, regulators and academics in Iraq. Finally, this paper contributes to building relevant knowledge in the field of leadership role, risk culture, compliance and IT quality.
Evaluation of Compliance with Preventive Behaviors of Corona Disease Based on Health Belief Model(مقاله علمی وزارت علوم)

Background: Following the pandemic of corona disease in Iran and around the world, the most important goal of health policies focused on compliance with prevention behaviors, and its evaluating. One of the most effective model based on social psychology is Health Belief Model that has been employed in many studies as different aspects of preventive behaviors. Objectives: The main purpose was study the relationship between compliance with preventive behaviors of corona disease with health belief model, and predicting the high level and low level of compliance with these behaviors based on health belief model variables. Methods: The present study was a descriptive-correlational study in terms of its method. The statistical population consisted of all adults aged +20 who lived in Tehran. 472 voluntary subjects were selected through online recall method. The instruments of the study included the compliance with preventive behaviors of corona scale (CPBC), and the corona health belief model inventory (CHBM). Both measures were developed and standardized by the researchers. Data were analyzed by using regression analysis. Results: The Means of CPBC in all participants was 3.38 ± 0.83, thereupon two groups were formed accordingly, as high group (4.18±0.17) and low group (1.92±0/28). The findings show that high level of compliance could be predict by severity, benefits; and barriers; and low level of compliance by age, benefits, and barriers. Conclusion: Since preventive behaviors were known as the best way to control of corona virus outbreak, there is a great value of identifying variables that might mitigate or exacerbate compliance could contribute greatly to the development of more effective health planning in Iranian society. Therefore, increase the benefits and reduce the barriers of prevention behaviors could be effective, and consequently, corona virus transmission could be decreased.
