چکیده
با بررسی تاریخ روابط دو کشور ایران و روسیه در می یابیم که علل و چگونگی فراز و نشیب تعاملات ایران و روسیه متاثر از تفاوت نگاه متقابل و سطح ادراک دو کشور از روابط دوجانبه بوده است. بدین معنا که نگاه روسیه به ایران در بسیاری از مواقع، تاکتیکی و ابزاری و در سطح مسایل منطقه ای و دوجانبه بوده و نگاه ایران به روسیه، اغلب در سطح مسایل کلان و از منظری استراتژیک بوده است. همچنین از نظر نباید دور داشت که روابط ایران و روسیه همواره با نگرشی امنیتی همراه بوده است که بر تمام زمینه های اقتصادی و سیاسی روابط آنها سایه افکنده و همچنان سنگینی می کند. ایران و روسیه علیرغم وجود ذهنیت های مشوش از یکدیگر در حوزه های مختلف، روابط خویش را با شدت و ضعف ادامه داده اند. در این زمینه، تحریم های آمریکا علیه ایران نیز بر روابط اقتصادی دو کشور تأثیرگذار بوده است. نگارندگان در این پژوهش به دنبال پاسخ به این پرسش می باشند که تحریم های آمریکا چه تأثیری بر روابط اقتصادی دو کشور ایران و روسیه داشته است؟ پاسخ احتمالی به پرسش مطرح شده، این است که روسیه تا پیش از برجام همگام با اعمال تحریم های غربی علیه ایران، همسو با آمریکا بوده است، اما بعد از خروج آمریکا از برجام، روابط اقتصادی ایران و روسیه تقویت گردیده است. این پژوهش به روش توصیفی- تحلیلی و با استفاده از داده های کتابخانه ای و منابع الکترونیکی انجام شده است.The Impact of US Sanctions on Iran-Russia Bilateral Economic Relations
By examining the history of the relations between Iran and Russia, we find that the causes and the ups and downs of Iran-Russia relations have been influenced by the differences in the perception of the two countries and the level of perception of the bilateral relations. That is to say, Russia's view of Iran has been tactical and instrumental at many regional and bilateral levels, and Iran's view of Russia has often been based on a strategic level. It should also be kept in mind that Iran-Russia relations have always been accompanied by a security attitude that overshadows and continues to weigh on all aspects of their economic and political relations. Iran and Russia have maintained their relations with each other in spite of disturbing mentalities in different fields. In this regard, US sanctions on Iran have also had an impact on the economic relations of the two countries. The authors of this study seek to answer the question of what effect the US sanctions have had on the economic relations between Iran and Russia? The possible answer to this question is that Russia had been in line with the US before Western sanctions against Iran, but economic relations between Iran and Russia have been strengthened since the United States left the JCPOA. This research is a descriptive-analytic study using library data and electronic resources.
